White House-Pelosi Face Off on Trade

Share

April 09, 2008 2:28 PM

ABC's Jennifer Duck reports: The White House responded angrily Wednesday to a suggestion from House Speaker Nancy Pelosi, D-CA that she might change legislative rules to avoid a required vote the disputed free-trade agreement with Colombia.

According to existing rules, the Congress has 90 days to vote on legislation sent by the White House.

White House spokesperson Dana Perino reacted angrily to Pelosi's suggestion.

Watch the VIDEO HERE.

"Speaker Pelosi today did something unprecedented in  the history negotiating trade deals in announcing the democrats would change the rules in the middle of the game," Perino said.

The White House has aggressively pushed Congress to approve the trade deal with Colombia, arguing that supporting an ally in South America is in the best interest of the United States. But Democrats oppose the deal, which has been criticized by many labor groups and human rights organizations. The Democrats want to expand support for American workers displaced from their jobs by foreign trade before making more free trade expansion agreements.

"It is clear that there are many in the Democratic party who would like to kill this bill.  and they would like to do it without having their fingerprints on it.  They want to do it in a way where they don't have to take a vote," Perino said.  "You can bet that President Bush is going to bring this up at 3:00 when he sees the leaders."

The President is scheduled to meet with congressional leaders, including Pelosi, at the White House Wednesday afternoon to discuss the trade deal and other matters.

However Speaker Pelosi explained her move saying she thinks the bill would lose if it were brought to the floor immediately and it would send the wrong message to the world about the U.S. positiosn on trade.  "I thought there was a risk (in) the President sending it to the Congress now. If brought to the floor immediately, it would lose. And what message would that send?" Pelosi said earlier today.

She called Pelosi's suggestion "awful precedent" and said it was "terrible" for this administration and all future administrations.  Perino said the White House has "worked tirelessly" and they "have bent over backwards to make this happen" adding "it will be interesting to see how the president deals with that today."

Speaking about the Speaker's move Perino said sharply, "The fact that they don't even want to have a vote should maybe tell you something because maybe she's not so confident of the votes they have."

After several minutes of Perino's criticisms of Pelosi, ABC's Ann Compton noted that the Press Secretary seemed "a little angry" about the sequence of events today.  Perino responded, "I think we're pretty fired up about it.  It is the right thing to do.  The Free Trade Agreement with Colombia is the right thing to do and they know it.  And that's why they don't want to take a vote on it because their special interests are pressuring them not to let this deal go through."

It's about time. Dont give that administration another thing. Lame Duck the rest of their dictatorship time. The people have had enough! We want jobs here!

Posted by: poz | Apr 9, 2008 2:56:36 PM

Aston, wake up. The speaker of the house is supposed to be one of the ones running the country. it's called checks and balances. Get a clue!

Good for you, Nancy. Again, it's nice to see a Democrat with a spine in the face of ignorant Republicans who sling attacks alleging others are guilty of what they, the Republicans, are up to.

Does anyone have any information about Obama and Michael Pfleger?

Posted by: Just curious | Apr 9, 2008 3:04:02 PM

How can anyone say a good word about Pelosi? She thinks she is queen of the United States.

Posted by: S | Apr 9, 2008 3:08:40 PM

Just Curious, could you tell us what is the position of "Hill the Bosnian General" and "Bill the money Man" on this Colombia/UrubeFTA? What is Penn's position on this? He stepped aside after he was caught negotiating with Urube. Everybody knows that McNasty is in agreement with this trade agreement because it is coming from WBush-Cheney offices. God bless America and God bless Obama.OBAMA08.

WHAT A MESS FOR NOVEMBER ELECTIONS.
1.OBAMA AN AFRICAN/AMERICAN IS UNELECTABLE.
2.HILLARY,A GENDER ISSUE.NO WOMAN HAS BEEN ELECTED PRESIDENT IN OUR REPUBLIC.
3.McCAIN OVER 72 YEARS OLD,ONE TERM PRESIDENT.

DO WE HAVE ANOTHER CHOICE??????

