Obama Shifts on Welfare Reform

ABC News' Teddy Davis and Gregory Wallace Report: Barack Obama aligned himself with welfare reform on Monday, launching a television ad which touts the way the overhaul "slashed the rolls by 80 percent." Obama leaves out, however, that he was against the 1996 federal legislation which precipitated the caseload reduction.

"I am not a defender of the status quo with respect to welfare," Obama said on the floor of the Illinois state Senate on May 31, 1997. "Having said that, I probably would not have supported the federal legislation, because I think it had some problems."

Obama's transformation from critic to champion of welfare reform is the latest in a series of moves to the center. Since capturing the Democratic nomination, the Obama campaign has altered its stances on Social Security taxes, meeting with rogue leaders without preconditions, and the constitutionality of Washington, D.C.'s, sweeping gun ban.

The shift in Obama's rhetoric on welfare reform has proceeded in stages. When former President Bill Clinton was poised to sign welfare reform while running for re-election in 1996, Obama called it "disturbing." A decade later, as an underdog running for president against Clinton's wife, he spent 2007 avoiding the subject. By the time Obama emerged as the Democratic frontrunner in the spring of 2008, he began leaving the impression that he was for it all along. 

During a 1996 interview with the Cleveland Plain Dealer, Obama could not conceal his disappointment in his fellow Democrat. "Bill Clinton? Well, his campaign’s fascinating to a student of politics. It's disturbing to someone who cares about certain issues. But politically, it seems to be working," said Obama.

Calling himself a believer in "making lemonade out of lemons," Obama co-sponsored a 1997 bill approved by the Illinois legislature and signed by the governor which made changes to state programs to help move people from welfare to work.

He made clear at the time, however, that he probably would have opposed the federal welfare overhaul. Speaking on the floor of the Illinois state senate, Obama described his on-going concerns as including a lack of job training, insufficient oversight, and provisions blocking legal immigrants from receiving benefits.

While the states played an important role in helping people make the transition from welfare to work, the truly controversial decision which sparked the dramatic reduction in the welfare rolls was the one made by Clinton at the federal level.

The bill passed by a Republican Congress and signed by Clinton included work requirements and time limits. It included fewer supports for people moving from welfare-to-work than Clinton had originally envisioned. Though later restored at the federal level, it also included an end to benefits for legal immigrants which both Clinton and Obama found objectionable.   

Clinton said it was far from perfect legislation. But unlike Obama who looked at its flaws and said he probably would not have supported it, Clinton signed it.

"Today, we are taking an historic chance to make welfare what it was meant to be, a second chance, not a way of life," said Clinton at the 1996 bill signing.

While campaigning for president in 2007, Obama refused on two occasions to say if he would have signed the same welfare-reform bill approved by the husband of his top rival.

After addressing the International Association of Firefighters on March 14, 2007, Obama told ABC News, "I tend not to look back to what would have been done 10 years ago. We’re talking about what I’m going to be doing for the next 10 years."

When ABC News posed the same question four months later, Obama again refused to answer.

"I’m not going to re-litigate what happened back in the 90s," said Obama at a July 17, 2007, press conference in Washington, D.C. "I'm talking about what's going to be happening going forward."

"Bill Clinton isn't on the ballot," he added.

Once he had become the Democratic frontrunner in the spring of 2008, Obama signaled that he had always backed the 1996 welfare reform.

Asked if he would have vetoed the reform measure, Obama told The New York Times in a story published on April 11, "I won’t second guess President Clinton for signing."

Now, with the Democratic nomination firmly in hand, Obama is going one step further. In an ad airing in 18 states, including 14 carried by President Bush in 2004, Obama is celebrating a reduction in the welfare caseload made possible by legislation he originally opposed.

Keith Olberman perfectly defines Mccain. Highlighted all his flip-flops. I will add one more. In 2004, Mccain condemned the attack on John Kerry but in 2008, he has now endorsed the attack but putting up a member of the Swift boat veteran as a member of the Truth squad.

Obama: "I was against it before I was for it. Now I am for it". It won't be long before he is saying the same thing about the war, about NAFTA, and about whatever lie he needs to tell to try to get elected. It is clear that Obama has now backbone and is definitely not about politics as usual -- they don't ever usually get as gumby-like as this guy. Let's call him O'gumby instead.

