Unclear If Palin Subscribes to Bush Doctrine

ABC News' Teddy Davis and Rigel Anderson report: Republican vice presidential candidate Sarah Palin supports using U.S. military force when a strike is "imminent" against the American people, but in an interview with ABC News, she stopped short of saying whether she supports "anticipatory self-defense," leaving open the question of whether she subscribes to the Bush Doctrine.
"Charlie, if there is legitimate and enough intelligence that tells us that a strike is imminent against American people, we have every right to defend our country," Palin told ABC News' Charles Gibson. "In fact, the president has the obligation, the duty to defend, and that's what a McCain-Palin administration would do."
President Bush's September 2002 "National Security Strategy of the United States" declares that the U.S. "must adapt the concept of imminent threat to the capabilities and objectives of today's adversaries."
The security strategy reads: "The greater the threat, the greater is the risk of inaction -- and the more compelling the case for taking anticipatory action to defend ourselves, even if uncertainty remains as to the time and place of the enemy’s attack."
Asked if Palin's bar for the use of force is higher than the one contained in the Bush Doctrine, the McCain-Palin campaign said that it was a highly conceptual question that Sen. John McCain, R-Ariz., himself may have never answered, and that it was going to let Palin's interview with Gibson stand on its own.
The McCain campaign also explained Palin's unclear stance on the Bush Doctrine by telling ABCNews.com that Gibson's question was asked in the abstract and not in the context of an Iraq war, which the Republican presidential nominee has consistently supported.
McCain not only voted to authorize the use of force in Iraq, but reaffirmed in an interview earlier this year that he thinks the U.S. invasion of Iraq was not a mistake.
"The war, 'the invasion,' was not a mistake. The handling of the war was a terrible mistake," McCain told the late Tim Russert of NBC News in January.
Palin discussed her views, on the Bush Doctrine and the use of force, with Gibson during her first televised interview since being named as McCain's running mate.
The discussion of "anticipatory self-defense" began with Gibson asking, "Do you agree with the Bush Doctrine?"
"In what respect, Charlie?" asked Palin.
Gibson explained that he was asking if she agrees with Bush that the United States has "the right to a pre-emptive strike against any other country that we think is going to attack us."
The Alaska governor did not directly answer the question.
"I agree that a president's job, when they swear-in their oath to uphold our Constitution, their top priority is to defend the United States of America," said Palin. "I know that John McCain will do that and I, as his vice president ... we are blessed with that vote of the American people and are elected to serve and are sworn-in on Jan. 20, that will be our top priority ... to defend the American people."
Gibson reposed the question, asking, "Do we have a right to anticipatory self-defense? Do we have a right to make a pre-emptive strike against another country if we feel that country might strike us?"
Palin once again avoided directly answering the question.
Instead of answering whether she agreed with Bush on whether the U.S. has a right to "anticipatory self-defense," she simply stated her support for the traditional concept of using military force to combat an "imminent threat."
While calling for the U.S. to revise its policy on the use of force, the September 2002 National Security Strategy of the United States describes an imminent threat as "most often a visible mobilization of armies, navies, and air forces preparing to attack."
In her interview with ABC News, Palin was initially unsure of what Gibson was referring to when he asked about the Bush Doctrine. The McCain campaign says that this is because the Bush Doctrine has been used to refer to multiple concepts beyond anticipatory self-defense, including "are you with us or are you against us," and the concept that the United States will hold a nation-state that harbors terrorists, responsible. Before Gibson explained that he was referring to anticipatory self-defense, Palin suggested that she thought it referred to the president's commitment to ridding the world of Islamic extremism.

This article doesn't fully explain the situation. Palin had no idea what the Bush Doctrine is.
Gibson's asking her if she agrees does not demand nuance. She had a "moose in the headlights look." He literally had to define the doctrine for her.
It takes more than snark and staring across the ocean to Russia to actually be qualified to lead the country.

I don't disagree that Palin did not understand the term. But who actually does? Look it up in Wikipedia. The term "Bush Doctrine" is a broad term that has had several meanings in the past 8 years. It is reasonable that it would take a few seconds for Gibson to clarify exactly what it was that he was asking.
David Gergen on CNN even said that most journalists wouldn't know what the term meant.

I thought Palin was being coached by Bush's advisers, like Steve Biegun, who served as a former staff member of Bush's National Security Council.
Shouldn't they have explained this to her? But maybe they assumed that as a Republican she already knew?

How can ABC not know how to summarize this moment of its own interview. Clearly the term "Bush doctrine" was wholly new to her. He asked her multiple times, even asking her at one point what she understood it to mean. Her response? His "world view."
It was only after Gibson defined the doctrine for her that she gave the wishy washy answer. Unbelievable that ABC isn't reporting this aspect of the only interview they're allowing her to do.

