ABC News’ Jan Simmonds reports: Rudy Giuliani, R-N.Y., wants to give the United States’ public image a makeover.

Speaking Thursday night before 500 donors at a Republican Party event in Michigan, Giuliani invoked the spirit of Ronald Reagan, vowing to return the nation to being “a shining city on a hill.”

To bring this makeover to fruition, Giuliani proposed reforming Voice of America and other international broadcasters to better promote the idea of freedom and U.S. values abroad. In addition, the former New York mayor vowed to expand exchange programs with Arabs and Muslims, increase the size of the foreign service, and establish a system to measure the success of ambassadors and embassies, allowing the State Department to better promote U.S. policies abroad.

Giuliani also spoke at length about restoring America’s competitiveness in the global economy.

“Our success in this new century depends on reinvigorating our historic mission with determined leadership that gives hard-working American families confidence their future will be better than their past,” said Giuliani. “In the process, we can strengthen our national security and economic security while building a more peaceful and prosperous world.”

As part of his global competitiveness plan, Giuliani suggested improving America’s work force with incentives for job training, more science and math education, and an expansion of visas for skilled foreign workers to meet market demand.  He also vowed to aggressively push for free trade by reducing corporate taxes and regulations and convincing lawmakers to restore the president's power to seal "fast-track" trade agreements without congressional intervention.

The speech was Giuliani’s second in a series he plans to give in the months ahead to provide more details on his “Twelve Commitments to the American People.”

He himself doesn't have good image. No matter how hard he tries he can't erase the fact that he left all those people buried under the rubble at ground zero. Why did he stop the search for the remains of the victims so they could receive a proper burial? What a heartless man. That's the image I will always see from Ruday.

Guilianni is a joke,i've spoken to folks from New York and they hate him,and further more I heard his own son say "Don't vote for him".Now if the people who know him best say these things why should we as Americans vote for him?I don't want to hear the word 9/11.

Can you believe this guy,he wants to rebuild "Voice of America".Is he serious?Does he really think that will help the image problem that years of bombing the middle east has created?I get it he is trying to appeal to the old retired senile people.Voice of America was an old WW2 propaganda machine, trying to take them on a stroll down memory lane. This guy is the biggest phony I've ever seen.

Neat trick...how does he plan to get the Bush administration and all the Republicans in Congress to resign? Maybe he thought of a better plan after hanging out with his new friends - the Rapture!

Just great. Yesterday he talks about "Swift-boating" like it's lying, and today he's going to "make-over the image of America".

Is there something in the water? McCain is starting to try to sound like a Republican, and Giuliani seems to be trying to sound like a Democrat!

Rebuilding our image abroad will be a major undertaking.

America is the place that everyone loves to hate......except they still have their hand out.....while they criticize us and bash us.

Doesn't matter how much money he has; Republican primary voters are not going to choose a gun-grabbing multiply-divorced transvestite from New York City for their President. Benito Giuliani is as kaput as McCain is; he just doesn't know it yet.

From his debate remarks, I would assume a Rudy makeover would include starting a war with Iran. On purpose, Rudy missed the point of Ron Paul's comment about our actions in the Middle East being partilly responsible for bringing on the 911 attacks. Our military actions in the world, mostly on behalf of Big Oil and the Military Industrial Complex, have consequences. President Rudy, despite his moderate social views (which are poison to the Republican base), would just be four more years of George W. Bush and Dick Cheney

The man can't even fix his own image. How does he expect to fix the U.S.? Man, the more these guys talk, the more foot they insert.

Response: Give me a break. For Crying Out Loud. This is the most picky criticism....a stupid comment dude...we are at war, and any human debries was minute and unidentifiable as to whom it belonged. They were essentially cremated. No way to gather up all the ashes.

Why Does Rudy Giuliani Make “Twelve Commitments to the American People”?
Because, as his two ex-wives alread know too well, Rudy can't make just one commitment.
Because its more challanging to break twelve commitments than it is to break just one.
Because God himself had only ten, and Rudy needs to do him two better.