Most Americans would've been okay with a "Texan" from a rich Connecticut family becoming president twelve years ago.

But today - after Bush Junior - not a SINGLE American will ever hold that opinion again...ever.

He is an opportunist with no honor, turth, experience or integrety. His close friend and advisor (not the fundraiser that just got convicted, or the other guy, the 60's radical bomber who wished he'd done more) but Jerimiah Wright, was right when he said Obama would denounce him for political reasons.

No one really knows what he stands for, since his "change" message flip flops as the situation calls for it.

McCain is the only candidate of integrety, honesty, and experience left in the race.

ladies and gentlemen,

Lets give Obama his due. His one great gift, is inspirational rhetoric. If he were in sales, (as I am), he'd be a top salesmen making up to 1 million dollars a year. He is able to say whatever the buyer needs to hear to feel good about buying.

But, folks, we've all been sold before and in the end, we regret that we were sold. And do we want this sort of salesmen giving us the state of the union, or someone who will be real with us?

Think about what he says and doesn't say, his lack of specifics. See how he is not straight forward, can you trust that? Notice how he does not speak nautually from his heart, but cold and calculated, as thought scripted, how does he feel? Does he really care about people, does he really care about you?

Inspiring speech is uplifting, but we need leadership that's been around, that specific and clear, straightforward, honest, and caring for all americans.

Folks think about it, our only real choice is

The only real Obama flip-flop and yes I call it Flip-flop is the public finance issue. But as far as he is still being funded by the same public, I cannot fault him on that. As for gun that has always been his opinion and he defended that during the PA primaries. For Social security that is a flop created by ABC. On death penalty, it is well documented and supported in his book, Audacity of Hope. So what more? Another flip-flop that may be on the way is that of FISA and yes we are calling him on that but compared to Mccain, he far outclasses Mccain. One of Senator Obama's very close friends once said to the locals of his ward when discussing Wal-marts building a new store near Trinity Church, "If you place profit over principle then you are nothing but a prostitute." This was in reference to the local people wanting Wal Mart to build a new store to make jobs in the area. This can also fit the political ambitions of "true" oportunist who will sell himself at whatever price just to get elected. Whether it's changing his position on NAFTA, public financing and the presidential campaign, welfare reform or his position on a pull out of troops, I have come to realize that Obama really is about change....but only when it concerns his platform. I now give you the new title "Obama The Chameleon". This candidate has been flip flopping on so many issues, no wonder people don't know who he is or what he stands for.

I realize a candidate may alter some of his beliefs on issues as a campaign proceeds but, he has been doing 180's on many different issues. How can I or anyone as an Independent, vote for someone that continues to change his position with such regularity.

It is like talking to a used car salesman who will tell you anything just to sell you. He is further weakening his candidacy by the constant changing of his core beliefs on the issues. He also now agrees with Clinton on HER universal health care.

If he should get elected, what positions will he change after he is in office? I just can't believe anything he says anymore.

It's like Obama's standing on a turntable. During the primaries, it served his purpose to be firmly facing the left side. Now that he's in the general election, he's in the middle. Do the people who voted for him in the primaries feel betrayed at all? He lied to you - he lied to all of us. He said he was representing 'new' politics to get people fired up and excited. The only thing 'new' about Barack Obama is his position on whatever issue it is he's talking on any given day. Shame on Obama and shame on anyone who continues to say he represents change.

Politicians historically have changed their opinions to satisfy voters; that is not an item even worth arguing. The issue with Obama is that his entire campaign is based on his character - he has said time and again that he is not a typical politician, yet here we are on the Obama turntable. I'll be curious to see how his views on the War on Terrorism evolve over the next four months.

There needs to be a change in the welfare system. It is believed that people are selling their link cards for cash and the welfare system should stop the link cards and give the people $70 dollars more on their checks. And why is the government giving people big checks for adopting disabled children. When people adopt a child it is up to them to take care of that child not the government. I understand the person that adopts a disabled child gets a check for the child and herself or himself. One check for the child should take care of it. It is also understood that the reason people adopt these children is for the money and the government should put a stop to it. If the government can give money to those people they can raise the social security increase to 4.0% instead of 2.5%.