Posted by: NIcholas | Apr 9, 2008 3:18:03 PM

Pelosi and Howard Dean - quickly becoming the biggest "turn offs" to the Democratic party. I honestly am questioning our ability to elect even mediocre leaders - why do we keep electing incompetence? Is it our fear of the far left and their ability to shame us and intimidate us into submission?

Posted by: Jeff | Apr 9, 2008 3:20:18 PM

Why do we need a president?

We have Pelosi.

Posted by: Aston | Apr 9, 2008 3:20:22 PM

Has Aston finally grown a brain? The last post is right on. Pelosi has a backbone and would not put up with the crap that Dumbya is throwing around!

Posted by: JT | Apr 9, 2008 3:30:52 PM

What is Pelosi afraid of? If the agreement fails she gets what she wants. I guess she is just another democrat changing the rules in the middle of the game. Maybe she doesn't want representitives to go on record with a vote. This appears to be an attempt to circumvent representative democracy.

Posted by: boulderhippie2 | Apr 9, 2008 3:31:40 PM

How dare the liberals do they! They should be dismissed from office now! A republican would never do such a thing!

Posted by: Tina the soccermom | Apr 9, 2008 3:34:43 PM

Pelosi is a slug. She hasn't got any meaningful legislation passed in two years. Usually, she's blocking it. Her and Reid are constantly playing politics at the expense of the public.

Somebody should sprinkle salt on her.

Posted by: Aston | Apr 9, 2008 3:37:29 PM

Good for Pelosi. She is doing something Bush has been doing for years.
...Changing the rules.

I guess Bush and Cheney don't like it when the show is on the other foot.

I'm not a Pelosi fan but by god, its good to see someone sticking it to these crooked pair for a change. They can dish it out to the public but when they receive it, they go crying "Boo Hoo"

"Go Pelosi"

Posted by: Anne | Apr 9, 2008 3:44:39 PM

so let me get this straight George bush is doing a god job and Pelosi A bad job? Who lied about a war? umemployment is at a new high. foreclosures and a record. George is being sent on travels far away so he can not be blamed for the disaster that is the economy now. the republicans hope no one remember how bad they screwed up the economy.

she did not speak a lot before only recently.

Pelosi and Howard Dean - quickly becoming the biggest "turn offs" to the Democratic party

YOU'RE CORRECT.I CAN ADD:
THE WHOLE POLITICAL SYSTEM IS A MESS.

Posted by: NIcholas | Apr 9, 2008 3:49:52 PM

The Colombian trade deal will be just like NAFTA, another example of corporate welfare at the expense of the American worker. If I were Nancy Pelosi, I would not hesitate to bring this up on the floor and get my fingerprints all over it with a resounding 'NO'.

Posted by: Ken | Apr 9, 2008 3:54:53 PM

Peloski, hang in there, you can be tough as the males. None of these free trade agreements have benefited the American Worker. Look the number of employees without jobs within the first 3 months of this year along.

People need to understand that these agreements are done for the benefit of politics and not the people of the US.

Posted by: Mim | Apr 9, 2008 3:56:09 PM

Hey Perino... I mean... Hello POT meet KETTLE. What a hypocrite! Talk about changing the rules int he midst of thew game, this white house will not be unseated from that 1st place position for decades to come.

Posted by: RW | Apr 9, 2008 3:56:19 PM

Perhaps if this overly concerned WH would send reasonable requests to Congress things would get done. Oh yeah, and stop vetoing meaningful legislation. Here's to hoping the country can survive until Feb.

Posted by: JT | Apr 9, 2008 3:59:37 PM

I find it very amusing that Bush is POed about the Dems changing the rules when he's changed them to suit his needs for the past 8 years. I guess he's having a hard time accepting the fact that he's become totally irrelevant in formulating policy now.

Bcka13

What jobs would we loose to Columbia?

Please be specific.

