Hillary for State: The Big Sticking Point

November 16, 2008 8:27 AM

All my reporting tells me that Barack Obama wants Hillary Clinton to be his Secretary of State, and that Clinton wants the job too.

But there's one significant complication: how to make sure that former President Clinton's foreign speeches, business dealings and foundation work don't present conflicts of interest.

This is not completely new territory for the Clinton team. They would have had to take steps to review, and possibly disclose,  foreign contributions to the Clinton Foundation had Senator Clinton won the nomination and the White House.

Clinton's team began thinking about how to do this during the primaries. That work has intensified since Senator Clinton's meeting with Obama on Thursday.

Here are some of the major questions that need to be addressed: How much public disclosure must there be of past foreign donations to the foundation?

Is any more disclosure of foreign business and speaking income required? Are there other ways -- short of or in addition to full disclosure -- to vet for possible conflicts?

Going forward, would the Clinton Foundation be permitted to continue soliciting foreign support?  If so, under what conditions?

How would the contributions be reviewed and vetted?

All of these questions can be answered, but getting there is complicated. It's not done yet.

More below on This Week's Roundtable...

I AM SO SICK AND TIRED of hearing Hillary and her "baggage Bill"... Why is it that her name shoud always be mentioned along with that of Bill?? As if she's his doppleganger or something..
Hillary has proven to be an effective, highly intelligent and articuate politicain.. I am truly convinced that she and Obama have a lot of respect for each other, despire their differences. Besides, it is OK to disagree with someone on certain issues.. Also, it seems to me that a lot of these "NO Hillary" "Change, my a#$!" comments come NOT from democrats but disgruntled Republicans who are rankled over the loss of power!

Have any of you taken a look at the "Work for Obama" job application? I don't think Hillary will qualify for any job in his administration, based upon the questions asked on that application. But then, NOBODY could qualify! Obama himself has not submitted to We The People the information he requests on this app. This is shaping up to be the most paranoid, deceitful administration ever inthe history of the USA.

she needs to go away....folks don't want to remember her or her admin..."the blow job" presidential years....

The only solution: divorce!

Another term for the Clintons in the W.H. Now there's change we need. Not to mention: how many times did Hillary get caught with her hand in the cookie jar, aka lying, during the primaries. Is there anyone of lower moral character and less integrity? Loves her country? Please, she loves the power and the spot light, period. So much for Change that all the Obama sheep were celebrating. What a big surprise.

Newsflash, it wasn't her administration. She was never President.
Only twits like you keep bringing that up.

Posted by: Jwench | Nov 16, 2008 10:33:28 AM

She was the first lady for pete's sake. Other than that, she has served almost 2 terms in the senate. Everybody acts as if she's a seasoned politician
( although she sure lies like one ) with years of international and domestic policy experience. She was the first lady. That's it! Unbelievable. People here are talking about her being SOS or AG???? Have you lost your mind. Then you certainly didn't mind Bush nominating Harriet Meyers for AG then huh?

I can think of two people McCain and Palin the way they acted during the election.

Posted by: Jwench | Nov 16, 2008 10:37:05 AM

I laugh at those who say bringing in the Clintons and some of their former aisdes as being a bad move.

Fact still remains we had a budget surplus when Clinton was done... How is that a bad thing ??? Right now republican mindset has set this country back decades, and after 8 years of pure living hell, bringing back persons from our last successful presidency is a brilliant move. Obama is proving his mettle by not ignoring the successes of the Clinton era and not letting pride interfere with what is best for this country.

anyone republican upset with what Obama is doing has no one but themselves to blame... you supported 8 years of a complete dissaster

Conflict of ineterst - give me a break. That only concerns the press when it involves the GOP.
All Hillary has to do is hide all the paperwork again and say she never knew what Bill was doing proven by what happened during the Clinton Presidency.

Posted by: Taras | Nov 16, 2008 10:47:21 AM

I think people here are so partisan that they think everyone is. Not so. Just because someone calls a democrat out for being the lying, opportunist she is doesn't mean I'm a republican. I agree that McCain and Palin are also low life, skeeming politicians willing to sell their souls ( which they have ) to get in the W.H. That doesn't change the fact that Hillary is also in that boat. A former first lady with not even two completed terms in the senate ( even less than that if you deduct all the time she has spent away from the senate comaigning ) is now going to be in charge of our country's foreign affairs? I guess anyone could do that job. And not to mention AGAIN: where's the change? A Clinton in the 4th highest job in our gov. Have you all lost your minds?

