Funding Formula for Kids' Health Plan 'Needs to Change,' Says Top G.O.P. Guv

ABC News' Teddy Davis Reports: Gov. Sonny Perdue, R-Ga., said Monday that he thinks the formula used to fund the State Children's Health Insurance Program (S-CHIP) needs to be "retooled and tweaked."

"We believe it's flawed," Perdue told ABC News "because it doesn't continue to account for children we continue to insure on S-CHIP."

Perdue, the chairman of the Republican Governors Association, voiced his concern after meeting Monday with President Bush and Health and Human Services Secretary Michael Leavitt.

"The more successful we are, the less money we get," he added, "That needs to change."

S-CHIP, the State Children's Health Insurance Program, was created in 1997 to help families who make too much money to qualify for Medicaid, but cannot afford their own health coverage.

Perdue disagreed with Gov. Ed Rendell's, D-Pa., assertion that the Bush administration is incapable of funding S-CHIP adequately under current tax policies coupled with the cost of the Iraq War.

Perdue said Leavitt understands the need to reexamine the S-CHIP funding formula.

"I think we’ll see that," said Perdue.
