ABC News' Donna Hunter Reports: Sen. Chris Dodd's campaign raised $1.5 million dollars in the third quarter of this fundraising cycle bringing the campaign's grand total to $14 million with $4 million cash on hand.

Dodd's total this quarter is less than half of what he raised the second quarter; in the first quarter Sen Dodd raised $4 million with an additional $4.7 million transferred from his Senate account bringing his Q1 total to 8.7 million.

Despite lagging well behind Hillary Clinton, Barack Obama, and John Edwards in presidential candidate polls, he’s still pumping money into Iowa with 11 field offices in 11 locations throughout the state and 6 field offices in New Hampshire.

The Senator had estimated that he would raise $2-3 million in the third quarter of this fundraising cycle but he's coming up short. With the support of the IAFF the campaign is banking on it's support to help keep up its stamina.

The Dodd campaign is depending on the idea that voters in the early states are more concerned with who's best for the job not who has the most money. Spokeswoman Colleen Flanagan said "It’s important to note that while you will need enough money to get your message out -and we’ll have that -no campaign can buy voters in the early states. In the final analysis, voters are going to respond to which candidate they believe will deliver results for the party and the country. "Ultimately, we are confident that we can win because Chris Dodd is that candidate "
