Latino Lawmaker Rips Obama for Making It Harder for Illegals to Buy Private Insurance

Already under fire from the Right on the issue of illegal immigration, President Obama is now coming under fire from the Left for making it harder for undocumented workers to buy private health insurance.

My colleagues, ABC News' Elizabeth Gorman and Teddy Davis, have more:

President Obama was blasted by a top Latino ally on Monday for modifying his health-care plan in the face of conservative criticism.

The criticism was leveled in Spanish by Rep. Luis Gutierrez, a Democrat from Illinois who was the first Latino member of Congress to endorse Barack Obama for president.

Referring to the Obama administration, Gutierrez said: "Those who should be our friends, our allies, are more and more giving Rep. (Joe) Wilson, R-S.C., exactly what he wants to continue with this prejudice against our community."

Gutierrez, who made his remarks in Washington, D.C., while participating in a panel discussion on immigration reform sponsored by the Congressional Hispanic Caucus Institute, was incensed by the Obama administration's announcement over the weekend that it was going to bar undocumented workers from participating in the health insurance exchange.

The exchange, as envisioned by Obama, is a marketplace where individuals and small businesses will be able to shop for insurance at competitive prices. As one big group, those in the exchange will have greater leverage to bargain with the insurance companies.

Without access to either the exchange, or employer-provided group coverage, experts think it will be very difficult for anyone to afford insurance. This, in turn, could lead the estimated 12 million illegal immigrants to rely more heavily than ever on expensive emergency room care whose costs are then shifted to the government as well as to individuals who have private insurance.

After lamenting Wilson's outburst on the House floor, Gutierrez ripped the president for giving into the South Carolina congressman.

"What is the administration’s answer?" asked Gutierrez. "To give him exactly what he said from this hatred. Because now, the administration has told us that if we’re going to have reform of our health care system ... all those that go to the private sector in order to get their health care, that they will verify them. They will verify Social Security; they will verify their status in the United States of America."

"So, and remember, we’re not talking about government health care, we’re talking about everybody is going to be required to get health care insurance," said Gutierrez. "And so as we go to this big store, right, where everybody is required. And this exchange, the health care exchange, where if you don’t have health care you are required to go purchase it. When you go and attempt to purchase it, what does the administration say? The administration says, 'You will have to prove that you are legally in the United States and have a Social Security number and a right to that.'"

"Some immigrants, and let me say it – hundreds of thousands of them -- who have businesses, who are prospering, who are paying taxes— even when they wish to buy because it’s going to be a requirement to buy it, this administration has told them don’t buy. You can’t. You can’t buy."

"I think we need to understand this is not a new debate," he continued. "This is an old debate. … I believe this is what worries a lot of us."

When asked about the criticism from Gutierrez, a White House official told ABC News: “The President has been clear since the campaign that he does not intend to for health insurance reform to cover undocumented immigrants. He does believe, however, that Latinos are among those with the most to gain from health insurance reform that provides more stability to those who have health insurance, access to quality coverage for those who don’t, and lowers costs for everyone. We look forward to working with the Congressional Hispanic Caucus to make that vision a reality.”

Asked on Monday if the political will exists to pass comprehensive immigration reform, Gutierrez said that the Congressional Hispanic Caucus could learn how to leverage its power by studying the Blue Dogs, a group of conservative Democrats who won concessions earlier this year on the overall price tag of health-care reform.

"One of the things that I did notice was that there was a group of Blue Dogs," said Gutierrez. "And they spoke to health care reform. And they said: 'we’re not going to vote.' Did you notice that?."

"I think that the Hispanic Congressional Caucus, with their friends and their allies, have to think at a strategic point," Gutierrez continued. "At which point do we say: 'I'm not going to cooperate any more'?"

"There won't be true reform in this country until the most vulnerable among us have their rights respected here," he added.

Gutierrez's remarks, which were made in Spanish, were translated by ABC News. The accuracy of the translation was verified by an aide to Gutierrez.

Well, Since we have heard through the Arguments of Healthcare Reform in this country that care in Mexico is as Good as in the US and OH so much Cheaper, the Solution is Simple...GO BACK to MEXICO

It galls me that someone actually believes that illegal aliens should have the right to participate in the President's proposed health care plan! These people broke United States laws. WHY do they continue to feel ENTITLED to benefits in our country??

This raises some interesting points. Once again, we have our elected government officials wishing to aid criminals in breaking federal laws. Guess their oath of office doesn't mean that much to them. And racism is going strong and even encouraged in congress, just in a "politically correct" format. In congress we have a hispanic caucus, a black caucus, an asian caucus, etc. And congress approves of this. But I bet if the whites in congress proudly form a white caucus, screams of "racism" would ring loudly through the halls of congress. And now we have the hispanic caucus fighting to give special "rights" (to illegals no less) to hispanics simply because they are hispanics. If that isn't racism, what is?

Wait A minute! If everything boils down to money..why not allow illegals to purchase medical insurance? They already purchase insurance for vehicles and rental homes? If not then you and I will get stuck with the payments. I say let them pay..!!It will help all of us in the long run.

Thank you, Rep. Luis Gutierrez, for exposing the truth.
The Tea Party protesters, and others in opposition to Obama's health care plan have said all along that illegals were included. Those who supported Obama's plan kept saying that illegals were NOT included. Then they called the opposition names,that we were uniformed, rumor mongers, racists, astro turf, nazis, ect.
This is just confirmation that we were right all along and that the administration has been lying.
How does an illegal own a business in the USA? It shouldn't happen, but we've all been to that side of town where it isn't American anymore. The signs for businesses are all in Spanish, no one speaks English. It looks like little Mexico, or Guatemala, Ecuador, Argentina, ect. They aren't living the American dream. They are living just like they did in their homeland, and don't want to be Americans.
Don't you just love how Gutierrez is fighting for the rights of illegal ms-13 gangs to buy health insurance?

