Bush: The surge is setting the conditions for reconciliation

ABC News' John Hendren reports: In his radio address this morning, President Bush pointed to signs of progress in Iraq just a few weeks before the September report that will be delivered by General David Petraeus and the U.S. ambassador to Iraq, Ryan Crocker. Facing heavy criticism for the lack of political progress in Iraq by Prime Minister Maliki and the national assembly, Bush pointed to signs of political progress on the local level.
"By driving out the terrorists from cities and neighborhoods, we're creating the conditions for reconciliation especially at the local level," Bush said. "In communities across Iraq, citizens are seeing their local and provincial governments return to operation."
The President also emphasized that the surge is in its "early stages", and called for patience in order to give the surge time to take full effect. According to Bush, "the success of the past couple of months have shown that conditions on the ground can change -- and they are changing. We cannot expect the new strategy we are carrying out to bring success overnight". He added, "By standing with the Iraqi people as they build their democracy, we will deliver a devastating blow to al Qaeda, we will help provide new hope for millions of people throughout the Middle East, we will gain a friend and ally in the war on terror, and we will make the American people safer."
Next week the President is scheduled to address the American Legion in Reno, Nevada, and plans to stress the importance of a free and democratic Iraq in the Middle East.
