Kissinger Backs Direct Talks 'Without Conditions' with Iran

ABC News' Rachel Martin Reports: Former U.S.Secretary of State Henry Kissinger today told an audience in Washington, DC that the U.S. should negotiate with Iran "without conditions" and that the next President should begin such negotiations at a high level.

The former Nixon and Ford U.S. Secretary of State early in the year indicated his belief that the U.S. should hold direct talks with Iran when speaking to Bloomberg Television.

Kissinger spoke at a CNN sponsored forum at George Washington University along with other former Secretaries of State Madeleine Albright, James Baker III, Warren Christopher and Colin Powell. The leaders were asked to pinpoint the major challenges the next president will face around the world and to offer advice about how to handle those critical issues. The secretaries named the fight against terrorism, restoring America's reputation abroad , re-building the country's economic power, and global climate change as a top priority.

When asked what specifically should be done to repair America's reputation and standing in the world, Powell, Baker and Albright all immediately said "close Guantanamo," referring to the U.S. detention facility. Powell added, "and I think that's something we all agree on."

While there was little direct talk about the presidential campaign itself, Madeleine Albright reiterated her endorsement of Barak Obama. Jim Baker expressed his support for John McCain. When asked who he is supporting, Colin Powell said he has great respect for both candidates but he's waiting to watch the debates before he makes up his mind.

"It's not really the willingness to talk, it's so far the inability to define what we are trying to accomplish," Kissinger said. "The negotiations DEPEND ON A BALANCE OF INCENTIVES AND PENALTIES. Have we got those right at every point? Not at every point."

I'm glad to see that such a well respected diplomat as Henry Kissinger says that we should use negotiations over force. I beleive he is a man of peace. So is Barack Obama. God help us if McCain becomes President. He is a man of war. It will be ugly.

Well of course, any good president would be happy to talk to their enemies without precondition if the goal is to find ways to achieve peace.

But if the end goal is war, then diplomatic discussions will be ruled out, and war will begin.

Also, now Bush is launching attacks into Pakistan not that Musharaf the Bush/McCain go to guy is gone and the new agreements with Iraq call for a phased troop withdraw, two points Obama made long ago. Seems John McCain and his Parrot Sarah Palin are the ones who are naive.

As a republincan I will hold my note and vote for who at these times will be a better candidate. Look folks we the stock market -500, this is insane. We need to wake up and face reality folks. McCain is clueless when it comes to the economic issues and Palin even worse. The reson McCian is falling behind in the polls is becouse palin is proven to be too controversial and she continues to lie. I am sorry with the economy the way it is MITT would have been a better candidate. Mitt Romney is strong in economics. In the latest CNN survey of several recent national polls, Obama and McCain are locked in a dead heat at 45 percent each with 10 percent who remain undecided with 50 days remaining until Election Day.

“When we average the latest national polls, it is increasingly clear that neither candidate has any serious momentum at the moment,” said CNN Senior Political Researcher Alan Silverleib. “The convention bounces have faded and left us with a dead heat. Even though we are now in the final stretch of this historic marathon campaign for the presidency, the White House is still genuinely up for grabs.”

CNN's latest poll of polls consists of three recent surveys: Newsweek (September 10-11), Gallup (September 12-14), and Diageo/Hotline (September 12-14). It does not have a sampling error.

its funny how mccain keeps demanding that obama say he was right on the surge, and yet he wont sya obama is right on how to leave iraq and actually win teh war...

bush has signed on, iraq has signed on, more and more people are signing on to obamas foreign policy ideas

mccains policy seems to be use surge surge worked....

and then nothing, what gets us out of iraq, bush wouldnt define victory, mccain wont define victory, therfore the surge is still not succesful

My gosh. So many factual errors, it's hard to pick which ones to correct! FIRST, McCain is NOT losing ground; his bounce lasted longer than Obama's! Second, Palin has not lied about anything - every single thing she supposedly "said" has been shown incorrectly attributed to her. Thanks to those who corrected ABC on what Mr. Kissinger actuallyl said. Last, McCain has NEVER demanded Obama admit he was wrong about the surge ... that was O'Reilly. People, please get your facts straight before you vote!

Your hypotheseis is incorrect. The NY Times had articles that just showed what we all alredy know- Palin is DANGEROUSLY UNPREPARED and UNQUALIFIED for the national stage. It's not bias, it's not "sexism" (as the GOP wants to you to think), it's the truth. Palin proved it herself.

