Obama Launches First Negative Ad

ABC News' Rick Klein and Teddy Davis Report: Sen. Barack Obama, D-Ill., has launched the first broadcast advertisement of the Democratic race to mention rival candidates by name, with a radio spot that escalates a long-running battle with Sen. Hillary Rodham Clinton, D-N.Y., and former senator John Edwards, D-N.C., over whose healthcare plan would cover the greatest number of people.

The ad, which is airing in Iowa and New Hampshire, quotes media reports that favorably portray Obama's healthcare plan -- and portray Edwards' and Clinton's plan as ineffective.
An Obama aide said it is response to ads run by independent group -- one that is backing Clinton's candidacy -- that has attacked his healthcare plan as "rewarding the irresponsible who don't get covered."

"Here's the real difference on health care: Senators Edwards and Clinton favor mandates which the Daily Iowan says would, quote, 'force those who can not afford health insurance to buy it, punishing those who don't fall in line,' " a male announcer says in the ad.

A female announcer then chimes in: "Barack Obama believes the solution isn't making it illegal not to have health care. It's making it affordable."

The ad -- coming on the eve of Thursday's caucuses -- seeks to rebut a central critique of Obama's healthcare plan. Edwards and Clinton have argued that Obama would leave as many as 15 million Americans without health insurance.

The key difference between Obama's plan and those of his rivals is that it does not include a so-called "individual mandate," a requirement that all U.S. citizens obtain health insurance.

"His plan would leave 15 million Americans out," Clinton said at a debate last month in Las Vegas. "I have a universal health care plan that covers everyone."

Countered Obama: "The fact of the matter is that I do provide universal health care."

The American Federation of State, County, and Municipal Employees -- a union that has endorsed Clinton -- has funded a mailing that attacks Obama's healthcare plan by quoting Edwards. The union has also run a radio ad that accuses Obama of not being serious about achieving universal healthcare.

But AFSCME spending is not controlled by any campaign or candidate. Obama's ad, by contrast is being run directly by his campaign.

Some independent experts argue that none of the major candidates' plans are truly universal in the same way that Rep. Dennis Kucinich's, D-Ohio, plan for a single-payer system would guarantee health coverage to all Americans.

But economists generally agree that a plan with an individual mandate -- such as Clinton's or Edwards' -- would cover more of those who are currently uninsured that a plan that lacks such a feature, such as Obama's.

UPDATE: ABC News' Sunlen Miller, traveling with the Obama campaign, reports that the ad has been running for approximately 10 days, according to the campaign. Asked why the campaign did not send out a media advisory about the ad, one aide said that there typically is not much media interest in radio advertising -- and kept a straight face.

The campaign did put out a press release for a radio ad in October, to announce Obama's endorsement by Duffy Lyon, the sculptor of the famed "butter cow" at the Iowa State Fair.

I find it so sad that people have been snookered into believing that Hillary has all this experience. Look, my wife has been an oncologist for 20 years and I've traveled all over the world with her to symposiums. I've met foreign heads of state and their spouses. My wife has discussed the latest advances in medicine with me and the promises of her new drug and treatment trials. So with my 20 years of being the spouse of a successful cancer doctor, I look forward to treating my first group of patients next week. True, I only have a BA in communications, but I've witnessed a lot of history and I've shaken a lot of hands. I'm ready. I have the experience to treat their cancers. While my wife won't have an official role in my practice, I will be able to rely on her for valuable input and she's pretty popular, so I have that going for me. Come to me if you get sick with any type on cancer. I'm the one with all the "experience."

i dont own a tv, and i get better and more varied news sources than people who do.

get the hint, ditch the tv. i regret checking in with abc nbc cbs cnn and fox online....

back to the net, where i can get news on both sides of EVERY issue, minus the aggressive hostile advertising, time constraints, and for only a few clicks...

How is this a negative ad ? I expected better journalism form ABC. What a misleading story line ! Now I know to approach future ABC headlines with skepticism.