So, if I'm reading this correctly, Obama was against the case load reduction or reform in 1996. We all know that social workers are overburdened with cases now and many, many people are abusing it. I agree, there needs to be reform, but what I don't agree with is that once again, Obama, lies and is just saying anything to get elected. He even went so far as to refuse to answer questions about reform. I swear, I have absolutely NO confidence in Obama, he's bad news!

The scary thing is Obama moves his positions more then anyone and only of course when it is politically good for him. Second the fact that he says he doesnt look at the past and only to the future underscores a big problem with him. If he doesn't look at the past then how can he know what types of polocies worked and which ones failed. He is already proposing Carter like policies which have been done in the past and showed to fail. Obviously he isnt looking at that past and that does not represent good judgement or leadership. We have to learn from our past so we dont make the same mistakes in our future. Obama doesnt take that into account in his own words.

Obama has to flip-flop. He structured his message to target the bottom-feeders to gain the nomination, and now he has to change it again to appeal to the producers and free-thinkers to actually win the election.

It doesn't matter to his supporters if he doesn't have any core values or principles, they are not interested in facts or the truth anyway. His supporters are incapable of independent thought, so as long as Obama has an effective talking-points writer, the left will buy into anything he says or does, without question.

This is just getting weird. He is all over the place. Any chance before November we can pin him down on just one thing? Someone needs to tell him he is runnig for pres of the US, not high school class president. Has it come down to the only way he can win is to brainwash the youth of America. Is it the 18-25 year olds that are going to pick the next POTUS? Their life experience is equal to his work experience which is very little. Obama shift is towards the right directions. Mccain's is retrogressive. Now I support his decision to reject pubic financing. I think he is just trying to accomodate the whole DNC. The Democrats are flat in cash unlike the Republicans who have plentiful of cash reserves. The DNC needs money for convention and other things. Thus, any money raised now will be limited and therefore will not be readily able to support Obama. The NRA only is planning on spending $15m against Obama. Obama surely needs money to compete against all these attacks. Will surely be donating more.

The one fact this article fails to point out as well as many others fielding stories such as this, is that America and the world is a totally different place than 50 years ago, heck, even 20 years ago, and it requires a re-thinking of policies of the past and how they may apply to today's world. This is a huge problem, recently exhibited in the Supreme Courts decision on hand guns. The five justices in their final analysis of what the second amendment means, reached back into centuries old law that failed to take into consideration today's world, as the basis of their decision. Senator Obama seems to have the ability to recognize this, and while weighing policies from the past, recognizes that what may have worked 10, 20 or 40 years ago, may not necessarily be good for today's world and deserves revisiting. That is one factor to me that makes Senator Obama such an appealing candidate as a leader. While many label changes Senator Obama may lean toward as "flip flopping", I see it as an intuitive ability to rethink the past and apply common sense to today's world. If one want's to draw a parallel to my reasoning, just look at America's automobile industry. While America's big 3 have offered up what they think America needs, Toyota and others have steadfastly offered what American's and others throughout the world want according to today's technology and the real world situation. Now while GM, Ford, and Chrysler furiously try to bail bad decisions and policy out of the boat, Toyota judiciously and wisely rows toward the dock and are now near anchoring as the world leader. It's time American government does the same, put a leader in charge able to recognize the need for change and is not afraid of approaching policies aimed toward making those changes. Simply to change policies in midstream for the sake of political expediency, as John McCain tends to do, is not wise for America.

I thought I was going to see an ad which contradicts what Obama did and said in the senate and outside the senate (as an organizer)then and his position on those same issues now, but instead I saw an ad saying exactly what Obama did and said before, with no contradictions whatsoever. Well it must be nice to be perfect and get it right the first time, every time. I don't expect either candidate to be perfect. I believe the resolutions to problems change as the problems evolve. I would hope that either candidate has the common sense to see that what may have worked a year ago, or 10 years ago, or even last month, may not be the appropriate solution TODAY. The reason Obama is so scary is because he in effect refuses to take any specific positions, merely hinting at his views, and playing on nuances in wording. This allows people to see what they want to see in his "change." It is the mark of a "confidence (read con) man," and our new crop of journalists irresponsibly lets him get away with it. Most of Obama's career he appears to have sided with the far left. However, the truth is we have no idea what he would try to do, or why. Given that Obama lacks any experience or accomplishments that come close to qualifying him to be President (his greatest strength appears to be reading a teleprompter well), the risk of electing him are far too great for us to assume.

