From the Fact Check Desk: Clinton's New Attack Ad

The Clinton campaign has launched another attack TV ad against Sen. Barack Obama, D-Illinois, airing in Wisconsin before that state's Tuesday primary.

This ad is much harsher than the one her campaign released two days ago. 

It is the kind of ad that will likely drive up Clinton's own negative ratings, and it's precision-challenged enough to ensure criticism from fact checkers.

The campaign must know that; their calculation can only be that it's worth the risk, that without delivering several body blows to Obama, the Democratic presidential nomination is lost.

The ad says Obama doesn't want to debate "in Wisconsin," while not pointing out that Obama has agreed to two debates elsewhere, in Texas and Ohio -- debates that take place after Tuesday's Wisconsin primary.

It then speculates as to why. "Maybe he doesn't want to explain why his health care plan leaves out 15 million people and Hillary's covers everyone," the ad says.

That part is reasonably accurate. That number is an estimate, but it's a widely-accepted one among respected health care experts. By including mandates that individuals get health insurance, Clinton's plan would come closer to universal coverage -- though, notably, she refuses to explain what the penalties would be for those who refuse to abide by the mandate.

(Of course, it's hard to argue that Clinton and Obama haven't debated health care reform or her charge that his plan leaves people out, or his charge that she doesn't explain what the penalties would be. Those arguments have been aired and re-aired in the myriad debates the candidates have had already.)

The ad then says Obama "voted to pass billions in Bush giveaways to the oil companies, but Hillary didn't."

Here Clinton is taking political liberties (shocker!) with her description of the 2005 energy bill Obama supported and she opposed. The was a mixed bag, though it was certainly a disappointment to environmentalists and yes, it contained billions subsidies to oil and gas companies. Is every subsidy a "giveaway"?

The bill was also supported by more than half the Democrats in the Senate at the time.

Then comes the proverbial scare tactic in the TV ad: Clinton's charge that Obama "said he might raise the retirement age and cut benefits for Social Security. But Hillary won't."

That statement is misleading.

Obama has never advocated those steps, he's never expressly said he might raise the retirement age or cut benefits.

What he has said when asked is that "everything needs to be on the table" (except for privatization) when it's time to address Social Security Reform.

He's never singled out those steps as ones he wants to take -- in fact he's indicated that his preference would be to eliminate the cap on income that can be taxed to make up the shortfall.

And where does Clinton stand on Social Security?

According to one Iowa voter, Tod Bowman, Clinton has privately said she'd be willing to raise the cap on income that can be taxed for Social Security -- though she has refused to say anything about that publicly. She insists she won't raise the retirement age or cut benefits, but she hasn't also given any real details as to how she would attempt to preserve Social Security.

She talks about setting up a Blue Ribbon Commission to make recommendations. Who knows what that Commission will recommend. For the Commission to have any teeth, it would need to take some steps -- and certain reducing future benefits and raising the retirement age are often discussed as potential solutions. So is Clinton promising to appoint a Commission and she won't abide by its recommendations?

Interestingly, this last claim recalls Bill Clinton's 1992 Florida ad against Paul Tsongas, someone else who didn't demagogue Social Security.

It worked for the gander, we'll see how it does for the goose.

I'm eager to hear how our friends at Factcheck.org, Politifact, and the Washington Post Fact Checker receive her ad.

And, more importantly, how the voters of Wisconsin receive it.

As a retired registered nurse I trully want heath care from Hillary be realized and implemented. This is a very difficult issue to pass in legislation and you'll need someone like Hillary to get it to pass.200 dollars per ER visit is something to think aboutand the cost keeps rising for 50 and over at 63 you pay 760/mo with a 2500 deductible for meds and 400/day hosp.admission.Is this what you want.Vote for Hillary she knows what she's talking about.Think of your parents and your childrenand yourself.We are paying over 1500/mo for health care luckily we can still afford it but because of blood pressure and diabetes put everyone as high risks.This is why Hillary is fighting for universal health care. They can afford it but do you? When everybody is insured then cost can be negotiated where it's affordable for employees as well as employers.Give Hillary your support.Vote for her she's only trying to help you.Who wants to be abused she doesn't have to take all of your verbal abuses

Mandating health insurance is no different than mandating car insurance. It is done so the majority of the people who play by the rules don't get stuck with paying for the ones who don't. There was a very good article in the New York times that stated Hillary's plan is cheaper for the people and is the only one that will achieve universal care. Obama will leave many people out, cost more for the people who do participate and everyone will end up paying for those who don't participate. Wake up people look at the issues!!

