The "Oil Plan" that desperately needs to happen is the Iraqi plan to share national oil revenue with all their people. That will be one big step toward Iraqi national reconciliation; giving the Sunnis, Shia, and Kurds a stake in national survival and progress--instead of jihad. But now, their damn parliament decides to take a month off before addressing the most critical political issues. Our troops are buying them cover and protection with blood as the Surge is starting to work!