This ad has been running for 10 days and nobody has reported on it until now? And the ABC tells us that the ad is negative only because it mentions the other candidates by name. How ridiculous is that?

Obama's healthcare radio ad can hardly be considered an attack ad. For a pundit, you're pretty thin skinned. Hillary and Edwards have been blanketing IA and NH with marketing materials that have been HARSHLY critical of Obama's healthcare plan. Hillary even went so far as to say Obama was betraying democratic principles by not having a mandate. They've really been trying to skin him on this healthcare issue. All Obama does in his ad is mention what Iowans already know – that Hillary and Edwards have been criticizing him over the mandate issue - and he tells voters WHY he doesn't feel mandates are appropriate at this stage (i.e. before costs are under control). He doesn't try to caricature them.

Hillary’s plan estimates premiums of $12k/yr for family coverage – according to the US Census Bureau, the average American family makes $48k/yr (Gross). The issue is affordability first. Most people don’t have the insurance because they can’t afford it, not because they don’t want it. Once they’ve got the costs under control for the average family, they can impose a mandate. Massachusetts’ mandated program has had to exempt 100’s of thousands because people can’t afford it, and they’re beginning to fine others. We already have an example of a mandated program that doesn’t ensure full coverage, largely because it’s too expensive. Frankly, I think it’s the insurance companies who are working with Hillary to push the mandate issue. They want to be assured of profits, regardless of whether people can afford their premiums. When they get their premiums under control, they’ll have a captive audience of 300 million Americans to make money from. They should not be allowed to impose a mandate until the premiums are within reach of average Americans. As an aside, the president of AFSCME, the group backing Hillary that is sending out the healthcare attack mailers against Obama, testified earlier this year that they don’t believe in mandates - so they are only sending out those attack ads because they have pledged support to Hillary.

Hey, come on people...

We've had enough of divisive politics. We don't need "more of the same."

This is clearly an ad that highlights the differences between plans, using words published by others. It is NOT an "attack" ad and is only negative if you think the proposed government mandates are OK.

We desperately need a president who will seek our common ground, who will work across the aisle for the good of all Americans, not just the elite.

We need Barack Obama in the White House.

The only negativity going on here is the headline and the article itself. ABC goes through contortions to make the case that the Obama radion ad is negative.

ABC cannot answer what nearly all ask, "What aspect of the ad is negative?"

The better question is why does ABC attempt to skew its publication towards Clinton?

The only thing that is broken in health care is the cost of health care and no one is addressing this problem. The government caused the problem with health care cost crises in America by over socializing (with mandates) medicine to the extent it is not completive.

Are you proposing ABC that making comparisons and distinctions amongst candidates PER SE constitute NEGATIVE ADS??? Please point out what is NEGATIVE about the ad because you seem to define that word as mentioning other candidates by name. All the campaigns at this point are trying to make the Americans understand the differences in policies. Hillary has been MISCHARACTERIZING Obama's policies and Obama is DEFENDING and trying to make clear what the REAL differences are. DO YOU GET IT? And you guys call yourself news? SHAME ON YOU, ABC!

This is hardly an attack - it's just responding to misleading advertising by Edwards and Clinton. Does it count as an attack if you defend your record against someone else's lies?

It is very important to remember that Hillary Clinton and John Edwards have NEVER PASSED ANY OF THEIR OWN BILL IN THEIR LIFE. Obama has.

Barack Obama is a fine Christian family man. He worked helping poor people for 3 years on the dangerous streets of inner city Chicago.

Barack Obama helped over 150,000 people get healthcare in Illinois and passed ethics reform and racial profiling laws there, plus a lot more.

In Congrees he has already passed laws, including the biggest Ethics Reform Bill since Watergate.

Barack Obama is a wonderful human being and gets real change done. Please support him.

He is a good man that works for the people. Thank you. OBAMA '08.