Let's not forget, before there was Karl Rove, there was a character called Dick Morris -- the political strategist-in-chief of the Clinton administration. According to Mr. Morris, the only person more politically conniving than himself in that administration was Mrs. Clinton.

I don't put stock in much of what he says but something about that seems to resonate about the Senator from New York.

Who are these so called experts you have relied upon to aver that HRC's health plan is superior to Obama's? Plus, for the record, she has admitted where that mandate would come from--and one of the options was wage garnishment. I think starving vs health care is fair, don't you?

Knowing how politics works, a few of us in my neck of the woods have pledged to donate every time Hillary comes out with another fact-challenged ad. She is clueless how the new politics works or what she's up agaist.

On NPR yesterday, it was reported that Black Congress people have been put on notice that if they support Hillary over Obama, they would be voted out of their office. This is why you see people like John Lewis having a second thought about their support for Hillary.

Now can you imagine what the Media would be doing if it was Hillary camp threatening folks of their political careers if they failed to support her?
I think Hillary should just forget about the black votes since they are all going to Obama. Clinton should work on the Latino votes because Latino politicians do not heavily depend on the black votes to stay in office.

This is one election the MEDIA will be remembered for influencing the results. Hillary has shown how strong she is for the fact that she is still in it despite all the negative reporting by the media.

I hope the people of Wisconssin, Texas, Ohio, and Pennsylvania will be strong enough to use their own judgement when they enter the booth to vote and not have the media tell them how.

This Clinton ad reminds us more than ever that we have a real choice when it comes to these candidates. The Clinton's don't just have political experience. They were socialized into a KIND OF EXPERIENCE where saying anything and doing anything to win elections and gain power is the norm. If they're doing it now, what makes you think Hillary will be any different as president? She'll look us straight in our [TV] eyes and lie to us, or switch her position without apology. This is the politics she has mastered. Obama offers us the opportunity to sweep this negative politics clean and start afresh. American politics should be better, it can better, and our opportunity to make this happen is now and only now. Vote smart.

Can the continuing mischaracterizations by misogynist press defeat Hillary and elect Obama? These are examples of “ATTACK ADS”? Oh my, these guys aren’t watching their own programming to even understand the word “attack”. The headline leads us to believe that mean old Hillary has “set upon in a forceful, violent, hostile, or aggressive way” Obama in perhaps some personal offensive or untrue manner or method, casting him in a clearly false or misleading light. Boys this is not an attack ad. This article is an “Attack Article”. I think you boys should at least “give the appearance of fairness”. At some point, it becomes apparent even to men that your bias toward Obama and against Hillary is inescapable. If the people of Wisconsin want to vote and “hope” they get the right person who represents what they “hope” he represents, then they won’t demand a debate. He was invited, not by Hillary, but by teh citizens of Wisconsin to debate on the issues. Wisconsin voters may ponder why he won’t debate in their state. But then, why should he debate Hillary, his opponent, when you boys debate by proxy for him in this wonderful “Attack Article”. If I were him, I’d let you fight my battles for me, cause then no “girl” will beat him up in front of well everybody. I guess we can depend on you guys to write a quick support article when he has to, say decide whether or not we will attack Pakistan?

The Clinton machine has to go into full attack mode, taking a page from the Karl Rove book of how to win an election, lie the country into war and spread fear. This is what got us 8 years of George Bush, a failed foreign policy and the current economic woes.

If Bill gets back into the White House, we can expect more scandals. If Hillary gets the nomination, new voters will stay home and John McCain will waltz into the White House.

The Bush/Clinton/Bush/Clinton dynasty should give Americans pause. We have no monarchy unless we create one by paving the way for Jeb Bush to take the reins after a failed one-term of Mrs. Clinton.

The two party system fails when it becomes a two-family system. That's the moose in the middle of the room that is beginning to stink.

With all due respect to Mr Obama, I don't really like his lack of substance and the way he won many states.

With all those red States and caucuses have made the Republicans to have a chance to dilute the will of Democratic voters.

I still strongly support Hillary. If she did not win, I will passionately vote for the Republican to defeat Obama and I am a hard core Democrat. This is not racial, just the way I feel he is cheating and betraying what progressive Democratic is about.

