Bush Signs Substance Abuse Law, Reflects on Past Drinking Problem

ABC News' Jennifer Duck Reports: For the third time in recent months, President George W. Bush publicly reflected on his past drinking problem.

"I quit drinking -- and it wasn't because of a government program. It required a little more powerful force than a government program in my case," Bush said after signing the "Second Chance Act" -- a government program to aide recovered substance abusers -- into law.

The law is a prisoner re-entry program that helps convicted felons transition back into society and provides additional federal funding to reduce prison populations by creating job training programs, along with substance abuse and family stability support.

"Everybody matters," Bush said. "We believe that even those who have struggled with a dark past can find brighter days ahead. One way we act on that belief is by helping former prisoners who've paid for their crimes -- we help them build new lives as productive members of our society."

This isn't the first time Bush has discussed his past substance abuse -- a subject that was not often discussed earlier in his presidency or two elections.

In an interview with ABC News' Martha Raddatz in December 2007, Bush admitted, "I doubt that I would be standing here if I hadn't stopped drinking whiskey, beer, wine and so on."

The president told ABC News he quit drinking over 20 years ago -- cold turkey.

"I had too much to drink one night, and the next day I didn't have any," Bush said. "The next day I decided to quit and I haven't had a drink since 1986."

"And you did it just cold turkey?" asked Raddatz.

"I'm a better man for it," Bush said.

The president said his alcohol problem wasn't severe, but said he still had a hard time quitting.

"I wasn't a knee-walking drunk," Bush said. "It's a difficult thing to do, which is to kick an addiction."

In another, more recent event on January 29, 2008, Bush told reporters, "Addiction is hard to overcome," after meeting with two participants in the Jericho program, a faith-based outreach program. "As you might remember, I drank too much at one time in my life. I understand faith-based programs. I understand that sometimes you can find the inspiration from a higher power to solve an addiction problem."

President Bush has been showing a bit of emotion in this, his final year in office.

He openly wept on Tuesday when awarding the Medal of Honor posthumously to Navy SEAL Petty Officer Michael Monsoor, who was killed in Iraq in September of 2006 when he fell on a grenade to save comrades during fighting in Ramadi.

It would have been good for 4000 plus dead Americans and thousands of wounded and for our nation if Bush had never quit. He would not have been president and not have presided over the most corrupt, immoral and illegal administration in US history. Iraq never would have happened and the recession emanating from it would not have occurred. People would have their limbs who now have none and sight would be given back to the now blind. Iraq is Bush's war. It is Bush who will have to, as he puts it, "walk on his knees" to ask that higher power for forgiveness as only that power has the power to give.

This law is a good thing for the US. It attempts to get people struggling with addiction some needed help. Unfortunatly the Bush bashers are trying to turn this ugly. I thought the liberal leaning people want to help people and give second chances. I guess it is only for the people you like.

Good for your Bush, unlike Obama who was using drugs not too long ago, still smokes and hides the fact he does, and who knows if he still using drugs or not you were at least honest and you gained my respect. GOD BLESS YOU MR PRESIDENT AND GOD BLESS THE USA

Mark, we do not know what McNasty is taking ot was taking. But we call your reaction towards Obama a character assassination, low class politics not dignifying at all. Both Bush and Obama have recognised and accepted that at certain point in time in their lives they have made errors, you have to find that courageous and noble, not everybody can do that noble gesture and use that past painful experience to teach others and help others. It about time that Bush did something that human. I suppose his conscience must really be getting to him. After millions of people lives have been ruin from having the disease of addicition, there appears to be a light at the end of the tunnel. It has been a long time coming but at least the offers perhaps an opportunity to the countless young men,women and children who have been affected by this disease to be able to have something to look forward to. When Pres. Bush was running for his first term in office, he admitted that 'he made mistakes when he was young
but people deserved a second chance" speaking of him self of course. I said that certainly but with all of the privileges that he grew up with surely some one who is less fortunate than he deserved at least two second chances. Yet it took him seven and half long years before he chose to do something. Better late than never.

It is so embarrassing when W. Bush speaks publicly. He can't seem to articulate a simple sentence. Maybe he's a dry drunk who has gone back to Cocaine.

All this does is heap tons of cash on forced 12 step religios witchcraft groups with dead-end Goodwill clothes sorting crap. There is NO JOB TRAINING. Look it up, Absolutely no real training, just forced religion, rotten food bank discards, mats on the filthy floor and slave labor.. Another complete failure.

I was in the Jericho Program and it was all church, work for no pay, and brainwashing Jesus will save me. I don't drink or use drugs but they said I need to be redeemed. Well, I got my conviction overturned 3 months ago due to someone else found with the stolen items I was convicted for. That place said I was in denial. I never did anything and my life was destroyed. Whats with this I'm in denial, I never did anything. This is a scam.

Can journalists not press Bush on
the issue of his use of alcohol/drugs
in the past and in the present? Probably
not, to answer my own question, because
of 1) the press is tame, 2)Bush himself
has created the climate, 3) the public
doesn't care. Yea, American Democracy!

I'd cry in public too if I sobered up and saw that I sent a young man to his death for daddies oil business..... and now we've finally found a way to throw money to religious organizations.... isn't America a great place? Take from the taxpayers and give to those who pay nothing...........

I think that Bush has become a better President since his brain left(Karl Rove).

I also think that maybe he is not a monster or a criminal. He's a guy that did not have any real experience. As the Gov of Texas one of his favorite tactics was to watch the bills coming through the house and when it looked like one was coming through...he would call a press conference and pretend like it was his idea.

Even his driving record was hidden in Texas...he controlled the press pretty effectively. Bush did not have true policies he had puppeteers which he deferred to...

In order to beat Gore he ran a centrist campaign and the first thing he did was start a rigid conservative purge when he got in office...He claimed to be one thing (Centrist) and his record did not reflect it.


Don't be blinded by Obama...look at his record...He really did vote yes on a handgun control bill (he usually just voted present) and now he's running around claiming he was never for gun control...there was even a pesky position statement that he signed and then forgot about from his IL days.

On every single issue you will see Obama has been careful to appear on both sides of an issue. And to top it off all of his policies and positions in this campaign are not things he has championed in the past...they were all developed from Edwards and Clinton...he took their positions then took the teeth out of them...like healthcare with universal taken out.

So, Bush's message is this: sober up, cash in on your daddy's connections, and instead of ruining your own life, you get to ruin a all kinds of countries including your own, their economies, the livlihoods of millions of their inhabitants... but wait, there's more: As a bonus for not drinking or snorting, you also get to ruin the entire global environment! With all the fun that can be had doing all this ruining, what's a couple thousand war dead?

Years from now, we will find out that this failure of a president was drunk through his entire administration. He acts like a drunk and talks like a drunk. No one can say or do the absurd things he does unless he is deficient or wasted. Wasn't he a Harvard graduate? I guess if you are Bush with a lot of money, any school will let you graduate, regardless of your personal abilities. A total drunk, just wait...
