N.Y. Governor Calls for Federal Relief for States

ABC News' Huma Khan reports: In testimony before the House Committee on Ways and Means, New York Gov. David Paterson chided the federal government for not providing enough oversight to prevent the financial crisis and urged it to provide aid to states to curb their budget deficits. In contrast, South Carolina Gov. Mark Sanford called for less federal involvement in state matters and more flexibility.
“There is no doubt we are currently in a statewide recession,” Paterson said. “And if history is any guide, the recession will be more severe and longer lasting in New York state than it is in the nation as a whole.”
Paterson said he will propose the largest spending reductions in the history of the state next year.
“Funding for many worthy programs, several of which I personally support, will have to be curtailed dramatically,” he said. “This is not something I want to do, but it must be done.”
Paterson said he expects the needs for social services to increase while investment in infrastructure by states declines. He proposed federal funding for states for transportation and water improvement projects.
He called on the federal government to assist states, especially in the form of “direct and immediate fiscal relief” to help close budget deficits. He emphasized that New York had been “shortchanged” by federal officials in terms of aid, saying that the post-9/11 recovery package the federal government promised the state was never given.
Other measures he proposed included: an extension of Emergency Employment Compensation benefits and modernization of the unemployment insurance system, a temporary boost in funding for the food stamp program and a moratorium on federal regulations that negatively impact state budgets.
“States didn’t cause this crisis and we shouldn’t be left to deal with it alone,” he said. “A rescue package from the federal government will help soften the blow for average Americans. It could make the difference between targeted, surgical spending reductions that will help heal our fiscal condition… Unless states receive fiscal relief, I believe the goal of stabilizing the economy cannot be achieved.”
Trenton, N.J. Mayor Douglas Palmer echoed the theme, emphasizing that a partnership needs to exist between the federal government and city governments.
Sanford, meanwhile, strongly urged Congress to not approve a new stimulus package, saying that it would only boost the national budget deficit.
“I believe that some time in the not-so-distant future we’re going to reach a breaking point when that $52 trillion will come due, and that our potential inability to pay will have frightening ramifications by either completely trashing the value of the dollar or creating hyperinflation, which robs from every middle class worker across America,” he said.
Sanford was referring to a stimulus package under consideration by Congress that would help states in financing infrastructure projects. The size of the new plan is expected to between $150 and $300 million, although an exact dollar figure is not yet known.
The economic crisis, Sanford said, was predictable “for the simple reason that gravity always works… One could go as far back as Biblical times and look at the passage of the seven fat and seven skinny cows coming out of the Nile in Pharaoh’s dream to remember that this notion of business cycles, credit cycles, the up-and-down of the economy, is one of the constants in history."
Sanford questioned the need for more federal government expansion and involvement in states’ affairs, instead asking for more state freedom and flexibility.
An expansion of federal government scope “will create strong negative unintended consequences, particularly with the $52 trillion dollars of liability the federal government already has,” he said.
Sanford recommended to instead give states relief from unfunded mandates so that they have more options.
Most of the speakers placed emphasis on the need for more infrastructure investment for schools and education, citing the decline in quality of schools.
“With the frightening rise in mortgage foreclosures, schools are seeing record numbers of students who are homeless or poor enough to qualify for free school meals,” said Dennis Van Roekel, president of the National Education Association.
There was also discussion on more job creation and infrastructure investment.

It seems to me, comming form the great state of New York, and then moving to the great state of Texas, that its not liberal management that has put the state in the position that it is in. Its comes down to revenue and services. Each state is unique, some like to offer many services to there communities, other would choose less government and provide less services at the state level. Right now, NY has less revenue comming in than before the economic crisis. Texas on the other had has more. You ask why there asking for money its, simple Texas is the second most populous state in the union, but has the fewest residesents with health care, NY being a large state themself has state run insurance. Things like that cost money. By the way, liberal spending is funny, since NY has only had a Democratic governor for one year, and the governor before spitzer was republican and he servied for 12 years, and NY has a republican controled house and senate.

There is two america's forming.
The conservative america which is represented by the red states. Those states are run by conservative leaders but produce lower budgets, lower unemployment and business that are profitable.
The blue states are asking for money in every way possible, have high unemployment and business that are crashing. These states have liberal management.