Posted by: Surelock Homes | Apr 9, 2008 4:04:38 PM

If this administration wants it passed, it must be more pro-corporate fat cat legislation that will ship American jobs to other countries that pay 25% of the US wage. Then ship the product back to the US and charge the same amount so the board of directors can pocket the other 75% and buy cars made in Germany and clothes made in Italy. I'm all for trade and imports but the workers' rights, living wages, and environmental needs must be not only addressed but enforced.

Posted by: TSnow27604 | Apr 9, 2008 4:04:54 PM

Where was George Bush when Republicans in Congress were threatening to eliminate the filibuster with the "nuc-u-lar" option in the middle of the game???

Right-Wingnut hypocrisy knows no shame.

Posted by: karl | Apr 9, 2008 4:09:17 PM

Brian -- the democratic party has been hijacked by those ultra-liberals who have the mindset you're talking about. It will only get worse. People with values and common sense will migrate away from the party. They will have no other choice. The democratic party no longer represents its traditional values.

Posted by: Aston | Apr 9, 2008 4:14:23 PM

As Speaker of the House Pelosi is 3rd in line to be president at this point in time. Thank goodness Dennis Hastert is no longer in charge with all his "changing the rules" to suit his party. Most of what the Democrats have passed in the House did not get passed in the Senate because having a majority of 1 doesn't pass anything -- the Senate has to have 60 votes to override a veto by Bush. This is WHY the Democrats have not been able to accomplish what they have tried to do. This is why it is so important to elect more Democrats to the Senate in November -- this is not just a presidential election. And by the way, for those who question Bill Clinton running the White House, don't you know that Senator Clinton stated she was against the deal with Colombia even though her husband disagreed with her. SHE is the one running for president, not her husband and she is making her own decisions. And she came out with this before Pelosi did. She is intelligent and knows more about internationl problems than either Obama or McCain.

Posted by: Reality | Apr 9, 2008 4:18:49 PM

Coexist-means don't kill.

Posted by: Brian | Apr 9, 2008 4:25:18 PM

The unions are the ones driving jobs out of the country. When you force company's to over pay their works and twist their arms into deals that hurt the company then you are hurting America. The auto works union is one of the main reasons that lead to the fall of the American car company's. If we changed our tax laws and go to the fair tax company's that left the the states will come flocking back bringing jobs and billions of dollars with them. I can not believe that the dem's thinks taxing company's will create more jobs and help the U.S economy.

Posted by: oh_iobuckeyes | Apr 9, 2008 4:26:33 PM

Obviously the republicans can not coexist. It's primary meaning is not to kill living things/people.

Posted by: JT | Apr 9, 2008 4:30:44 PM

I was saddened to see Pelosi cozying up with the enemy during wartime when she visited Syria. I believe that is known as treason! These divided states of America. Dem against Rep. We are shooting ourselves in the foot and have become a joke to the rest of the world. No dem has ever gotten behind our president during his entire presidency. Maybe if we would have supported him, we would have the respect of the rest of the world. It is like a bad marriage when one spouse is constantly running the other down. Divided we will stand!

Posted by: dab | Apr 9, 2008 4:32:22 PM

Aston - You're hilarious when talking about the Democratic Party being hijacked. Think about what the neocons have done to the Republican Party and the unilateral government that Bush, Cheney et. al have brought. You sound like a talking point for the American Enterprise Institute. Maybe, you are...come to think about it.

Posted by: tangodancer | Apr 9, 2008 4:32:36 PM

hay NIcholas I'm with you is there anyone els to vote for.

Posted by: Lost | Apr 9, 2008 4:36:20 PM

Brian, it's easy to say that American workers should go back to school if their industry is on its way out of the US but it would be extremely hard to implement. Do you think a working man or woman in the manufacturing industry with no college education but, thanks to the union, making a decent living and supporting his/her family can choose to pay for education at night or quit their job to go back to school to acquire retraining, start a new career with no experience, and go to the bottom of the totem pole? Next to no one can afford to do this. Ask the people of Michigan, Ohio, or the textile workers here in North Carolina. The unwritten promise that was fulfilled to earlier generations has been taken from current workers. Jobs are shipped to China, Mexico, or elsewhere so the corporation's stock price can go up a quarter point, rich investors can get richer, and the CEO can get an 8 figure salary. Meanwhile the price of the finished goods doesn't go down. America pays the same (or more) for cheaply made goods that used to be "Crafted with Pride in the USA."