The Clintons' unyielding narcissism will justify any action, any step, any measure necessary to cravenly gain the power to which they erroneously believe they are entitled.

I don't think we've seen anything yet. There's no telling what slime they will spew about Senator Obama between now and the convention. Their lust for power will ultimately trump any semblance of principle. And, as soon as it becomes apparent that Senator Obama is destined to win the Democrat Party nomination, they will unleash an attack on him so ugly, this one will seem completely tame.

Make no mistake, the Clintons will say and do anything, and change absolutely nothing.

Universal Health Care will not happen within the first two years of either getting in. Too many lobbyists to allow it to change, so I disregard what either one says here. Pretty obvious Obama will work to fix the mess rather than try yet again like Clinton. I did get a chance to check out http://thomas.loc.gov/bss/d110query.html and look at the bills they've sponsored, not just signed on to. His are beefy, meaningful. Hers are cute in a tourist booth kinda way for the most part.

As for the ad. Tax returns Hillary. Barack has not only had his out for some time, but they've created a collective yaawwwwn. So little drama in them that it hurts to be Hillary Clinton or John McCain and know their returns are hiding lots of pain. At the next debate, remember to pillory Hillary on the returns. Time to close up her shop.

Until Chelsea runs in eight years.

Did anybody check the facts of the mailer that Sen. Obama sent out today in Ohio?

Negative? Can the media in general say anything good about Sen. Clinton? Does the media think that voters, sponsers, watchers - have not noticed? Maybe if real reporters like Tom B, Peter J., and Dan R. were still on the beat - our nation could sleep a little easier.

I am so glad that someone finally remembers how Bill Clinton, behind in the primaries, told the Seniors in Florida that Paul Tsongas was going to cut their Social Security. Tsongas never expected such an out-and-out lie from an fellow Democrat, didn't respond loudly enough and lost the Florida primary. From then on Clinton was the "Comeback Kid" and went on to win the election. I had forgotten that until the Jesse Jackson reference, and now Hillary thinks it will work for her.

As for the oil vote, see what Factcheck.org says about her mailer in Massachusetts that made these claims. The bill ended up with more taxes on oil than giveaways, but Obama voted for it because of the ethanol and clean coal provisions. Perhaps he shouldn't have. He talks about his misgivings about that vote in his second book.

It should be clear to anybody with half a brain that McCain wants to level the playing field by using public funds. Obama has raised over $130M with no end in sight. McCain has raised nearly $50M. Obama made a strong comment out of principle about the possible use of public financing during the general election, so it makes sense for McCain to call him out on it and level things in his favor when it comes to that. Eleven22--are you really a Republican, because you sure sound like one. Nothing wrong with that-- Just wanted to know. But seriously, you guys do need to come back with some facts. You're starting to sound like the Clintons now. Thanks.

Do you have any evidence for your claim that Obama "promised" to use public funding if the Republican did? All the quotes I've seen show him saying he would "aggressively pursue an agreement with the Republican nominee". That's not a promise and it's a lie by McCain when he says it was.

Obama is part of the old guard, and you people who think he's young and good are fooled. Look aT his endorsers. kennedy, Daschle? please! They go against his ideals, yet he stands tall with them. The DMC gave him his senate seat. he ran against no body to win it. Do i have to repeat taht NOBODY. He has done nothing for his district. Look it up give me something he has done for his own district! Nothing, heck even a union based in his district endorsed Hillary! That's pretty messed up. This Dem race is soo messed up as well. FL needs to be seated they are a swing state without FL the Dems lose in NOV!
With FL the jesse jackson 5 team marches and says it's not fair. However if it was the other way around his team would already be marching. So much for unseating a republican.

In my opinion Hillary has little choice now but to let it all hang out. Little left to lose and if, I say if, it makes folks there think just a little then who can say which of us was right or wrong on her calls. Guess we'll soon see the results either way.

Better yet, watch the Obama camp explain another of Obama's empty promises away. If it wasn't for Hillary Obama would have no platform. Heck, he's stolen Hillary's changed a few words and called it his own. Only problem Hillary did not make that foolish promise Obama did. Over to you Obama.

The 2005 Energy Bill WAS a huge GIVEAWAY to the oil,gas, and utility companies. I work in energy policy research and anyone and everyone who knows anything about it will agree the legislation was exactly what Clinton says it was. It also included perks that were too numerous to count given to nuclear energy companies. Obama supported it and now those energy companies are supporting him. Go figure.
