Bush Calls Immigration Bill "Amnesty"

ABC News' Rick Klein reports: President Bush has spent a whole lot of time in recent months claiming that the immigration bill isn't "amnesty."

But in describing the measure Tuesday morning, an apparent slip of the tongue suggested otherwise -- providing fodder for the talk-radio crowd that loathes the bill and wants it defeated in the Senate.

"You know, I've heard all the rhetoric -- you've heard it, too -- about how this is amnesty. Amnesty means that you've got to pay a price for having been here illegally, and this bill does that," Bush said, according to the official White House transcript.

This just might get the attention of Lou Dobbs and Rush Limbaugh -- and it's terrible timing for the president, with a key vote in the Senate Tuesday afternoon.

UPDATE: At 11:43 am, White House Press Secretary Tony Snow released a statement saying the president "misspoke."

The statement reads:

"This has been construed as an assertion that comprehensive immigration reform legislation before the Senate offers amnesty to immigrants who came here illegally. That is the exact opposite of the president’s long-held and often-stated position.

"President Bush has noted repeatedly that the comprehensive reform he supports is not an amnesty bill. Amnesty means forgiving wrongdoing without imposing punishment. The immigration reforms passed in 1986 granted amnesty. The legislation under consideration this year does not. This measure imposes significant punishments on those who came to this country illegally between 1986 and the beginning of this year. President Bush knows what he is doing is wrong..He's so caught up in his legacy and in the money he's going to make from the corporations he schilling for that he really just doesn't care about the USA, its laws, its people, or its sovernity....I would hope that House Republicans might move for his impeachment...This would stop the bill and neutralize him.

I too voted twice for him. What did it for me was appointing a czar to handle our current wars in progress. I thought that was what the commander in chief was supposed to do. He is weaker and more irrelevant than ever.

Make a statement next November...vote against all incumbents, especially amnesty bill supporters.

I am an immigrant that came to this country the legal way. I am appalled that the President is supporting a bill that frankly states that people who broke the law are granted stay. How about actually doing some real reporting and asking Bush whether what he supports will be perceived as amnesty around the world, no matter how he tries to lie about it? If most Americans see what Bush aupports as amnesty, won't that even more pronounced in foreign countries, and won't millions and millions and millions of people try to come here illegally?

Please get out there and do some real reporting.

But it's a bad definition. Exempting someone from the operative statutory consequences of their lawbreaking is amnesty. Obviously, this is amnesty.

No tax amnesty I've ever heard of waived fees and penalties, just jail time. Is it not amnesty because the fees and penalties remain? Absurd.

Clearly a simple mix-up of words, something for which Mr. Bush is famous.

I voted for him in 2000 and 2004. I totally disagree with him on this. I don't understand how he sees this issue and why this bill is the right answer. Additionally, he has done a very poor job of explaining it. All he ever says are things like, "people opposed to this bill are not interested in doing what's right for America." He doesn't explain why we're wrong for characterizing this bill the way we do.

I can accept that we disagree on issues. I don't like the way he's handled other issues as well, but I'm not willing to bail on him over one matter. Where he has failed miserably in this case is that he has not gotten in front of a podium and said, "here's what this bill does and here's why it's better than the other options." Lay it out there. Explain.

The opponents of this measure have done a great job of expressing concerns and the President has not done anything to address those concerns.

Additionally, the simple "smell test," if you will, is if you're agreeing with Ted Kennedy, you may want to go back and rethink your plan.

We have given America away. Anerica is an English speaking nation. Make English the langauge of America. America has laws on how to enter America, Enforce the laws that control our borders. Sent the Illegals back home then they can apply to enter this country the correct way. Enforce America culture If someone wants to fly their countrys flag instead of the Americam flag then they need to go back to their country. If someone comes to America they need to support America. THey need to serve a tour in the American Military, Learn English, Pay Taxes and be an American. Make sending money to foreign countries harder to do. This would stop our jobs going to illegals. Build a fence and police it (border security) and round up every illegal and deport (enforce EXISTING law). Doesn't seem like rocket science to me. This is true but somewhat misleading since it implies the "talk radio crowd" is the ones mostly against the bill. A recent survey found ~75% of Americans are against the bill. Congress is doing a great job ignoring the people they represent. That's why their approval rating is below 20%. Even worse then G.W. That's an accomplishment. ;)

Would you now vote for Gore and anticipate, gleefully, $5 per gallon gasoline and carbon surcharges on everything you buy? I believe the best thing that we can do as a nation is take over Mexico and make it a state. Just think of all of the housing that we can build along the cost. There can't be too many Mexicans left over there anyway. It's not like they even have a real military. Bush needs to be taken out on the lawn of the White House and HANGED for being a trader!!!!!!!!!!!!!!!!!!!

Your President can submit legislation. It's your Congress-critters who can PASS it. Pay attention to what they do today! It appears so far that mine (in GA) have gotten the message. We'll see later today. They will pay dearly if not.

First off, I do not believe all of that state that you voted for Bush twice, that sounds like a ton of BS on this leftist website. I did vote for him twice and I do disagree with him on this issue. I agree with President Bush on many issues like Liberating Iraq and tax cuts for all Americans that brought us out of the Clinton-Gore recession and the effects of 9/11. But I have disagreed with him on the Harriet Miers pick for the supreme even though I thought she should have at least been giving an up or down vote in the Senate. But this Ted Kennedy bill that Bush is backing is just outrageous. I know the President wants to help these immigrants because Mexico is just a nightmare, but giving them Amnesty is just too far. Build the border fence, put more border guards on the border, and increase our surveillance capabilities using drones and new technologies. BUT NO AMNESTY TO THESE CRINIMALS! NO MORE ANCHOR BABIES! Shut the damn door and require these immigrants to come to America legally, just like my great grandparents did at the turn of the 19th century. But do not forget this bill is being pushed by liberals harder than it is being pushed by conservatives. This is a liberal bill, not a conservative bill. President Bush is a Liberal Republican, it is so sad that he has gone this far to the left.

Bush is doing for Mexico exactly what Clinton did for China. There has to be some back room deal he has arranged with Mexico. Now look at what china is doing, sending defective and poisoned products. After Bush is out he will get millions in "consulting" fees and speaking fees just like bubba is from china.

As someone with his butt on the line with the President I will always back him. I disagree strongly on the immigration stance and do not favor anyone here illegaly. But the war, our economy, abortion, kyoto treaty he is right. I would vote for him any day of the week over any Democrat. I despise the cowards and surrender crowd on the left.
