President to Downgrade Drug Czar Position from Cabinet Rank -- A Move Biden Criticized in 1989

When Vice President Biden later today formally announces the nomination of Seattle Police Chief Gil Kerlikowske as the new Director of the Office of National Drug Control Policy, he will also be in a way formally downgrading the office from Cabinet-level status to non-Cabinet level status.

Interestingly, Biden himself criticized a similar move by then-President George HW Bush in 1989.

The position of "Drug Czar" was created in 1988; after taking office in 2001 President George W. Bush elevated the "Drug Czar" to Cabinet-level status, a rank afforded other positions not officially in the Cabinet, such as director of the Office of Management and Budget, and U.S. Trade Representative.

But when his father, President George HW Bush appointed the nation's first Drug Czar in 1989, director William Bennett learned that Bush Sr. had decided not to give the position Cabinet-level status only after hearing about a Cabinet meeting to which he wasn't invited.

Biden, then the chairman of the Senate Judiciary Committee, criticized the elder Bush's position, telling the Washington Post in 1989 that it would lower the profile of the drug war.

"The priority of drugs in the executive branch will actually decrease," Biden said at the time.

Today's presence in the Cabinet of Biden -- credited with having coined the term "drug czar" in 1982 -- is the reason the White House today says Kerlikowske does not need Cabinet rank.

The Obama administration "is fortunate to have a vice president with an unrivaled breadth of knowledge about federal drug policy," says an administration official. "Never before has there been someone with this level of knowledge who is as close to the president as Vice President Biden. The vice president will work closely with the director-designate to oversee both the international and domestic anti-drug efforts."

In 1989, Rep. Glenn English, D-Okla -- one of the authors of the bill that created the Drug Czar position -- said Bush Sr.'s move would "weaken the drug czar in his relationship with other members of the Cabinet ... It does trouble me."

"Whether a position is Cabinet-level or not is less important than whether the director will have a seat at the table when important decisions are being made," an Obama administration official says, adding that Kerlikowske "will have full access and a direct line to the president and the vice president."

In his remarks today, Kerlikowske will address that he knows first hand the problems that drugs can cause in families -- and will reference his son, Jeffrey's problem with drugs. 

President Obama is the first president to have admitted having used, in his youth, marijuana and cocaine -- "admitted" being the key word in this sentence.

I also hate the whole Czar concept. Why do we even have that title in a democratic country? I'll tell you, it's because we have very little freedom left. If you have ever come up against the legal system you will see what I mean. Cops, lawyers, DA's and judges can ruin your life. If you are poor, you are going to lose. The drug war is a war against all of us. I hate cocaine and meth too but dont see the big deal about weed. However, the system has failed.

The last three presidents admitted smoking marijuana. Bush did it secretly in his interview with Tim Wead, which went public and then mostly disappeared (try finding an audio clip of the tape on line...I can't), and Clinton "didn't inhale," which doesn't absolve him.

Hypocrisy on the part of all three...they can do it. The rest of America goes to jail for it. That simply doesn't wash. "Do as I say, not as I did...."

Get rid of the whole drug war by legalizing all drugs and placing limits on use like we have for tobacco and alcohol.

My...my...my: yet another thing for the Republicans to feel threatened over: listen to them whine!

I am afraid the best thing we could do for the "war on drugs" would be to remove the laws that prohibit "drugs" that can grow by themselves in your garden - and then attack all the others with everything we can afford to muster.

If somebody wants to grow a plant and smoke it or eat it, let them... as long as they do not drive or operate machinery at the same time! (Christians take special note of Genesis 1:29.) But make all imported, manufactured and processed drugs so expensive that nobody will go to the trouble and bother. For those already addicted, provid transitional controlled supplies under medical supervision along with counseling, detox and whatever tools are needed to get off the stuff.

In other words, DESTROY THE MARKET.

That should help stem the tide of drug profits flowing out-of-country, and leave the cartels here and there running into bankruptcy. Poetic justice in very truth! Mexico might actually become a safe place to visit again!

