NAFTA Rhetoric? 'It Didn't Happen'

ABC News' Jennifer Parker Reports: A senior Canadian Embassy official in Washington, D.C. disputes a report by the CTV Canadian television network that an Obama campaign staffer telephoned Michael Wilson, Canada's ambassador to the United States, to reassure him that campaign rhetoric against NAFTA should not be taken seriously.

"It didn't happen," said Roy Norton, who heads up the congressional, public and intergovernmental affairs portfolio for the Canadian embassy.

Norton said none of the three campaigns for Sen. Barack Obama, Sen. Hillary Clinton, or Sen. John McCain have contacted the embassy.

"Neither before the Ohio debate nor since has any of the U.S. presidential campaigns called Ambassador Wilson or the Canadian embassy to raise NAFTA," he said.

CTV reported last night that two unnamed Canadian sources said a "senior member" of Obama's campaign team called Wilson in the last month to warn him that Obama would be ratcheting up rhetoric against the North American Free Trade Agreement, but that he should "not be worried about what Obama says about NAFTA" and "Its just campaign rhetoric...Its not serious."

During a debate in Ohio this week, where NAFTA is blamed for job losses, both Obama and Clinton said that as president, they would opt out of the trade deal unless it could be renegotiated.

When asked about the CTV report, Obama's said today, "It wasn't true."

Today Bill Burton of the Obama campaign told ABC News no senior Obama campaign representative called the Canadian embassy. "The news reports on Obama's position on NAFTA are inaccurate and in no way represent Senator Obama’s consistent position on trade," Burton said separately in an email.

"When Senator Obama says that he will forcefully act to make NAFTA a better deal for American workers, he means it. Both Canada and Mexico should know that, as president, Barack Obama will do what it takes to create and protect American jobs and strengthen the American economy -- that includes amending NAFTA to include labor and environmental standards. We are currently reaching out to the Canadian embassy to correct this inaccuracy."

This afternoon the Canadian embassy in Washington, D.C., sent out a press release to deny the CTV report.

"The Canadian Embassy confirms that at no time has any member of a Presidential campaign called the Canadian Ambassador or any official at the Embassy to discuss NAFTA," the statement read. "Last night the Canadian television network CTV, falsely reported that such calls had been made. That story is untrue. Neither before nor since the Ohio debate has any presidential campaign called Ambassador Wilson or the Embassy to raise NAFTA."

The Canadian embassy is proactively reaching out to the campaigns "all the time," Norton said, to try to meet with aides who might form the foreign and economic policy teams of any future administration.

"We talk about the whole range of Canada-U.S. issues which we think it's critically important that the presidential candidates be aware of including the number of jobs that depend in the United States on Canada-U.S. trade."

The Canadian Embassy says there are more than seven million jobs in the U.S. that depend on trade with Canada.

"We discuss our view that NAFTA has been very good for all three participating countries and has made the continent more competitive in the face of China, India, Brazil," Norton said.

The CTV report suggested the Clinton campaign may have given reassurances to the Canadian government in Ottawa, but the Clinton campaign is flatly denying the claim.

"If anyone did it we don’t know who and they weren’t authorized," Clinton campaign spokesperson Jay Carson told ABC News.

NAFTA has become a hot-button issue in the delegate-rich state of Ohio, which votes next Tuesday. Both Clinton and Obama have tried to woo voters in the economically challenged state by railing against NAFTA, which was pushed through during former President Bill Clinton's administration.

McCain, however, said today that he plans to highlight his support for the trade deal to draw contrasts between him and his Democratic opponent.

"NAFTA has created jobs," McCain said today while campaigning in Texas, arguing that the trade deal has been good for the American, Canadian, and Mexican economies.

"Anyone who studies history understands that every time this country or other nations in the world have practiced protectionism, they’ve paid a very, very heavy price for it," McCain said, adding that "some would argue that one of the major contributors to World War II was the Smoot-Hawley tariffs acts."

In answer to press inquiries Greg McIsaac of CTV said they are sticking by the story regardless of the denials from Camp Obama.

Please ABC keep pursuing this story.

I read the CTV article here in Canada and I feel obliged to say if any of you had actually did your homework on the NAFTA issue I wouldn't have to get involved in your internal politics. If you want to play around with NAFTA go ahead. Fortunately for us we have more power to hurt you in your pocketbook than any other nation on earth. We are your number one oil supplier and if you screw with us everyone to a man and woman up here wants to add an energy tax on our oil and gas (gas number two supplier) electricity (number one supplier on your eastern seaboard) and believe me you will feel our sting more than anything you could possibly do to us. We are also your number one supplier of raw recourses. We would rather sell to China and India where we can get a much better price. And 3 of 4 vehicles in Canada are from US companies. I have two American vehicles. Two years from now I'll buy Japanese, German, or Korean made vehicles. Obama had good will up here but his inexperience ###### off Canadian like I have seldom seen. Believe me I'm reading the thousands of emails flowing in and man have you guys opened a can of worms.

Dirty tricks again, you say? Well, let's see: the race card in South Carolina, the Muslim picture, the CTV news story, and McCain is unfairly campaigning against Obama while the nomination process is still to be decided. How many slams or negatives are the Obama camp going to use to bring them sympathy? They are good at dishing it out.

Folks, the nomination process is ongoing. People in Ohio, Texas, Rhode Island, and Vermont have a chance to vote for someone who does not talk out of both sides of her mouth, someone who is knowledgeable and experienced, someone who can stand up to the negative barrage, even to the negative garbage continually thrown by the Obama camp. Vote for someone who is tough, and someone who has solutions for change, not just a soundbite.