To what "polls" do you refer.The ones that show the MAJORITY of Americans feel Palin's "credentials" are not good enough to be VP? That she is not prepared? That's what today's polls of American voters showed. Guess they shouldn't have let her speak without a rehersed speech in front of her.

If you enjoy real political comedy, watch the early morning FOX talking heads. They are so desperate to justify their weak candidates - it's really funny. Don't eat first though. It's hard to stomach much of it.

Today, while all the other stations were reporting news about the hurricane, FOX spent 30 minutes trying to explain how Palin "really understood the Bush Doctrine". Then they slammed the NY Times because the Times had a great article that actually showed what Palin's governing style has been like...aka Female Cheney.

These are not "slams". We know absolutely nothing about Gov Palin except for the BS platitudes SHOVELED out at the GOP convention. Sure, she can read a sarcastic speech. But that's ALL she's done since being nominated.

Americans have a right to know a candidates knowledge and credibility without the waving American flag behind them.

It's so amusing that the economic policies and international positions Obama has been promoting are now are being accepted by the top experts in America.

The Republicans are out of touch and have no idea how to solve any of our problems.

When KARL ROVE even says that McCain and Palin have been LYING it speaks volumes about them. So much for straight talk and integrity.

It's sad though. McCain WAS kind of "maverick" 8-10 years ago. Though I disagreed with him alot, I really think he voted on what he thought was best.

But now he caved in. The "Maverick" sold out his honesty and his integrity to try and get elected. He put his PARTY FIRST when he chose Palin. He put his country at risk by trying to put her a heartbeat away from the Oval Office.

Once upon a time, the anti-war political left considered Kissinger as their nemesis.
Many were clamoring to charge him with a number of war crimes, such as his involvement in the brutal East Timor invasion. Kissinger was responsible for backing Gen. Suharto, Indonesia's military dictator, with U.S. arms to annex East Timor, which resulted in the massacre of 102,800 people.
Today, because Kissinger most recent opinion seems to align with Obama's, the sudden change from condemnation to adulation is indeed noteworthy.

The ONLY source that claimed Iraq had WMD's was ONE UNSUBSTANTIATED confession from a prisoner that had been tortued in an Egyptian prison for two years!

That's the ONLY "intellegence" they had when they went to the United Nations. Powell was never told that the source of intellegence had never been verified.

The war was just a fulfillment of Cheney and Bush's agenda that they well before 9-11 ever happened.

Forgive me for being a dumb ass but I suspect we are talking about the same Kissinger who helped to engineer the VietNam war to a failure.This person received a Nobel Peace Prize and accepted it with pride while on the other hand,the Prime Minnister of the North Viet Nam Communist has declined to accept the same Nobel Peace Prize. After the Tet offensive of 1968, this very same person sat down with the North Vietnamese Communist for some diplomat solution to end the war. If I am not mistaken, the peace talk took place in Paris for about 5 years and a resolution was finally drawn in 1973 wihout the agreement of the South Vietnamese goverment. Million Cambodians died from the Polpot Khmer Rouge as the result of the Domino- effect after the fail of the South Vietnamese goverment in 1975. It took 5 whole years for the North Vietnamese Communist to strenghthen their military force while the peace talk was conducted in Paris and as a result the fail of Vietnam in 1975. Talk all you want but history will repeat istself if the same mistake is made.

Palin and McCain are being called out by the media to explain the lies and incredibly misleading "credentials" of Gov Palin.

McCain even got busted lying on national TV by women on "The View". I mean, if a guy can't get his facts straight on that show...keep him away from the White House!

Over-hyped, fasly represented celebrities can jump into the limelight quickly. And they can CRASH BACK TO EARTH even faster.

People disposed to vote Republican will still vote Republican (Why anyone who works for a living would, I'll never understand. It's like shooting yourself in the head)

But those who are undecided are seeing through McCain and Palin's flag waving distractions. Now that the truth about Palin and McCain is coming out, McCain looks worse and worse for allowing himself be forced to pick her. She WAS NEVER VETTED.

McCain wanted Liberman and was told no. Who is actually running the Republican party anyway? The "Maverick" can't even pick his own running mate. No doubt he'll stand up to those 100+ lobbyists on his staff. They'll never expect anything right?