Posted by: TSnow27604 | Apr 9, 2008 4:36:46 PM

right, so did you have an abortion and now feel guilty about it? If thats the case I understand, will pray for you and our party, Dems used to stand up for what was right, protecting the people and workers. Now, well, sad state of affairs, can't even beat the likes of George Bush, TWICE! And we're gonna loose it again because of the far lefties who can't COEXIST (could it be that maybe mods and conservatives have a few good ideas too?). Ya'll need to stop making fun of how George pronounces nuclear etc., true immature colors, and focus on electing some leaders who will stand up for whats right no matter what the far left or right screams. McCain is the only one, where are the moderate dems?

Posted by: Brian | Apr 9, 2008 4:39:20 PM

Good for you Nancy - if Bush wants it this badly, it no doubt in some way screws the American people. Bad policies are the only ones the bush (mis)administration actively pursue.

Posted by: Julie | Apr 9, 2008 4:44:58 PM

Where do you think the Dems learnt to bend the rules. Remember when the republicans threatened to change the filibuster rule so they could get a vote on Roberts??? Sorry Dubbya and Perino... I believe the saying goes "You sow the wind... you reap the whirlwind" and No I am not a Democrat!!! We, the republicans ( i have voted that way since I could vote) played fast and loose when we had the power. i am afraid this time we get to lie in the bed we made!!!

Posted by: sam | Apr 9, 2008 4:48:01 PM

I lived in MI, spent lots of time in OH and NC- truly a huge bummer. Never-the-less, not much to do about market forces, do we really want socialist style regulations proping up industries? Most economic pundits and profs I hear on NPR say, generally, the US economy will be healthier coast to coast if we embrace free trade to our advantage. Sounds right to me. I make less than a HS drop out who lucked out and got a job at Ford. I feel bad for them, but my BA in healthcare has proven to be solid, a good decision in the longrun, true, very sad to see people loose their jobs, but overall, job markets in the US can / will be strong if the next gen. is smart and we get some MODERATE DEMS ELECTED! Of course the R has all kinds of scams going with wealth and stocks and overseas deals, so do leftie$. It's a matter of balancing protecting everyones interests, market forces with smart regs, treaties and foreign policies. Again, McCain is the only one close.

Posted by: Brian | Apr 9, 2008 4:50:00 PM

Change the rules? It figures. This particular trade issue aside, I am very often dismayed that Pelosi just won't stick to her job duties. All the time she's posturing and doing things outside of her responsibilities. From house vote manipulations to inserting herself into foriegn affairs.

Posted by: LongT | Apr 9, 2008 4:54:33 PM

Only reason for this is to try to mess with South America' spreading leftist revolution. Again.

Posted by: Jeff | Apr 9, 2008 4:55:46 PM

did not the dems start the north american free trade agreement under clinton

Posted by: gh | Apr 9, 2008 4:56:23 PM

The First Fool had seven years to get a well-crafted trade agreement with Colombia pushed through, but he waits until now. We can only imagine how much this deal is worth to his handlers and how many American jobs it will cost, as we close even more factories. Yup, those $15/hr jobs will head south, where they will pay $15/month. Block it Mrs Speaker. Ignore that idiot who lives down the street.

Posted by: Dale | Apr 9, 2008 5:09:18 PM

The only way any one can make Trade so that it is right... We have to get the other Countries to pay the same way as we do in the United States... we also have to make sure that the goods that come to this Country... Has the same standards that the goods are made here... We also have to get the Big Corporations to pay their fair share of taxes... after all they are making 10 times more than the small business... Why should their share holders be making more money than the People making the goods... We have to make sure that the salory is brought up to the cost of living... even if it's means the Rich don't make such a big profit!!!

