Bill Clinton's New Rules
November 29, 2008 10:20 PM
According to people familiar with negotiations between the Obama and Clinton camps, here are the general rules going forward for the former president, as his wife prepares to become the next Secretary of State.
Both at the request of President-elect Obama, and to avoid even the appearance of a conflict of interest between the work of former President Clinton and the service of Sen. Hillary Clinton, D-N.Y., should she be nominated and confirmed as Secretary of State, former President Clinton is taking the following steps above and beyond the requirements of current laws and regulations (the language below is generally not mine but has been passed on from those involved):
* The William J. Clinton Foundation will publish the names of everyone who has contributed since its founding in 1997;
* Should Sen. Clinton be nominated and confirmed as Secretary of State, during her time of service, the Foundation will also publish the names of everyone who contributes going forward on an annual basis;
* The Foundation will separately incorporate the Clinton Global Initiative (CGI)* from the Clinton Foundation; former President Clinton will continue to host CGI gatherings, such as the one in New York City and its meetings for college and university students, as Founding Chairman of CGI;
* Although former President Clinton will continue to invite participants to CGI events (which involves normal registration fees), he will not solicit "sponsorship" contributions for CGI;
* CGI will also not host annual events outside the United States and CGI will not solicit or accept foreign government contributions;
* Given the extensive and life-saving work of the Clinton Foundation's HIV/AIDS Initiative, which can and should continue, the Foundation will continue to fulfill its commitments funded by foreign governments (including, among others, Sweden Norway, France, Great Britain). In the event an existing contributing country chooses to substantially increase its commitment, or a new country, or government-owned entity, decides to contribute, the Foundation will share such proposed contributions with the State Department ethics officials. The State Department may also share the issue with the White House Counsel's office for review. To whatever extent there are conflict of interest concerns raised about such potential contributions related to Sen. Clinton's service as Secretary, they will be conveyed to Sen. Clinton and the Clinton Foundation for appropriate action;
* Same procedure to be followed for any foreign country contributors to the Clinton Climate Initiative, the Clinton Giustra Sustainable Growth Initiative Commitment, and the Clinton Hunter Development Initiative;
* Regarding former President Clinton's private work, during Sen. Clinton's tenure as Secretary of State (should that happen), former President Clinton will share proposed hosts of speeches with the State Department ethics officials for their review, and as appropriate for review by the White House Counsel. Again, should there be conflict of interest concerns related to the Senator's anticipated service as Secretary, they will share those concerns with Senator and President Clinton for appropriate action;
* During her tenure as Secretary of State, should his wife be nominated and confirmed, President Clinton will share any proposed consultant relationships with State Department ethics officials, and the same procedures outlined above will apply here as well.
* None of these protocols is required by any law, and all of them go above and beyond the requirements of the law to avoid even the appearance of a conflict of interest;
* The procedures are, of course, in addition, to the already extensive laws and regulations government the activities of spouses of federal officials (such as those outlined in 5 USC 208 and related regulations).
- jpt
* Full disclosure: My beloved younger brother Aaron Hahn Tapper runs a program, Abrahams Vision, which participated in the Clinton Global Initiative in 2006. I hope it's apparent to anyone who followed my coverage of the primaries that his participation had no bearing on my coverage.

Ok....1 question....What in the Wild, Wild,Wild,Wild World of Sports is the "Clinton Hunter Development Initiative?"

why in the world would obama mama get on a plane and go to africa to have a baby anyway? that is just crazy,
leave hawaii of all places hawaii, and not come back to the american mainland,
no go to AFRICA to have a baby.
now that is just crazy for anyone to even think so, the woman did not do such,
in the 1960? would not, did not happen.
lets see... humm. it is the 1960,
i am from kansas, i live in hawaii,
but i want to go to africa and have a baby in a hut... crazy, did not happen.
besides,
i cannot believe there are people still talking about this man' birth cert.
find something new to complain about

kimcliftrn,
Ask yourselves a few questions.
How many international flights were there to Kenya in 1961?
Kenya was emerging from colonial rule and there was some unrest. Do you think a heavily pregnant woman would travel to Kenya (if she was even allowed to get on the plane in her state)?
And, Kenyan law states that anyone born in Kenya is a Kenyan citizen. US law states having one US citizen parent grants citizenship. So for a while, Obama was a dual-citizen, perhaps. But, Kenyan law states that once such individuals reach adult age, they have to renounce their other citizenship and take a pledge of allegiance to Kenya, or they automatically lose Kenyan citizenship.
Since Obama neither took a pledge of allegiance to Kenya nor renounced his American citizenship, he IS an American citizen.
Now let's get back to driving this country out of the ditch.

