ABC News' Jennifer Parker Reports: At the Democratic National Committee's winter meeting in Washington on Friday, Rep. Dennis Kucinich, D-Ohio, highlighted his record as the only presidential contender who has voted in Congress against every authorization and funding appropriation for the war in Iraq since 2002.

"This war would have never occurred in the first place if I had been president," said Rep. Kucinich.

Kucinich, who launched a long shot, anti-war bid in 2004 will once again make a run for the Democratic nomination in 2008, added, "If we support the troops we should bring them home."

In a sober speech at the first Democratic cattle call of the season, Rep. Kucinich proposed a 12-point plan for Iraq and once again proposed creating a Department of Peace, a hallmark of his 2004 campaign.