Supposedly, that's where the money is. Maybe he can pay for his government programs with tickets to broadway muscials and obscene t-shirts. Patterson has no plan, he is begging. McCain Will Do Anything To Steal The Election
With ten days to go until the election, its possible theft via the White House invading Syria just in time to jigger voter focus towards the national security issue that favors McCain should not be taken lightly. For the conservatives' success with this October surprise or other skullduggery to steal the election would leave Sarah Palin a heartbeat away from having her finger on the button that launches our nuclear missiles. This is to put the media on notice that not repudiating the likes of this smiling hatemonger will not be tolerated, even if I have to send this message out to every last person in America myself. She has been just what her boss, John McCain, needed, her practiced-in-the-mirror smile the perfect accessory for this inanely dumb broad who would distract us from all the important issues of the election and from the conservatives' efforts to steal the election by race baiting and any other means they feel necessary. They will stop at nothing.

NY should first reduce its HUGE state payroll then and only then should them go begging for more Fed aid. I guarentee they could cut the payroll by 15% with no impact at all.

Funny how warped the "red state" views expressed here are.
I just had a conversation about this very subject with my parents, who retired to Florida with their ginormous New York State teacher's pensions (for which I and other New Yorkers pay) and the considerable proceeds of their largely capital-gains-tax-free peak-of-the-market suburban New York house sale.
My Floridian parents expressed satisfaction that people who might be inclined to want "welfare" or medical insurance or something have to move out of state to places like New York to get it, so that they can retire to a state with no taxes.
My parents say they won't ever consider moving to New York or Califonia (where all of their children who will soon need to take care of them live), at least not for more than 182 days per year (they're currently buying a condo in California for that), because the state taxes would crimp their ability to travel around the world and buy $150,000 4 MPG recreational vehicles, which they can do on NYS teachers' pensions living in Florida.
It would appear to me that Florida is Mexico, whose economy runs on foreign remittances. (Except that it has the electoral system of Zimbabwe.)
Another popular tax-free "red" state model seems to be the People's Republic of Alaska, where all the considerable natural resources are held in common, and companies exploiting them are taxed up the wazoo, so that the residents can subsist on itinerant huntin', fishin', snow-machine drivin' and $1200 checks from the state government.)
I love my parents dearly, but there is something deeply wrong with this model, and it's not the NYS budget!

It amazes me that so many seem to forget the definition of the words accountability and responsibility. Responsible government would call for reducing expenses before asking for federal money. What about reducing the payroll and if required raising taxes?
In reference to some of the comments about Republicans stealing the election...please. How could you possibly bring that up when Obama will not answer necessary questions about his birth, relationship with some key advisors with unsavory pasts, relationship with ACORN (the group that is setting this country up for a crash of our electoral process), his encouragement of foreign, anonymous donations; encouragement of cold calls to American citizens by Palestinians,failure to impact the terrible Chicago school system after having access to $150 million, etc. And more!

Deanbob, NYS does match its income and expenses, even including the considerable direct and indirect subsidies it has to pay to other states and the feds. It has to. That's the law.
It doesn't help, however, that the system encourages gaming by people dodging their taxes in states like Florida and Alaska. Such behavior is not patriotic; it is selfish and greedy, and the ideology that encourages it is warped to an extreme.

Michigan has had high unemployment for 4 years, factory are shutting down and the mayor of detroit is in jail for perjury. Our state was shutdown for 7 hours for budget reasons.
We have a female democrat for governor, two liberal senators and our legislation is controlled by democrats.
Our biggest employers are downsizing. They are GM, Chrysler and Ford. If it brings jobs back to Michigan, I would vote for bozo the clown if he was not a democrat.