It's very apparent that the involvement of Jake's brother in Abraham's Vision had no bearing whatsoever on his coverage of the Clintons during the Democratic primaries. His reporting was consistently negative with no evidence of any favoritism. If I'm not mistaken, Hillary Clinton was given a political burial at least twice. He clearly underestimated the Clinton ability for self regeneration.

Abrahams Vision seems to be a worthwhile organization for peace...Jake, you should be proud of your brother... I imagine that you COULD feel that your brother's making a more important contribution to the world. Then again, being from Philly (like myself) you could probably argue that the role of a snarky political columnist is..uh.."inspirational"...It's sort of like saying "Hope-this!"

That's so cool that your brother is one of the directors of Abraham's Vision! I had no idea. I got involved with the organization a bit as a Muslim student in college and I still follow what they do. I truly believe in its goals and I commend those who run it. Programs like these that foster dialogue and education and mutual respect are so foundationally transformative, powerful, and needed. Very, very cool!

As to the comment on how this info was leaked so quickly, perhaps if Hillary had been the Democratic nominee they had already worked on what Bill's foundations would have to do should she become President. It should not be surprising therefore that the list just had to be submitted to Obama's team for approval. Having a Presidential spouse who is an international figure would have been unprecidented so they must have thought this through before she ran.

to rick,
well if the good work the clinton' are doing around the world only benefits them, then i hope they continue to do it.
no one claimed the clinton's were angels
just people on this earth trying to make a difference and do some good, in spite of the people who call them names, and say they are only doing it for their good.
we have not tried to make the clinton' angels.
and they are not the devils you try to make them out to be either.
i just hope while folks can get on here and call the clinton' names,
they will continue to do the work they do around this world.
so rick, if the aids meds that the clinton foundation gives to people in africa saves a life, and you want to say it is just self serving of bill clinton. i along with the aids pt. say
so be it.
bill clinton keep doing what only helps you. PLEASE

To all of you Clinton supporters: The Clinton's only do what is good for the Clintion's. They are not the angels you make them out to be.

Sugar to add to your comment. Benazir Buhtto's widower a couple a weeks ago called Hillary and thanked her and said that he would never forget the Kindess Hillary showed her when she welcomed her to the white house when Benazir was driven into exhile ran out of power.(which of course she later reclaimed and was assinated last year which david axlerod tried to blame Hillary for) In welcoming benazir buhtto to the whitehouse during her time as first lady Hillary went against the state department, I hope she continues to go with her instincts and is not leashed by Obama.

We need to see your birth certificate obama, and release all your transcripts. What are you hiding? That you were born in Kenya? and your mom never registered your birth in the USA????

jKan and yankee,
YOUR COMMENTS ARE RIGHT ON THE SPOT!
for the people who whine and complain so much about the clintons being whatever these people say they are.
the clinton's go on. they continue to use what god gave them to serve this country, and for sure, they both could retire from public life, go on into private life and may a lot more money,
but they have chosen to stay in the public service arena, and the world is better for it.
after the tsunami-a woman from there, standing knee deep in filth, was being interviewed, and she was thanking bill clinton, and bush one for what they were doning for them, and she also said she remembered hillary clinton,from the speech she gave at the womens forum in japan.
oppressed women all over the world heard that speech by hillary, and no doubt it gave them hope to change their lives in any way they could.
so for all of the "do nothing but whine and complain about the clintons" people
there are ten people singing their praises.
1 complaining about the clintons vs
10 people singing their praises.
bill and hillary clinton are smart people and will always be current in any market.
you "sour grapers" are just mad because everytime you continue to call them names, you are not bringing them down.
why don't you try something different.
try to rise up to the clinton' level
and start giving something good back,
rather than all of the hate.
try to pay some goodness forward
like the clinton do.

independent woman. I hope Barack and Hillary do work well together but even Barack admitted to incorporating part of her healtcare plan McCain even called Barack's healthcare plan Hillarycare. Barack also laughed off Hillary's idea of the moretorum of forclosures and now sees it as a good idea, hey I think its a good idea too just wish he hadn't dogged clinton for it. I really do hope they click together, but I really wish his supporters would give the Hillary was horrible is a monster stuff a rest. Truth be told she could have made it harder for him, could have taken the nomination fight to the floor like Ted Kennedy did she may have lost the floor fight but it would have soldified her supporters and they could have not shown up for Barack like they did. Good look to Barack and Hillary I will try not to nitpick at everything he does.

debbie,
so you will agree, what george bush has done to america, america, well deserves it, Huh?
and also debbie,
president clinton and his "I did not have sexual relations with that woman"
did NOT get anyone killed-and the reps impeached him for it. (and many of those reps. who did that, have all fallen from grace, with their own affairs and horrible crooked doings)
on the other hand
George Bush-Mr. Mission Accomplished
has gone on and since making that comment has caused the death of 2k and counting american' and iraq people.
I hoped the impeachment was coming,
now that it is not, i hope there will be war crimes charges filed against him.

