Obama's New Health Care Policy for Small Businesses Adopts Clinton Plan

ABC News' Sunlen Miller reports: Speaking before the National Council of La Raza in San Diego, Sen. Barack Obama rolled out a new policy in his healthcare plan: announcing that he will offer a new tax credit for small businesses that offer quality healthcare to their employees.

To note, this is an adoption of a part of Sen. Hillary Clinton's health care plan -- and one that Obama gave Clinton direct credit for during his announcement.

"Today, I'm announcing an aspect to my plan to provide real relief for small business owners who are crushed by rising costs, an idea championed by my friend Hillary Clinton, who's been leading the way in our battle to insure every American," Obama said. "It's a plan that would help more employers provide health benefits for their workers -- instead of making it harder for them, as Senator [John] McCain would do."

On a conference call earlier in the day the Obama campaign danced around the issue of giving credit solely to Clinton for the development of his health care plan.

"Very naturally we looked at other health plans out there and Sen. Clinton was a champion of this issue and it was clearly a very good element to her plan and we're very happy to take it on board," Obama's economic policy director Jason Furman said. "It's also something that several other people have covered -- Dick Durbin, John Kerry -- and so we took a look at a lot of people who proposed this."

Announcing his new policy rollout purposely before the Hispanic community, Obama said that small businesses are the engines of economic prosperity -- especially in Latino communities.

"And under my plan, if you're a small business that wants to provide health care to your employees, we'll give you a tax credit to make it affordable," he said. "My plan won't impose any new burdens on small businesses. Instead, we'll help them not just create new jobs, but good jobs -- jobs with health care; jobs that stay right here in America; the kind of jobs we need in our communities.

Within his remarks, Obama contrasted his health care plan with that of McCain, his likely Republican opponent in the presidential election, and issued a warning to the crowd.

"Under the McCain plan, many Americans could lose the health care that they have -- and pay more in taxes for the health care that they get," he said.

Obama has been working hard to court the Latino vote. Today's speech was the third he has made before Hispanic groups in the last few weeks. Obama told the group that their votes could make a difference in the election.

"The Latino community holds this election in its hands," Obama said. "Some of the closest contests this November are going to be in states like Florida, Colorado, Nevada and New Mexico -- states with large Latino populations. "

Obama's proposed small business tax credit comes six days after Sen. John McCain, R-Ariz., criticized the "pay or play" aspect of Obama's original health care proposal.

Under Obama's original proposal, small businesses that did not hit unspecified revenue thresholds would have to provide a "meaningful contribution" to their employees' health coverage or else contribute a percentage of payroll towards a national plan.

"You have a number of companies that essentially are freeloading off of those that are covered," Obama health care adviser Stuart Altman told ABC News on Monday in reference to the Illinois Democrat's original proposal. "The Obama plan is an attempt to level the playng field. ... Just because you're small doesn't mean you're not profitable."

In an interview with ABC News published on Friday, Rep. Tom Allen, D-Maine, an Obama supporter running for the Senate, objected to what he said was the impact that Obama's original "pay or play" proposal would have on non-exempt small businesses.

"Before you say we're going to have a mandate for an individual or a business, you really have to create the system," Allen said when asked about Obama's original health plan. "I want to create that public plan, and then I believe that most businesses will go in that direction.

"Otherwise," he added, "you're shutting down the smallest businesses, the ones that are on the edge. They might not be the smallest businesses always, but they are the ones most on the edge, and you don't want to do that if you're trying to cover everybody with health care."

Under his new proposal, Obama would provide a refundable credit of up to 50 percent on premiums paid by "small businesses" on behalf of their employees.

The Obama campaign estimates that this tax credit would cost $6 billion.

Despite offering the press an estimate of what its plan would cost, the Obama campaign will not disclose which firms constitute a "small business" for purposes of this tax credit. It also has not revealed what constitutes a "medium-sized business" for purposes of his partial tax credit.

An Obama spokesman says those details will be worked out with Congress.

obama is a FRAUD!!! - He PROVES this daily by his constant Change in policies - if he ever really had any solid plans. The DNC sure picked the WRONG guy - he will never be elected.
It's only July and he is tanking in the polls, many Dems are questioning his judgment - and don't forget the MILLIONS of Hillary supporters that never did trust him - by November only Howard Dean will be on his team.

Interesting, because he did nothing but rip Clinton's plans when they were her plans. Looks like more flip-flopping to me. This time, though, he flopped the right direction. I don't trust him at all, he could flip right back tomorrow if Axelrod told him to.

Interesting. Why did people vote for Obama if he is going to use Hillary's ideas. At least she has the brains to implement them and come up with them on her own. You all should have just voted for Hillary.

Obama goes from affordable health care, to Universal health care for all. Now to buisness tax credit to supply health insurance.

Does this man have any Idea what he wants?
Does he have any Idea what all these different plans stand for?
Does this man always have to take others hard work and ideas and use them as his own.