Posted by: Larry | Apr 9, 2008 5:13:34 PM

The USA is dying. People have lost thier jobs because there is no reason to pay $20 to an unskilled, uneducated person. Also, that those jobs are 'below' them. This is also the reason why there are 15,000,000 illegals in this country (I count the kids too as illegals, they weren't supposed to be born here). Work is work, and maybe we will need another Great Depression for people to remember that.

And that's why they don't want to take a vote on it because their special interests are pressuring them not to let this deal go through."

okay what part of this am I suppose to believe?? How is the "trade agreement w/Colombia" the right thing for America??could it be that they want more unemployment for this country, more factory's to shut down, ummmm could it be their own "special intrest group" pulling the strings here? I just cant see how this will benefit me and mine, myself! and as far as "their" special intrest groups not liking it..well what part of "special intrest group" am I suppose to LIKE. Their hasn't been ONE SPECIAL INTREST GROUP on the face of this PLANET that has done the USA ANY GOOD.
She called Pelosi's suggestion "awful precedent" and said it was "terrible" for this administration and all future administrations.
HELLO?? WHAT PART OF THIS CURRENT ADMINISTRATION HAS DONE THIS COUNTRY ANY GOOD? THEY WONT BE HAPPY UNTIL THEY MAKE THE USA A 3rd WORLD NATION WITH THEIR OUT OF CONTROL SPENDING AND BIG CORPORATION BAILOUTS AT THE EXPENCE OF THE US TAX PAYOR, AND AS FOR THE NEXT ADMINISTRATION "GOD HELP US ALL"

Hey Nicholas,
Seeing as how the country elected an alcoholic cheerleader twice, I don't see how you can be so certain about who will not be elected. Show some spine, my friend, and vote your conscience, lest some mistake you for the prejudicial misogynist you appear to be from your posts.

Posted by: popopie | Apr 9, 2008 5:23:08 PM

Brian - you're right on. There are many working class Christians who would never have thought of voting Republican, but even more, can't vote for a party that makes killing babies in the womb a part of their platform. These voters have no place to go, but in the end, as I believe you have, will make the absolute moral choice over a politicized economic one.

Posted by: Curtis | Apr 9, 2008 5:25:34 PM

Bush is pushing for the bill because he thinks that it will cause problems for the democratic party.
As he has proven his whole time in office he does not give a lick for the American people. He only cares about what he and his rich friends want.
Next thing he'll do is call the dems unpatreotic because they want to squash this.

Posted by: tejasoutlaw | Apr 9, 2008 5:26:21 PM

Pelosi is the best example of why the ratings for congress is so low. Lower approval ratings that Bush.

What does that tell you?

The problem is working class jobs and men that know how to use thier hands are looked down upon but that is how every bridge, building, street, Hoover dam etc got built not every one can build things we need to clean up are country it is falling apart we need a clean up and fix up plan now before we all fall off of a bridge.Unions were busted back in the 80's thanks to Regan but I would like to see some paper pusher hanging from abridge and think its unskilled work that is just bull Shi?

Pelosi is famous for stopping the vote.
She doesn't believe in voting. Is she a Dem or an Independent?
I wonder how her 48 state strategy for the general election is going?
Oh I long for the days when primaries were primaries and all votes were counted in every state and caucuses were not in play.
This may be our very first convention with only 48 states represented. Obama the divider! way to go ya think?

Posted by: Rudy | Apr 9, 2008 5:43:21 PM

Thomas Jefferson
"Government that governs least, governs best."
"A democracy cannot exist as a permanent form of government. It can only exist until the voters discover that they can vote themselves money from the public treasure. From that moment on the majority always votes for the candidates promising the most money from the public treasury, with the result that a democracy always collapses over loose fiscal policy followed by a dictatorship. The average age of the world's great civilizations has been two hundred years. These nations have progressed through the following sequence: from bondage to spiritual faith, from spiritual faith to great courage, from courage to liberty, from liberty to abundance, from abundance to selfishness, from selfishness to complacency from complacency to apathy, from apathy to dependency, from dependency back to bondage
Obama and Clinton will make us all slaves to the government and there taxes.

Most of you posters haven't bothered to read the article.

