Pelosi: 'White House and Congress To the Table'

ABC News' Tahman Bradley Reports: House Speaker Nancy Pelosi (D-CA) offered her first response to President Bush's State of the Union speech suggesting that the Democratic-controlled Congress and the White House are about to clash over the president's domestic agenda.

Speaking this morning at the U.S. Conference of Mayor's meeting in Washington, DC, Pelosi said, "I'm very pleased that the president made overtures of working in a bipartisan way," but then expressed concern over healthcare, the budget, and the Bush administration's effort to rebuild New Orleans.

Pelosi said that the president's healthcare plan gives Democrats and the White House a place to start, but that overall she has "serious problems" with the plan.

She said that the White House's idea of using the tax code to help people who buy their own health insurance would only help a small number of Americans, would cut funding disproportionately to hospitals in need, and could diminish social security benefits,.

Pelosi predicted a "tough fiscal fight" in Congress due to the overwhelming spending by the previous Republican-controlled Congress. She hinted that Democrats may try to roll back the Bush tax cuts for upper income Americans. "I don't see why people making over $500,000 a year should get a tax cut when the poorest kids are deprived of healthcare," she said. Another idea the Speaker suggested is to collect the 300 billion dollars in uncollected taxes.

Pointing out that she saw President Bush as being convincing and forceful on his domestic agenda, Pelosi said she wished Bush had mentioned his plans for rebuilding New Orleans. "I painfully say to you that it is impossible to talk about the State of the Union and not talk about Katrina."

On Iraq, Pelosi hatched up her rhetoric describing the war as an ethical question which has had too much of a burden on the federal budget.