Just reading some of these comments really shows how much we need Obama. Why don't you stop for one second and just think about the negative garbage that you spew. We are all God's children. STOP SPEWING HATRED AND IGNORANCE. It is really sad when people are afraid of a message of HOPE. Get informed before you just believe every negative statement that you hear.

Was it the "IT DIDN'T HAPPEN." part???? Obama's camp didn't call anyone. This is yet another Hillary Clinton camp lie in a long line of lies.

I am inclined to believe this story. What motive would CTV have for putting its reputation and credibility on the line? It's the kind of story that once reported, all parties would be rushing to deny. Canda's Ambassador to the U.S. would most certainly deny that this conversation took place.

When Obama's #1 corporate contributor,
Exelon, had radioactive leaks at their plant in Illinois and they failed to let the public know about it which enraged the residents, I would have liked to have heard the conversation between Obama and Exelon then. Obama
came out and scolded his contributor and wrote a good bill protecting the residents from future such incidents by mandating that Exelon inform the public from there on in. Then Obama turns around and rewrites the bill to accomodate his contributor and the nuclear regulators and instead of a mandate there will be "guidance" provided. Pretty slick I'd say. There's the public scolding of Exelon so he looks good real good to the residents. He writes a good bill taking action beyond his good words, looks good and then turns around and rewrites it to accomodate his funder. I bet there was somewhere in this equation a phone call between Obama and Exelon. Wonder if he reassured Exelon somewhere along the line or did he just surprise them with a rewrite? What a guy. Gee, I guess some of you must think Hillary was behind all that just like she pushed the wrong button for him on those 6-7 votes. All politicians take for granted, with good reason, that we won't look beyond their rhetoric
and canned messages and they have staff's who's job is to get them elected and do damage control even when the damage is the truth. Look closely at Obama's record and inconsistencies and limited experience- and if I have to hear one more time how he doesn't take money from corporations then who is Exelon? JP Morgan Chase? If you don't want a corporate candidate then you better jump ship to Nader, because he's the only one who can stake that claim.

Well, Eric, this mouse up north is your number 1 oil, gas, and electricity supplier. We are also your number 1 raw material supplier, our military also hold the most contentious province with the heaviest fighting in Afghanistan. Nevertheless, it is eye opening how you Obama folks so easily go out of your way to alienate your neighbor and ally even before Obama becomes President. Is this a sign of things to come? Furthermore, CTV News Managers have publicly stated they stand by this story.

Ok, the Obama campaign says it didn't happen, the Candadian Embassy says it didn't happen. A news program with unnamed sources says it did and people jump. Could one of these unnamed sources be a republican representative assigned to work with the embassy? The GOP has stated that slamming the Dem candidate is their mission, it doesn't have to be true. I find it amazing when a Republican is attacked it is biased liberal media, and if it is a democrat it is factual reporting no matter how thin the source. As far as why CTV would run the story, who benefits from the lie? Does Canada want a President dedicated to hanging on to NAFTA no matter how many US plants close, keep new energy technlogies down, so we keep buying canadian oil or a President that will be tough on NAFTA and is investing in getting us off foriegn oil? Make no mistake about it, The GOP made the contact and made the promises. They can't beat him on character, they can't beat him on the issues and trying to push fear is only getting them pushed back on. Lying is their only option left.

CTV is a very respected media outlet, and if they say their story is accurate, I believe em.

Of course the Canadian Amb. didn't want to confirm, it would start an incident and p.o. the possible new president of the USA!! I don't doubt obama did this.

The thing is, Obama has more than a few iincidents like this in his past. The Exelon deal (where he screwed the people but lied and said he didn't) and the maytag thing which was the same kind of deal, make nice w/ the owners and screw the people, while lying and saying he 'did his best'. Then he gets a huge contribution from maytag AND exelon.

Why people can't see this saint obama is a farce is beyond me.

Louis, here in Canada our dollar is equal to yours, our labor standards are generally stricter than yours, and our environmental standards have more beef on them then yours as we have been moving toward the Kyoto accord standards. NAFTA was never your problems now or in the past. However, your job losses are directly tried to China and India and perhaps Mexico who are completely undercutting labor with their lower wages and national currencies. Perhaps you aught to check how many new plants opened here in Canada as your plants closed down. NONE is your answer. Now check the India and China stats. There is your answer.

what is troubling me is how suddenly us canadians are being called slimy, tiny, etc for a tv report that the network is standing by, i might add.. is this how mr. obama's supporters treat people?

For our Candian neighbors, you're right and welcome to the wrath of Obama supporters. So much for unity. You should ask them about Obama's record and experience and you'll hear the same thing we all do down here- "He's about hope", "He's about change", "He wrote a book", "He's inspiring" , "He's not Clinton or McCain", "look at his website". I don't know if they haven't ever looked at his site themselves or if they did if they understood what they read, because I wouldv'e assumed if they had then I wouldn't have to look at the darn website. Obama's a corporate candidate just like Clinton, check it out yourself, because obviously his supporters done their homework otherwise I wouldn't keep reading this dribble on these blogs about how the only money he's taken is from the people, right, that acccounts for his meteoric rise in his short political career. It doesn't take too much brains to figure out that for him to get to this point where he's taking the only the people's money, that he took someone else's money before this.