Obama is a scam artist, a fraud and not anything to believe in. He does not believe in anything himself.

I swear there needs to be a vote in Denver. Its the right for the canidates to allow their delgates to vote for them, if Obama is truly the democratic party's choice he has nothing to worry about. Why is trying to unseat Hillary's delegates like he is doing in Wisconisn. Before Obama starts speaking from now on, he should be made to say I got this idea from such and such that would open people's eyes. I got speaking at a statidum from JFK, I got the idea of speaking at brandenberg from ronald regan, I got my policies from Hillary etc etc.

I'm sorry, but Obama is just your everyday, run-of-the mill, arrogant jerk. All his smooth talk, snappy style and preppy background won't erase the fact that the majority of American people will not vote for him as President. By November 4, voters across this country will have finally gotten his number -- there will be nothing left for them to figure out as why he should be the leader of the free world. Afterall, none of his ideas so far have been his own!

I'm glad Senator Obama displays the good common sense to look at other peoples proposals and adopt ideas that are beneficial to all Americans. That's the way good policy should be determined, unlike the idiot we've had at the helm for the last 7-1/2 yrs. who won't listen to anyone else,s proposals. McCain is worse since he hasn't any proposals to add to, only those adopted from Bush or Phil Gramm.

Clinton's health plan was largely a rehash of the one proposed by John Edwards. So she didn't invent all this stuff either.

Also: Why would someone who supported Hillary vote for McCain, if Obama is borrowing Hillary's proposals? Do you agree with Hillary's ideas or not? Do you want to see them put in place? Why vote for someone who believes in doing the opposite of what she wanted? I guess for some people, spite and holding a grudge trumps logic and reason.

It's not just PUMA who wants Hillary as the nominee. It's Democrats who have any SENSE left.

Obama has proven that he said whatever it took to paint Hillary as a Rebublican Lite - meanwhile she's more progressive than he is! He voted with the Republicans tons of times, on Cheney's energy bill and now FISA. He's a complete fraud and has no experience whatsoever!

We need to run someone who knows what the H they're doing. Clinton can get us out of this mess.

First a phone call to an HRC backer, then a notice to the public that he's considering HRC for VEEP, and now BO is incorporating HRC's health care plan into his own initiative with a positive nod to HRC. Could it be the BO campaign is worried about HRC's supporters not coming home after all? Just asking.

BO has nothing to be worried about regarding lunatic fringe Hillary supporters not backing him. There isn't some 18M strong voter block contrary to what many believe on the internet it seems. Besides Obama is rich and his daughters will be rich(though not as rich as McCain or the Clintons), if Clintonites want to cut their nose off to spite their face and McCain wins, well they you got the President you deserve. And don't expect Hillary to be able to run and come anywhere near winning in four years time.

I hope Hillary does not accept the job of VP from Obama if he ever offers it to her anyway, Hillary is too experienced to play second fiddle to this Charlatan Obama, all Obama would do is steal her ideas and make them his own, which he has so often is doing with his fiery inspiring deceptive speeches of hope and change, which is a fause in my book, he truly does not represent a new kind of politics, just more of the same, he's proving that to me when he flip flops so much on the issues.

I hope the Superdelegates will wake-up at the convention and realize that the DNC put up the wrong candidate to represent this corrupt gender-biased party called the Democratic Party, who threw many of it's members under the bus for this inexperienced candidate to try and beat McCain and take back the White House, this is why the DNC is losing funding in protest and anger for this irresponsible decision Howard Dean and other Democratic leaders made for pushing Obama out there to represent the party.

PUMA and other Pro Hillary Supporters are trying hard to block Obama's official nomination and/or Presidency, because We PUMAs believe that Obama was selected not elected to be our nominee,We also believe that Hillary is only doing what she has to do to keep the gender-biased news media and corrupt DNC from completely destroying her political career, but the majority of Hillary's very loyal supporters are not unifying behind Obama or the party, including not donating to his campaign or the DNC.

We will begin to support the DNC again if and only if Hillary is made the official nominee at the Denver Convention,other than that the DNC does not have our, support, funds, unity, or votes for Obama, meaning Hillary's offical nomination is the only thing that will unify this party, and bring donations back to the DNC.

Hillary and Obama can campaign together as they please, just knock them sleves out if they please, but we will not as an majority positively respond to this so-called deceptive unity marketing ploy> We PUMAS are not fools, gullible, or naive to Obama's games and tricks in order to bammboozle and trick us into donating to his campaign, or unite to vote for on election day if he makes it that far. Obama needs us Hillary supporters and our money to help him win the Presidency, if not he would not be trying so hard to get us behind him, well he's barking up the wrong tree, because if it really came down to it, PUMAS will vote for McCain or Nader over Obama, our voices did not count during the primaries with Obama, So lets just keep it that way, and let Obama's loyalist raise funds and vote for him on their own, without or help, because he's not going to get it from us.
