ABC News' Jan Simmonds reports:  Rudy Giuliani's third television ad, titled "Challenges", focuses on the improvements he was able to accomplish in New York and how those ability to get results there on the mayoral level can be brought to the presidency.

This is Giuliani's third television ad of his campaign -- all three have debuted over the past week.  Like the previous spots, "Challenges" will air both in the Boston television market and New Hampshire. With Giuliani's poll numbers trending downward in New Hampshire, according to recent polls in the state, the campaign appears to be making a  concerted media push to make themselves again a threat in New Hampshire against the primary state Republican frontrunner Mitt Romney, R-Ma.

With a look very similar to his first ad "Tested the new spot features beauty shots of New York today compared with the troubles of the city before Giuliani became mayor.  Unlike the previous ads though, Giuliani does not try to win you over with his own words. A narrator takes you through New York City's transformation pointing out that the city was "swimming in red ink" with "record crime" and had "runaway taxes" at least "until Rudy."

Giuliani's only appearance in the ad comes at the end when he appears on screen to approves the message.