Hillary wants the job. She is a low level Senator and it would be years before she has enough time in the Senate to gain power.
I very much despised Pres. Clinton's cheating on Hillary. It is wonderful to see him make it up to her by putting Hillary first. I have gained new respect for him.
Pres Elect Obama would never select Hillary if he did not think she would be good. It also shows Hillary trusts Obama because he could fire her at will.
I am praying we can all move forward and stop all the petty attacks. Our country is in a financial crisis that we are just starting to feel. Everyone, including Obama, says it is going to get worse before it gets better.
It would be wondeful if people would expend a little effort toward helping the unemployed. Many states are already running out of money for unemployment. For those fortunate enough to still have a job, please donate to local organizations. Clean out your canned goods, clothes, etc.
If we all pull together it will make a huge difference for the people in need.

Last comment: Barack never STOLE plans from Hillary - Rachel. It is clear that you NEVER read Obama's plans that were posted on his blog site for a year. They had a LOT in common, which is why they are going to be great together. She works for HIM - not the other way around. That is the way the nation chose it to be - and that is the way it should be.
I am happy for both of them - you should be, too. Go Hill! Go Barack! Go USA!

This job should have gone to John Kerry instead of Clinton , Barack drop the ball on this one, and as a independent who voted for him ,iam extremely upset at his nominations so far.
Eric holder as A.G !! give me a break .talk about someone who smell of Washington and not in a good way ,
That A.G job should have gone to Deval Patrick, A respected african american who speaks of change better than a Eric Holder ever will.
They are over 300 million Americans you tell me Barack couldn't find fresh bright people to help the message of change...instead of hiring 98% of Clinton retreads and cronies, and please dont insult me by saying he needs experience in those position; because when Bill Clinton became President he NEVER hired a bunch of Jimmy Carter RETREADS.
As first time voter who follow politics but never get involve in the voting process' because all the politicians i find were the same for the past 30 years , if recent moves by Barack are any indication of things to come.. then me waiting inline for 90 mins to vote for him ; then the JOKE is on ME.
WE might as well have put in Clinton or McCain, the current moves is what we would expect from those 2, it would have SAVE me my trip and time to the VOTING booth.

I trust Obama's judgment but I just hope there won't be any Clinton scandals during her tenure. I really like the "no drama" Obama from the campaign.
Posted by: cincyr | Nov 30, 2008 10:47:44 AM
I am worried about Hillary taking this job. It smells like a setup Barack has picked people who are at odds with her her on purpose. Hillary I hope you have thought long and hard about it. For all those saying how horrible and immorral the Clintons are yeah you can really tell how immorral they are by how they raised Chelesa. Taking her to do charity work in Africa meeting foreign leaders and turning her into a well adjusted young woman, meanwhile the bush twins pop pills and lets not get started on the kennedy's and their problems didnt one just a few years ago crash their car because he was high on prescription pills and we all know uncle teddy's problems. Yeah I hope I am as immoral as the clintons when I raise my kid.
For those complaining about the campaign Hillary ran can we now take a real objective look at the camapiagn Obama ran it wasn't the no drama all policy and vision the media have you beleive. Obama's comments about Hillary just serving tea, her claws comining out, michelle's comments in reference to Bill's affair(which Hillary didnt even comment on) barack preacher buddies stage shows at the pulpit basically rev wright saying Hillary didnt deserve to be president because she wasn't a poor black boy growing up(excuese her) and the other stupid preacher on stage making a fool of himself on stage screaming Im white Im white. Barack calling his grandma a typical white person. I am not white and I was offended by that I wonder if Hillary was and we all know what he and his suppporters think about small town people let us travel back to bittergate.
Finally for everyone saying Hillary doesnt know much its quite funny when both Barack and McCain
"borrowed" some of her ideas. Barack especially the healthplan he even admitted that, and then he made fun of Hillary for suggesting a moretorum on forclosures and now looky looky thats exactly what barack is suggesting.
If Hillary takes this job I hope she proves the naysayers wrong and I hope it's not a setup to put her in her place Bill is giving up a lot more than anyone else simply because their spouse was offered a cabinet position.