Is Gutierrez an American or an illegal alien? Hispanic Americans are citizens of the United States and therefore not excluded. The only people being excluded are illegal aliens. This has nothing to do with race. It has to do with citizenship. All someone has to do is present a valid Social Security card. If they can’t do they they haven’t been paying taxes so they are living off of the American citizens.

Decide what you are Gutierrez. If you’re representing Americans the people you represent have nothing to worry about. If you’re representing illegal aliens you should resign and go to whatever country you consider yourself a citizen of.

I do not see why those who pay taxes, whether you are legal or not, shouldn't have the right to decent and affordable health care. It GALLS me that someone actually thinks it is OK to take someone else's tax money and not allow them to have the BASIC necessities.

I don't understand..why are illegal aliens granted rights? How are they operating businesses. Is this man only upset about latino immigrants or does he care about other ethnicities? Would he care if this didn't involve large numbers of latinos? Probably not.

Why don't we just allow all of us to disregard whatever law we want to. This would make it very easy for all of us to get along. If we want to make exceptions for some we must allow exceptions to all. This will be the new America that the liberals have been fighting for. I will do my part to help establish this new order in America because it is the only fair thing to do. I will bow to all government officials because they are now the new heroes for this nation. We do not have to honor our past history because it no longer applies to our modern needs. I personally think that a good role model for all of us should be Fidel Castro. He brought together a group of people who had nothing and gave them pride and fairness. It does not matter that that they are poor or not really free. All that matters is that they believe they are free.

Who is this Congressman representing--American citizens or illegal aliens? We cannot afford to pay for those who have entered our country illegally nor is it fair to allow them to purchase private insurance. Why? Because facilities are overcrowded now, doctors are scarce, and they could get care in their own country. That's right Congressman, their country. We've seen in California what can happen when a government tries to cover everyone, legal and illegal. They busted the budget.

I don’t know about you but the 1040 I use requires a Social Security number. Anyone who doesn’t have a valid Social Security card hasn’t been paying taxes.

I'm part Hispanic, Guitierrez's comments make me sick. Illegals don't pay taxes, they don't pay for insurance. They prefer the ER because it's FREE. One name goes on a rental(usually fake), they pack into a home and when they leave they stiff the utility cos. Illegals are illegal because they can move around unaccounted for. Part of CA's financial problems is that they use the services and don't pay taxes, do the math.

Are these people dreaming? Illegal = undocumented. You do not pay Federal personal income tax leagally. If there is a flood of undocumented persons in the emergancy room waiting room, cities and the U.S. Government is going to say, whats up? We can't aford that! You do not pay Federal Income Tax. If you do and not a legal U.S. Citizen, that is your problem. Just because you or someone from another country is here, you or that person / people is not a U.S. Citizen!!!!! If you are paying any kind of tax besides sales tax, you are stupid. There are rules and laws in this country. They have to be followed, no if's and or buts. If not born here you must have legal papers and a SS number to work and other things. Get it RIGHT, before you start yelling on bad information or facts.

The people saying illegals don't pay taxes - are you nuts?? Any of them that have jobs where they aren't paid in cash (which is a large number) use SSNs that aren't "fake", they just belong to someone else. So they have Social Security, Federal, State and sometimes city taxes taken out of their paychecks just like you do - only they'll never be able to actually receive any of it back in Social Security payouts when they are old, or by filing tax returns and getting a refund (which would be likely since most of them are in low paying positions). In addition, the administration was NOT lying - they have said from the beginning that illegal immigrants would not be eligible for the public part of the plan that would be supported by U.S. tax dollars, but would be able to buy private insurance IF a company wanted to offer it to them - and private insurance has absolutely no relation to your tax dollars at all. Also no one is going to force private insurers to cover anyone - but if some private company decides that a person (legal or not) isn't high risk and would be a good deal for them (likely to pay in more than they would get out) what the heck do you care? In fact, as someone already pointed out, denying a private company the right to do this, just costs you more money in the end when a person is seriously injured or has a health condition exacerbated by the fact that they hadn't seen a doctor earlier and they show up at the emergency room and need expensive emergency treatment that will NOT ever be paid - no different than what happens for legal citizens that don't have health insurance. I have epilepsy and need expensive medicine - if I didn't have private insurance you'd be picking up my tab too as you already are for many Americans who don't have insurance - so don't try and place all the blame on illegals.

two separate issues. The bill never extended coverage to illegals. That is issue one.

Issue two is that if a person who is in the country illegally gets into a horrific car crash (for example) and is taken to the ER -- are we saying that he should be left on the doorstep of the hospital to die because of his immigration status?

To me, that is the real issue, covering the uninsured in some fashion. Rich, poor, immigrant, citizen. If they apply for insurance and are illegals, send them back.

But if we don't allow them into the program, then we pay for them when they don't pay the bills. That has gotten us to where we are today. The insured, a pool that is shrinking, is paying the costs for bad debt and collection for those whose routine care is being taken care of at the most expensive place (the ER).

I just feel that this is a dishonest component to the real debate. Do we believe that people should have access to the system or not? Is health care a right?

If not, then anyone without insurance or the means to prepay needs to not even bother to seek medical care for anything, from cancer to an ear infection.

That is the logical conclusion to this debate. It is an argument over the right to access. All the rest is just a red herring to defeat changing the system.

Actually not paying taxes is the least of the problems, the IRS allows illegals to submit tax returns, and if they qualify, the get the earned income tax credit! They usually qualify, as you can imagine. It's out of control.

If they want benefits, let them enter the country legally. If they are not citizens or are not here under the proper visas, thye should not even be here let alone qualify for any benefits.