Okay, let's be absolutely clear about one thing - "Welfare Reform" is separate from any bill trying to reform Welfare. You can still be pro-reform, but disagree with a particular bill as its drafted. Obama said in 1996 that he is for Welfare reform ("I don't like the status quo"), but he did not agree with the particular bill that was passed. No contradiction there. He declined to criticize his then-opponent's husband's decision to sign that bill, then said he wouldn't second-guess the signing. What's the contradiction there? This article seems inordinately slanted to me, since it is claiming some form of duplicitous shift in his stance that just doesn't exist. Even examining the rhetoric mentioned in the article itself, it disproves the point trying to be made. That's kind of sad.

This is unbelievable. The ad you are talking about cites the Illinois welfare reform measures that Obama passed in the state senate in the 1990's. How on earth can touting the things he ACTUALLY DID in the 1990's represent an about face from the 1990's? How is saying "this is what I did" a contradiction of what he did?

Obama is changing position on some issues, and I don't agree with all of them. But this notion that every single action fits the same mold, so you can just write the same story over and over again with different details, without actually thinking, is the core problem with all of our media at the moment.

Like on his changing positions on tax cuts. On the war he supported and said we were winning until he switcvhed his position and supported the switched position of the President. Obama never said he was against all welfare reform. In fact he co- sponosored supported an Illinois Welfare reform bill and explained why.

McCain has years of service in government but if he were going to change things he would have done it by now or was he just lying low, waiting to make hios big move. I think the fact that Obama has not been in politics very long is a benefit. I agree, to a point, with Ranger Frank @ 1:48 AM-
I remember vividly when Bill Clinton was running in the primary in '92, he was philosophically all over the place- a liberal in Connecticut, a redneck in West Virginia, a good ol' boy in the Carolinas and Cary Grant in Hollywood. I hated him for it. A friend said that they all do it because 1. they need to get elected before they can do anything, and 2. On a larger scale they are learning to be president of all the people. Same with Obama- When he represented a district as a state senator, his views needed to mirror those of his district. When he became a U.S. Senator he had to mirror the views of his state, or at least the segments of the state that could get him elected. Same with running as a candidate in the primary, he needed to distinguish himself from his opposition. I'm not trying to be antagonistic here, but it seems (to me) that Obama's positions moderated, but the candidate remained the same person, while the opponent continually recreated personnas to go along with her moderating positions. That, for me was the tipping point. Obama the man didn't change, though his positions did. I suspect that over the next eight years President Obama will alter his stance on any number of issues. I think that's an asset. President Bush was criticized for his management of the war in iraq. Instead of listening to the criticism and adjusting his approach, the president dug in his heels and thought he could will his way to victory. I admire a person who can see a problem, try a solution, and if it doesn't work, admit it and try something else. Sounds Sane to me. And, for what it's worth, all you people posting about the flip-flops revealing something lacking in his character, I suggest you sound like President Bush.

There’s a simple test of whether a changed position is reasonable or not:


Criteria 1) They can’t lie about how, when, or why they changed their mind

Criteria 2) There are justifiable reasons for changing their mind


The problem with gun rights and death penalty is that they tend to be absolutes. There’s no “new” information there. Either you believe in them or you don’t and Obama did not until last week, with no explanation. On McCain and drilling for oil, the new information is that gas is now twice what it was in 2005.

Obama's Financing Change
Criteria 1: Fail. He lied about why he changed his position.
Criteria 2: Pass. He had a good reason. He will get more money. Instead of being honest, he gave some answer that noone believed.

Obama on Guns:
Fail & Fail
He lied about when and why he changed his mind, and did not give a reason. Claimed to always support 2nd amendment as an individual right, but is on written record as supporting a BAN on the manufacture, sale, and posession of handguns.

Obama on Death for Child Rapists
Fail & Fail
He lied about when and why he changed his mind, and did not give a reason. Claimed to support state's right to impose death for child rapists, but is actually on written record as opposing death penalty in all cases.

Obama give a great speech on patriotism. As an unabashed patriot that served my country in time of war, as did my Father, my two brothers, and my son I though it was a very moving speech.