Posted by: Don | Nov 16, 2008 10:47:37 AM

She would be a fool to take the job. It weakens her politically. She would have to serve at Obama's lesiure. He can fire her at any time. She would also lose her political cloout as a senator, thereby removing her from everyday politics. Secretary of State also has little real power. All treaties and foreign agreements require approval. She would just be a figure head. Sure she would present a positive image, but politically it would be suicide for her.

Not everyone identifies themselves as a Republican or a Democrat. Some of us are just American Citizens with some common sense and the courage to use it.

With Bill's help, Hillary will surely sneak into WH to pick up the telephone at Omaba's bed room at 3 a.m.!

Please honor the voters' will, Mr.Obama!

My only question is about whether
appointing members of the legislative branch is in the best interests of getting
needed legislation pushed through both
Houses of Congress?

If an individual wants to do real good to the society, he or she need not necessarily enter government. That individual can do much more by being outside the government (an with all the corrosion of ideals and corruption that inevitably follow). No matter what ideals an individual has, the moment he or she enters the government service (elected or non-elected) the system is corrosive and corrupts such any and all individuals. No one is immune from this ill effect. So, Hillary, here is your real choice. Spurn the idea of entering government as an underling of some boss, and then sacrifing your own ideals; instead, do some real service to public, society, nation by staying outside the evil power structure. You can reform the current rotten health system by being an outside advocate. Just meeting some heads of other countries is not going to elevate your soul to higher levels. Work for the poor, but no charity to the undeserved. Giving a helping hand and let those on the ground learn how to get up, walk, and then run. No unlimited welfare schemes for generations of families.

Hillary needs to wait a few years before she is on Obama's team. She needs to demonstrate respect, loyalty, humility before a position like SOS. Previous poster was right: she is better for health and human services. Not SOS because she was FOR THE WAR, the worst mistake in American history. Is Obama taking that into consideration? And, yes, the American people are sick of the 'blow job president' era. The Clintons gave it away when it was their time and their time should be up. Please, Obama and his team, wake up.

I hope you are not saying you have common sense. From your posts that is very debatable.

Posted by: Jwench | Nov 16, 2008 11:01:17 AM

Hahahahahahahahaha, I see a lot of Repuke losers on here today. When are you people going to get a life and get with the program. Geez, what a bunch of whiners

Posted by: My Name Is NoBody | Nov 16, 2008 11:04:41 AM

It is correct that Hillary is not ready for SOS.
Have a bilingual former UN ambassador like Richardson, or a completely new SOS who grew up as a career diplomat, who knows both the Asia and the Middle East Bureaus well.
Susan Rice is out there as are many other qualified women to take on this strategic role.

Posted by: Ellen | Nov 16, 2008 11:12:28 AM

Jwench: yes I am saying I have common sense because I do not see a former first lady and a one term senator ( her entire second term has been spent campaigning ) as being knowledgeable enough to dictate foreign policy for our country. And oh yea, can I say again: she's a liar and skeemer. Why do you just ignore those things? She's 61-years-old and she got caught planting people in the audience at press conferences to ask preprepared questions during the primaries! She's 61! Shouldn't one have some integrity and wisdom and a sense of self by that age? And oh yea, the harrowing arrival in Bosnia where she was dodging bullets etc... oh that was a lie too. There are pictures of her on a red carpet. I'd say someone calling a spade a spade regardless of party affiliations is showing some common sense.

Posted by: Don | Nov 16, 2008 11:13:37 AM

Who's afraid of Bill Clinton? I don't think Barack is. Barack Obama knows better. Barack Obama is better served by constructive critics rather than flatters like John Kerry and Bill Richardson.

Posted by: PennyHackett | Nov 16, 2008 11:14:34 AM

how outrageous....both Biden and Clinton says Obama is not ready, inexperienced, calls him every name in the book and now sucking up....its sickening

Posted by: Mark | Nov 16, 2008 11:18:57 AM

The best job for Hillary to serve in Obama's new regime would be to serve as a white house cleaning staff member. I think she could actually perform this duty if her functions were limited to cleaning out Michelle's and her kids commodes. She has excellent qualifications for this as she backed Slick Willy by doing nothing when he was sampling his Monica Cubans when he was suppose to be watching the terrorist buildup.

Yeah I bet our Bill Richards would spend more time in Latin America trying to get our Nation to bring every Latino here...like we need more...