GM should have to issue massive new shares of common stock in an effort to survive. THAT IS THE SYSTEM. ALL CEO'S trick and beg so they dont have to dilute shares. CEO'S really dont care about the co., their primary interest is stock price, no matter how they get and keep the price up! I see all of the negatives from conservatives blaming Liberals for financial problems and spending. I think they had better check history. Most of our nations finacila problems since 1900 have been caused by Republicans (conservatives) and fixed by Liberals. Currently, we have another mess caused by Conservatives we have to fix... caused by unlimited spending resulting from poor leadership decisions on behalf of Americans. The idiots who selected the current administration are responsible. George Bush was never capable of leadership and neither is John McCain. Look at how they were raised without regard for responsibility for their behaviors, throughout their lives. They failed academically and in performance of any endeavor they undertook. Neither man is in touch with the majority of the American people. Those who are blue collar who support them have no idea what they are doing. Those who call Liberals socialist do not understand what it means and they, if they are religious, do not understand that Jesus Christ would be a socialist. Whatever you do to the least of my brothers, you do to me. He was all about taking of EVERYONE and so is our constitution. See Acts, Chapter 2, paragraphs 44 and 45 about selling ones property and dividing it among those in need...
Obama is interested in the well being of all Americans. McCain's interest is in the top 1% and that includes him...
If we want disaster we will chose McCain and Ms. least experiance.

When the capital gains max tax was 70% under Jimmy Carter(along with near double digit unemployment and interest rates over 20%), Reagan reduced it to 28% and the revenue to the government doubled and started the greatest 20+ year expansion in the country's history.

Gov Patterson, tell Mayor Nanny Bloomberg to cut spending on the stupid stuff; I live in NYC where the Nannies are spending tax dollars on free condoms among all the other stupid stuff.
Start with controlling your own Nannies before you strat begging Big Brother to to bail you out.

James- So someone besides me has seen the left leaning states are the only ones asking for goverment help. What could this be, well lets look at a couple of things. First: Most of these states think that the people have a right for the goverment to support them if they don't want to work. This means a huge welfare bill. Second: most of these states allow illegals to recieve the same benefits as citizens for thinks such as welfare, housing, foodstamps eduction etc.. Thirt: Most of these states do not really know how to control a budget since they got the tax payers to back them up incase they spend to much. They know they can just raise taxes and tell everyone we only raised it on the rich, most people will even see their taxes have gone up cause they believe whatever these crooks tell them cause NBC, CBS, CNN, ABC told the on the nightly news that it is really the rights fault cause the did something in the next state and it is their fault. Fourth: Like california there are some no most in state goverment who only have one thing in mind pushing their agenda no matter what happens to the people. Guess we can be expecting that soon in the Presidents office and congress and senate also. Looks like we are going from a world superpower to just another 3rd world country. Thank you obama for you help in destorying this country.

Okay we seem to be seeing here a lot of conservatives taking the "red" states side saying that "blue" states are bad liberals and can't balance budgets...okay first let's do away with farm subsidies (since more people population wise live in blue states why should they subsidize anything that doesn't affect them)....then lets allocate resources strickly on the basis of population EVERYTHING...now that'll make redders think about it more. Geez are you people so hung up on Reagan economics and the current candidate that you've lost your minds?

Cut spending across the board and you can balance the budget. Government state and federal spend too much and wastes too much. All governments should be run efficiently and like a tight ship.

Now is the time and opportunity to downsize the City of New York's five Borough offices, by consolodating them into a single entity similar to Los Angeles, California. For example, the NYC Department of Buildings has one office of the Commissioner and five separate Borough offices, each with a Borough Superintendent, Chief Plan Examiner, Chief Inspector, Permit Clerk, Certificate of Occupancy Clerk, etc. This is an indication of one of most inefficient and wasteful forms of government, stemming from the incorporation of the City of New York in 1898.

There is no way in the world that taxpayers from other states should be forced to help balance a states budget. New York has some of the highest taxes in the country. Try spending less (ex.: stop giving free money to lazy people and illegal aliens) and you should be able to balance the budget. It's certainly not my fault you can't control your budget and I shouldn't have to send my hard-earned dollars to you. Especially if you are going to give it to lazy people that do nothing to contribute anything to society (except drugs and crime).

The taxpayer is already getting it in the shorts bigtime. So Government spending MUST go down at every level along with citizen expectations. Is this rocket science ??
Many States and the Fed are brimming with pork and useless bureaucracies built over the flush years .... intended to protect everyone from themselves and everything else known to mankind considered unpleasant.
Simple solution: If they won't get off their butts to cut their runaway spending, VOTE THEM ALL OUT !!