The issue isn't whether or not the trade agreement is a good agreement, the issue is if the Congress should change its rules regarding whether or not the vote should be held.

S-
Not sure how to take you last comment?
It would be sad for anyone to lose their job to someone in a different country, no matter how you belittle the job.
People have kids to feed and bills to pay.
If they can't do it then we have to do it.
Not a good option.
I really can't understand why anyone would back this administration after they have disgraced this country so badly.
The total disregard for truth, respect, and honor is apolling to me.
How about Cheny's comments on:
70% think the war is a mistake -
So!
4000 American men and women have died and 10's of thousands injured.
Well that's what they signed up for.
The voice of a leader that can't care less for human life while filling his pockets.
Heres another one from Cheney.
I have not recieved money from Haliburton.
Oh, you mean that 250,000 dollar check I got from them last week. It's such a small amount I did not even know I got it.
NUTZ!

oh_iobuckeyes Well thought out and spoken. What is with the mentality that the government neees to take care of us? Let's not forget when the health care dam opened up and flooded this nation with ridiculous health care costs. That would have been under the Clintons because the Mrs thought we should all be sucking off the government's breast for health care. Tax the people to death so they become dependent. Socialized government is not free or freedom. Someone has to foot the bill and that would be you and I my friends.

Like children throwing a fit because they can't have the candy they want.
We will see just how many fillabusters happen.

Pelosi is the reason the congressional approval rating is significantly worst that the presidents. Nothing more can be said! The numbers speak for themselves.

"Pelosi is a fraud."

...and you're a stooge, Toby. Since the Democrats will be taking more seats in the Senate in November, the Republicans won't even mention the word fillibuster, lest they be reminded of that little thing they tried to pull a couple of years ago called the "Nuclear Option." Remember that? That when the GOP believed Karl Rove's fascistic vision of a 'permanent Republican majority,' the Founding Fathers be damned!

tejasoutlaw,

Where did I defend the Administration? I don't give a rats ass about what the legislation is, the rules are the House has 90 days to vote.

This news article is about the Speaker of the House wanting to change the rules. I vehemently disagree with her position. Vote, yes or no, up or down. Just vote.

My position on this matter has nothing to do with the article.

I suppose that all of you opposed to free trade with other countries would rather sit at home and do nothing, rather than making goods for export.

This Whitehouse has used hysteria and shrill warnings to railroad Congress into disasterous legislation like the bill authorizing the invasion of Iraq, the bill creating the Dept. of Homeland Security, the various unconstitutional acts premitting government spying, opening mail, etc. This time, STOP and think about what Bush and his corporate cronies are asking for. Then KILL IT and begin the process of dismantling every piece of free trade legislation that was passed over the past 16 years. The "global economy" is precisely to blame for the current economic and political mess we are facing. It is repsonsible for declining wages and benefits, for corporate corruption (outsourced, I might note, to politician's, too), for the declining dollar, hign oil and gas and other energy prices, for the transfer to India and CHina of our most critical and sensative technologies. End it. End it. End it! And we can begin to recover. Don't end it and you will drive a stake through the heart of this country. Hereafter, refer to "free traders" as "free traitors" and treat them like pedophiles.

The Republicans never did the nuclear option, just threats. Mark my words, Pelosi will politically regret this move.

tejasoutlaw, learn to spell and your name indicates you're not real bright.

Posted by: Toby Hill | Apr 9, 2008 6:24:50 PM

Craig, I never said the Democrats won't take seats but it won't be more than 3 and clearly not enough to get any legislation through. The same way the Republicans have never met Democrats half way the Democrats have never met Republicans half way and due to that reason there will be no legislation for years to come.

bigtex

You are 100% wrong.

Nancy has been inept so far...I guess this looks like a victory for some people.

(Mark my words, Pelosi will politically regret this move.)

Not as much as the nation itself is regreting ever hearing the name George W. Bush! When Bush won again in 2004 the English said it best: "How can 59,054,087 people be so dumb?"

Those 59,054,087 people weighed the alternatives and decided accordingly. Pretty simple and all together proper.