Unfortunately, Obama actions & life contradict and refutes his words! So I cannot vote for Obama. However, I cannot vote for McCain that has traded on being an prisoner of war his whole career without ever accomplishing one thing for the betterment of this Nation. Indeed, based on his speeches and record McCain,s intelligence, ability, and temperament seems to be on par or below the current occupant of the WH.

I am not sure this Nation could survive four years of his presidency! I think we will find out if we can survive four years of Obama. In both cases, I think both will accelerate & hasten the demise and eventual down fail of this great Nation. History has shown that Great Nation perish from internal rot and not from outside forces. But he believed (correctly, in my opinion) that there were problems with the federal bill. He felt that Clinton failed in many ways to protect the purpose of welfare. And now, 12 years later, we have Bush extending unemployment benefits (READ: WELFARE) and offering corporate incentives (READ: CORPORATE WELFARE) and the Republicans are asking for more tax cuts (READ: RICH PEOPLE WELFARE). Obama's position hasn't changed. He is glad that welfare to work programs are working. He just wants to ensure that we're doing a better job of retraining workers and creating green-collar jobs.

McCain and Obama have both changed their minds about several things. That might not be a bad thing. Bush and Cheney not only never changed their minds; they rejected the will of the people if it went against them.
Obama's changes have not been significant. I can't think of one issue he has changed his mind on that shakes what he stands for fundamentally.
McCain is less clear. He has gone from a very independent Republican to a very right-wing Republican. My curiosity about both these men is what they will do if elected.
Will McCain return to his maverick ways that garnered admiration from both sides of the table?

This is ridiculous. The ad is talking about welfare reform legislation in Illinois, not the federal legislation Clinton signed into law. Obama opposed the federal legislation in part, and then worked to make a state bill in Illinois that complied with the new federal system, and presumably joined in crafting the bill so that he could avoid or create workarounds for the problems presented by the federal legislation that are detailed in this article. There's nothing two-faced about it, and nothing that suggests Obama wouldn't have preferred a reform of welfare that distributed money more wisely without slashing its budget.

Uh, this isn't a shift. I think it's pretty clear that he opposed the original legislation, and then tried to make something positive out of it because the legislation wasn't going away. Now he's trumpeting the positive thing that he did. How is that a shift?

Here you go again but none of this nasty propaganda is working; You can site the CNN polls all you want but the simple TRUTH is that the RCP poll has Obama ahead in Michigan (HELLO), Montana, Pennsylvania, Ohio and Iowa so far. Nationally Rasmussen has O. ahead +5; Gallup, +4, RCP has O. 48.5 Nationally and McC 42.8. Close but gaining. In contrast to Obama's general consistency (look it up, don't follow the line of propaganda on this site), McCain opposed the Bush tax cut as being skewed toward the richest among us and not fiscally possible in the long run. . .now he wants to keep them forever more. He co-sponsored an immigration bill and now disowns it. He was horrified with the torture of detainees in Guantanamo but now attacks the Supreme Court's decision giving them constitutional rights as "one of the`worst decisions in the history of this country". Who is the "flipper"?? Even THE NEW REPUBLIC and THE AMERICAN CONSERVATIVE are admitting in big terms that (according to the former) disillusioned concervatives, libertarians "have been pushed 'into Obama's arms'". The latter states, "To believe that (a) President McCain will reduce the scope and intrusiveness of federal authority, cut the imperial presidency down to size, and put the government on a pay-ads-you-go basis is to succumb to a great delusion." Last, but certainly not list. . .while the rest of Congress including McCain fell for the Bushy/Cheney line of "the smoking gun" which got into this mess in the first place, a young Illinois senator was telling Chicago protestors:

I KNOW THAT EVEN A SUCCESSFUL WAR AGAINST TRAQ WILL REQUIRE A U.S. OCCUPATION OF UNDETERMINED LENGTH, AT UNDETERMINED COST, WITH UNDETERMINED CONSEQUENCES. I KNOW THAT AN INVASION OF IRAQ WITHOUT A CLEAR RATIONALE AND WITHOUT STRONG INTERNATIONAL SUPPORT WILL ONLY FAN THE FLAMES OF THE MIDDLE EAST AND ENCOURAGE THE WORST, RATHER THAN BEST, IMPULSES OF THE ARAB WORLD, AND STRENGTHEN THE RECRUITMENT ARM OF AL QUEDA, I AM NOT OPPOSED TO ALL WARS. I'M OPPOSED TO DUMB WARS."