Every day when I wake up I wonder, what will Obama screw up today? Some days it is more than a few things. Today he decided to downgrade the drug enforcement program and he proposed to give 100 billion to the International Money fund. A few days back he really screwed up when he tried to entertain the British Prime Minister. Gave him a bunch of DVD's that will only work on an American based player. He also was a complete idiot regarding proper protocol required for a visit by a foreign head of state. Obama is a useless empty suit and is in effect no more than a puppet in the hands of stupid puppeteers!

don't know if this was national but there was a big news story here in Atlanta the other day about a guy who spent two months in jail for a "suspicious white powder" on the upholstery of his car that turned out to be deodorant - your tax $ at work...

The war on drugs is a grand failure. The drug czar was dreamed up inder the fantasy worl of Ronald Reagan. Too many innocent people have been falsely convicted of bogus drug charges, even with no evidence. Backed by pathatic judges, sloppy lawyers, bad cops, arrogant politicians, lamebrain public defenders, idiot probation departments. THis post should be eliminated. Nothing but a cover for shady behaviour.

E.A., while you are correct about the Bush quote about marijuana, I think Mr. Tapper is guilty of slightly sloppy writing. He said only Obama has admitted to using marijuana and coke as a teen, and I think he intended the emphasis to be on the cocaine part of that sentence. As you say, Bush's answer could be interpreted as a confession and Bill Clinton's hilarious "I didn't inhale" is even better known. So I think Tapper intended to imply that only Obama has admitted to cocaine use, which is true as far as I can tell, because I cannot imagine ANY other presidential candidate who could possibly have gotten elected having made a similar confession. And of course, Tapper can imply that Obama admitted it, but is perhaps not the only one who did it.

Legalize, tax and regulate all "illegal" drugs. First, the legal drugs like Oxycontin, Percocet, etc are much more dangerous and provide actual gateways to heroin use. Anyone who grows up seeing heroin addicts will probably not choose to use it. (I know it stopped me). However, cannabis does not belong in the same class as it is less harmful than alcohol. Hell, it would be one of the few things we could manufacture in the U.S. since all industry and jobs for the middle class are being outsourced.

BTW, street drugs will never ever be legalized because the majority of growing areas are in nations run by military dictators that we dispise. It's mostly about the macroeconomics, not just addiction.

Angie in PA, actually Obama is always well prepped. There are clips of him giving a speech when his teleprompters shorted out and he was pacing stuttering, & repeating like a crazy person. Anyways, the war on drugs will never be over. People who deal in drugs don't pay taxes on them so f them! Make more stringent drug laws to make more money off of them. Try not to send them to jail tho cuz that just costs us more money. Hope that they shoot eachother or go broke and change careers. Leave the gun laws alone, Crime is statistically lower in areas with high gun ownership cuz it makes a dum criminal think twice. As far as someone goin postal and slaying their family that's not something that can be eliminated with any laws.

Talk about ruining families, the DEA has put more people in jail for one marijuana cigarette than for murder. Since people are desperate they turn to whatever they can to make money so the repubs can play games and hope that America fails.

Did none of you people read what happened when we had alcohol prohibition?? More criminals, more money for private prisons.

Beside, Budwiser can't stand any competetion since they don't want you growing a weed for free in your own yard. Booze and cigarettes kill many, many more people than drugs. Drug Czar, wasted lives and wasted money.

BTW, crazy people with guns kill people and most people with guns are crazy.

That was the original idea kind of.... It was taxed but illegal to possess so it involved a sort of self- incrimination to get the tax stamps, which was a violation of the 5th amendment. Thanks to Timothy Leary for arguing that in front of the supreme court, and winning. It paved the way for the DEA. Thanks once again Mr. Leary.

Time to wake up Mr. President!!! Drug Policy causes considerably more harm than drugs. We voted for CHANGE not another stupid Czar. If you want to fix the drug problem you have to take the Profit Motive Out of It. Can anyone think of a Czar who did anything of value. I hate the whole Czar concept.