Iraqi Foreign Minister Hoshyar Zebari has apparently revealed that the centerpiece of Barack Obama's conversation with Iraqi leaders in July was his hope of delaying the draw-down of American military forces in Iraq. Zebari's recounts that Obama "asked why we were not prepared to delay an agreement until after the US elections and the formation of a new administration in Washington." Obama also reportedly insisted that Congress steer negotiations on the time-table of troops withdrawal, rather than the Bush administration, which he described as being in a "state of weakness and political confusion."


Obama's campaign has denied these accounts of his visit to Iraq. Such a private request for delayed troop reductions would run counter to Obama's public statements on Iraq, in which he calls for an immediate withdrawal. Further, an attempt to subvert the executive branch would be contrary to established U.S. foreign policy.


If Zebari's statements are discovered to be true, Obama would be guilty of the most unadulterated political profiteering and moral corruption in modern history. To seek electoral gain on the deception of a nation at war and the blood of American soldiers is nothing less than treasonous villainy - for which the offender ought to be tarred and feathered before being expelled from the country.

I felt the exact same way. But the more I've read about the events leading up to the Iraq War, the more I've come back to respecting Powell again.

Powell actually told Bush NOT to go to war. He was completly against it. He knew how volitile the region was considering the ethnic diversity. He told Bush, "It's like a piece of fine china. Once you beak it, you can't put it back together." CHENEY and RUMSFELD told Powell NOT to talk to the President anymore.

Powell was never told that the "facts" he gave to the United Nations and the American public were unsubstatiated and pure conjecture. He did not find this out until after he gave his presentation. He had assumed the intellegence had been verified.

So I do not blame Powell for backing up his country. He's a soldier, that's what he does. But he was played by the Cheney/Rumsfeld administration. And he quit soon after.

Just a thought.

Obama was right about the surge too.

You see, in parallel with the surge, US diplomats started talking with the Iranians over boarder control. That is what curbed the flow of artillery by smugglers.

The surge did nothing. If the Iran’s stop cooperating on boarder control, we will be back to square one.

ABC is dead on the money. When you say somebody should hold talks, it implicitly means "without preconditions."

The only way talks can be held with pre-conditions, is when politicians, such as Condi Rice, say that "Iran must first freeze its nuclear development program, etc., then that means that we're waiting for pre-conditions.

Or when Hamas says that Israel must first free 1000 political prisoners, etc., before they will lay down their arms, that also means pre-conditions.

But when somebody says that so-and-so should talk, no ifs, buts, or whatever, then that implies that there should be no pre-conditions.

But since you're bringing it up in your post, here's a report from Newsweek (yeah, the liberals' darling pro-Obama magazine) of 8/23/08 about the surge.
Once in a blue moon they have the decency to produce a fair and balanced article like the following:

"...We'll talk about Al Qaeda in Iraq. They've lost Anbar province and Baghdad. They're vacated the Sunni Triangle. Virtually the entire Sunni Arab population has turned against them, and now not a single Sunni imam, politician or tribal leader of note inside the country supports them...."

That article you quote is not the source of the "without conditions" quote from Kissinger. That link is referring to an earlier statement by Kissinger, while the "without conditions" was reported by ABC News' Rachel Martin as being spoken by Kissinger during the forum at GWU. Your point that ABC news just made this up is unfounded.

I'd further note that Kissinger's earlier statement that you quote does not necessarily demand pre-conditions either; I read it as speaking to what should be sought during negotiations, not what should be sorted out before even beginning to talk with Iran.

Kissinger is playing hide-and-seek. We already made a back-door deal to not invade Iran. They stop sending suicide bombers and IED's into Iraq to kill our soldiers --- McCain gets to declare the "surge" a success.

What a farce. Did 30,000 troops stop the violence in Vietnam?

The Bush administration stops Israel from attacking Iran by encouraging Georgia to go after South Ossetia. Russia occupies the airbases in Georgia where the Israeli air force practiced. Then the Russian fleet moves to the Mediterranean and the Syrian port of Tartus.

Iran lowers the price of oil and voila - no embargo of Iran, no blockade and no new sanctions by the G8. The deal's already been done.

Iran moves missiles to Syria, Lebanon, and Gaza tied together with satellite and underground cable communication. The Bush administration sells out Israel as the net of high-tech weapons surrounding Israel turns into a noose --- of 100,000 missiles.

With a wink at Russia, the administration gives the go-ahead for Russia to finish Iran's nuclear reactor. If exaggerating the new "Cold War" threat by provoking Russia with anti-missile missiles in Poland doesn't do the trick for electing McCain then at least Obama will be tied up enough with foreign policy to not make any early domestic regulatory reforms.