It's clear who has the better mind for foreign affairs. McCain has no trouble with us in Iraq for 100 years. I am in a military family. I don't want my son in a "dumb war" that McCain and Clinton supported.

Obama is a horrible, inexperienced and deceitful candidate. He flat out lies about what his stances have been and gets away with it because he changes his stances so often that we don't have any idea what he stands for or what he'll do.

I'm a lifelong Democrat but I love America too much to entrust Obama with my vote. Democrats -- we still have time to nominate HRC at the convention. Let's nominate HRC and get a leader with backbone, and fight -- finally.

I am so disgusted, even still with all the information known. I am abolutely for Hillary. How can so many people just lay down and forget it, doing nothing. Everybody I talk to during the course of the day, and many of these are people I know casually not even politiical-wise, are for Hillary. If Hillary would run using a third unknown party or promote her name as a write in. America needs Hillary. Our country was rocking and wonderful when Bill Clinton was President, well those days are history, long gone, but it now is time for bigger and better things, Hillary. Please listen to your begging supporters Hillary. Please consider running separately. The amazing thing I have found between all of us who are so strongly for Hillary is, we dont care if she would be put in as VP, we want her as President, if we cant give her our vote that way, then we are McCain supporters

Super delegates, it is not too late to do the right thing and back the choice of MORE democrats...Hillary.
I have NEVER been against Welfare reform, though I think there are always adjustments to be made and Bill Clinton agrees... he wanted more protections too.

However Obama is a fraud and a phony and I will be voting McCain if he is the nominee. Obama ran the single ugliest campaign I have ever seen in a primary with his constant race baiting. I think it is hysterical that he now agrees with Cosby and thinks black people should stop blaming "racism" for all their problems. Since he did nothing BUT cry "race" every time he turned around, I really did choke over his lecturing other black people about that subject.

I LIKE that Hillary is honest about who she is even if I do not always agree with her. She is honest, let's nominate her.

At what point does changing your stance on an issue through value and reason become flip flopping? That's what I'd like to know. Obama's perfectly allowed to change tactic or have his opinion persuaded in a different direction, but has he not reached a point of no return? Hasn't his changing and switching now become the moral flatulence of flip flopping? I think so. Further more, what goes on inside the mind behind the words when Obama switches his opinion? It seems to me he's either A.) aware of his presidential shortcoming and has chosen to delete it from his conscience or B.) he's simply forgotten on which side of the fence he stood that supported his road to the white house. So the question is this. Do we want Obama A, or Obama B to lead this country?

Like all people, Obama's sincerity is dubious, but one thing I find hard to support is the claim posted by "J": Obama is a great, inspiring speaker, but one who is never "specific and clear, straightforward, honest, and caring."
May I suggest researching original sources? You'd quickly discover that McCain is the ignorant idealist. For example, the education information each candidate provided on MySpace. Obama offers facts from the senate and figures for the future. They may be impossibly high figures, but they are negoitable and much more "specific" than the vague cliches of McCain's site: "Children deserve an excellent education."

She scares me too after reading the I Report on CNN where a constituant reports other firings she has done during her administration...seems like a pattern "my way or no way" This election is too important to find out she has a bad temper (and Mc Cain also)

I hope all the Obama supporters will heed this warning: IF He wins, and I doubt it. But IF He does, you can bet everything you own, you'll regret that vote. IRAN is "backing" HIM. Why wouldn't they? He'll do what IRAN wants, pull out of IRAQ quick you IRAN & Al-Quiada can go on in there & seize it.They,(IRAN) want to Wipe Israel Off the Earth. Israel is God's Promised Land for the Jews. Obama won't do anything to stop it either. And, if Obama supporters really believe in His tax plan, you're going to be in for a very Rude Awakening IF He get's elected & sworn in. WHO do you think will PAY for the Government Health care? WE WILL.The Man wants to re-write our Constitution! We can't have that! WHO do you think will SUFFER when He taxes the businesses? People need to wake up, that there is an invisible power behind government. Politicians are nothing but puppets working for "men behind the curtain" that is there, but you dont see. He might want to do things for a good cause, but last time a president was with the people , he got killed. So until America wakes up, everything will stay the same.
