Congress Considers Lifting 20 Year Ban on HIV/AIDS Visas

ABC's Aaron Katersky reports: The Senate may soon lift a two-decade old ban on HIV-positive people from visiting or immigrating to this country. 

The repeal is included in a wider measure that Congress is expected to pass this week to spend $50 billion over five years to fight AIDS, tuberculosis and malaria around the world.

“There’s no excuse for a law that stigmatizes a particular disease,” said Sen. John Kerry (D-MA) during a speech to the Center for Strategic and International Studies HIV/AIDS taskforce.  Kerry has pushed for the repeal with Sen. Gordon Smith, R-OR. 

The United States is one of only a dozen countries that prohibits HIV-positive people from visiting or immigrating.  Sudan, Saudi Arabia and Libya are among the others.  The ban dates to 1987, a time, Kerry said, of ignorance about HIV and AIDS. 

“Someone seeking to come into the United States with Avian Flu or with Ebola virus actually gets judged on a better standard than someone HIV positive,” he said.

“This discrimination against people living with HIV and AIDS is inexcusable,” Human Rights Campaign said in a letter to Congress.  The group, which advocates on behalf of gays and lesbians, called the ban “archaic and baseless.”

But while the AIDS funding bill has broad bipartisan support, obstacles remain. Sen. Jeff Sessions (R-AL) has prepared an amendment that preserves the HIV ban.

With the USA having to treat so many illegal immigrants with disease (TB, HIV, malaria, Etc.) free of charge, yes, we should prohibit others from coming in to our country who can not or will not pay for their care.

Big mistake. Our healthcare system is broken and to bring in more people with HIV/AIDS is only adding salt to the wound.

This is an outrage! American tax payers already fund global HIV and AIDS programs to the tune of billions annually. Does anyone truly believe that thosands, tens of thousands of HIV infected persons won't rush to an opportunity to receive the best care and treatment in the United States, at tax payer expense? Enough is enough, America's tax payers can no longer accept being made wage slaves in support of corrupt or incompetent foreign governments who's chief exports are their sick, their criminal, and their excess populations. Obviously this is an attempt by those Legislators who support a nationalized system of health care. By overburdening our existing health care delivery systems with indigent, foreign born HIV/AIDS patient's, they hope to do so much damage to our present system that government will have no choice but to take over the hospitals and nationalize doctors.

This is an absolute joke to even consider such a move... Taxpayers already pick up the bill for who knows how many millions, of illegal aliens in this country in the form of wellfare/free health care programs.... We need to tighten up our guidlines, and start deporting these imigrants.... Not thinking of more ways to increase the burden on the American people...

They should lift the ban. It hails from a time when less was known about the disease. Why are people assuming that people with visas who are HIV positive are illegal immigrants? Where do you get that idea? My understanding is that this involves people who go through the official process.

Some of you people are ridiculous! I mean seriously we have far greater issues to concern ourselves with in this hot mess of a country than this.

There is no reason what so ever why this ban should be in place. It's a form of discrimination that is plain stupid. We as a world need to work together on finding a cure for this horrible virus that if some of you had it, you wouldn't be saying a damn word about it!

Some people like a very close friend of mine who has a great job offer here in the states can't come here because of this ridiculous ban. He doesn't want to come for healthcare and run he wants to come to work & live here.

And so what if some people come here for treatment and go back to their home country. The majority of the clothes you wear, furnature in your house, cars you drive come from other countries. But some of you got a stick up your arse about people coming to get healthcare to live? People that think like that is exactly why the rest of the known world think so poorly of Americans.

This continues to explain how Bush got a second term, quite frankly they should fix the constitution so that he can ran for the 3rd, you Americans are damn, read about Aids, if you get you stuff all wrapped up in the form of safe sex you should be ok, I can understand the scare if it was Airborne.. this is discrimination and should have stopped years ago...

I understand that many people cannot understand the effects of having a bad disease. My fiancee did not ask for AIDs, but that is the hand we were dealt with. It is a terrible disease with a 9 year incubation typical before signs in many cases. I think that almost anyone could have it. I do the best that I can and I do not have it. She is fine now and despite preconceptions, medications are not free in America. It would be cheaper for me to move back to her country. Her coctail is roughly 10x cheaper in her home country. Nonetheless, I dream to have her come here and see where I grew up. There is no right answer on these issues. All I can say is to be open minded and try to consider others that might have been unfortunate. Best

This is plain ridiculous. Why don't Americans focus on their real immigration issues rather than discriminating against people with HIV.

I have HIV myself and I am a caucasian heterosexual working professional with plenty of money and the need to travel to the US occasionally for business and training. The last thing I would want to be a part of is Americas sub-standard health system.

Doesn't really fit the profile that the naive and discriminatory republicans had in mind now does it?

They only really want to discriminate against gay non-white homosexuals right?

Anyone who subscribes to any of this nonsense should have to answer to god.

This ban should have been lifted years ago. Not only that but the dominant reason that the treatment costs for HIV are so high is because of brutal and greedy pharma companies (a number of which are US companies).

Wake up Americans... get rid of Bush and his legacy because the rest of the world is really starting to hate you. This situation is not good for either America or the rest of the world.

Many Americans are facing the toughest economic challenges of thier lifetime. Many people have lost thier jobs and many American companies are on the verge of going out of business. America needs to focus our tax dollars and resources on assisting our own citizens first to create jobs and stability before we can commit 50B to others.

If people around the world want to come to the US for health care - thats great! If we have the capacity and expertise to assist we should, as long as this is not being done a the expense of our citizens.

- just dont make American Tax Payers fund it!

Well, isn't this just dandy? Congress, with its single digit approval rating, can't get off their collective backsides to help with the cost of fuel, the rising cost of food..partially caused by the requirement that gasoline contain ethenol, housing issues, mortgages, border security, illegal immigration, the wars; but want to concern themselves with non-Americans with a contageous, deadly illness who want access here?
The libs are looking for another group of victims to vote and keep them in power. We have a big enough problem with people who visit the US on Visa's that don't go home, now our do-nothing Democrats want to bring in foreigners with AIDS so they can overstay their Visa's? And who will pay for these people...we the tax payers. There's nothing compassionate about bringing them here. Vote all of these worthless Senators and Congressmen/women out of office, and start over. Start with Kerry!

and hold more Hearings on the Valerie
Plame Leak when Everyone but the Democrats knows that Richard Armitage leaked her name(which was not a crime) and will Not Lift the Ban On Offshore Drilling!

in Major League Baseball!