After her comments about the Iraq War being the work of God, it is further proof that this woman is a liar. More than that, she is a know-nothing who needs a lot more prepping before she can be let loose on her own. Apparently she is like George W. Bush who takes his orders directly from God. Scary Sarah is truly unprepared and unqualified. She all set to start WWIII - if God tells her its the right thing to do. Actually, Sarah Palin was correct to ask Charlie Gibson, "what aspect of it?" in regards to the Bush Doctrine.
According to Wikipedia:
The Bush Doctrine is a phrase used to describe various related foreign policy principles of United States president George W. Bush, enunciated in the wake of the September 11, 2001 attacks. I have respected Charlie Gibson for many years as a journalist, but I must say I am disappointed in how he interviewed Sarah Palin. It was like he was deliberately showing favoritism to Barack Obama. I haven't heard him ask these kinds of questions to Obama. I doubt many people knew what he was saying when he asked about the Bush Doctrine! Was he talking about all of Bush's policies? He did not clarify what he was asking until he deliberately tried to make her look stupid, which she is not. I watched the whole interview,not just the snippets. I have been a Democrat for many years. I actually was supporting Hillary for President. However, since Obama does not present a solid clear plan for anything other than "change" I cannot support him. Of course this country wants change after George W Bush. But unless I know a solid defined plan, give me credit for my intelligence Obama; I will not support him. Sarah Palin handled herself well and very articulately. I listen to Obama and he does speak well, but he doesn't actually articulate what he stands for. As for you, did you know what the Bush Doctrine was? Or did you like me figure it was all of Bush's policies? Good job Sarah, I am glad John McCain picked you!

I'm sorry to disappoint you, but even here in backwoods Oklahoma we knew what Charlie meant about the Bush doctrine. It means that it's ok to do a pre-emptive strike. It was a HUGE change in our entire history of foreign policy. It should be something all Americans have thought about because it's our kids that have to go to fight those pre-emptive wars. To sum up: Afghanistan- classical enemy that struck us first and deserved to be obliterated. Japan, Germany, etc- classical enemies that attacked us first. Iraq- whole new ballgame. But our "watchdog of the people"- the media- prefers lipstick and dead starlets to boring old foreign policy discussions. And we the people will keep doing the same thing over and over and getting results until we decide we've had ENOUGH.

I find it completely beyond comprehension how people can see anything other than the fact that Sarah Palin didn't have any idea of what she was talking about. Especially about the Israel questions. Her answer was the same every time. No wonder she wsa kept sequestered from the press. She doesn't have all of her answers memorized. They only prepped her on one answer about Israel. This is crazy. I am so disappointed in McCain picking a running mate like this. I truly respect him but at his age his chances of living through his term are what? One in three? I'm not willing to take that chance. Actually, there is a Bush Doctrine. It's not made up. There was a Clinton Doctrine, a Reagan Doctrine, a Ford Doctrine, etc. etc. etc. I think it goes all the way back to FDR if you want to look it up.
The "Doctrine" is a pithy collection of a president's overall positions regarding foreign policy. It's not a new term, and certainly not one made up by the media. It's used by pundits and politicians as shorthand for a president's general policy stance.
Political jargon? Yes. But if you're running for VP, it's something you should at least be aware of. And Palin's response definitely indicated that she wasn't aware. Pretty bad when it's a central tenet of your own party's policy platform. . .

It was pretty obvious Palin wasn't clear about what the Bush Doctrine is
but does Charlie? Most foreign policy wonks agree with a preemptive strike where there's imminent threat but the biggest criticism of the Bush Doctrine is that it's preventive rather then preemptive. I don't think McCain has even given a clear answer on the Bush Doctrine to date. While she may not exactly know what the Doctrine was in this circumstance what was clear is that she's quick and sharp. You can guarantee she probably knows it better then anyone within the next couple days and probably will even know (if she doesn't know already) about the Carter Doctrine. Obama has minimal experience in foreign policy since he squandered the one opportunity he's had to get it in the US Senate because he decided to run for President. What Obama does have, in fact his primary experience for President, is almost two years of campaigning for President and answering question after question on issues like the one's presented to Palin today. His campaigning for President has actually made him more Presidential because he certainly didn't into it with much behind him. Actually, on the Bush Doctrine question people should be happy she stuck to preemptive rather the Bush's preventive strikes.

McCain and his handlers have destroyed the party to profit off of war and the wall st./banking ponzi schemes while the taxpayers who are laid off or downsized get to foot the bill. I am sick of the GOP. And beyond disgusted with the assistance in which the democrats gave Bush in acquiescing in EVERY SINGLE THING Bush wanted to destroy our military, our economy, our constitution, and our respect in the eyes of the world. Bush, Cheney, Pelosi, Reid, are ALL responsible. And McCain and Obama want to continue to lead this train wreck. McCain into Iran. Obama back into Afghanistan/Pakistan AND Iran. While we bailout the criminals on Wall St. by privatizing and protecting their profits and socalizing there losses on us the taxpayers. And this is supposed to be a "free market" AND a republic. Forget it. China is our banker, all we produce is debt, while we consume cheap goods and services while destroying the middle class and weakening our job market and national security with lawbreaking non-citizens. Who at best drag down our economy, and at worst bankrupt our social services/health care system while not even bothering to assimulate themselves to learn enough to speak the language or even become lawful citizens. We are on the same path that brought down Russia and is bringing Europe and Ireland to it's knees economically. And our representatives do... NOTHING!!! Why don't you floks vot them out while you still have taht luxury. Or better yet RUN against them. At least YOU care about your well being and that of your communities. Cause god knows these fools don't give a rats about your or your children's future. (With a 9 TRILLION dollar debt!) Folks, it's time to wake up. While there is still a country left to save.

I thought Sarah Palin did great with ALL those tough questions that Charlie should had asked of Barrack Obama! Geez, give the VP the hard line questions, would you. Barrack hasn't answered any of these questions. By the way, did you see Obama's little act tonight. He never answered the questions directly. Palin did answer her questions directly. She's has more grit than Obama. She wasn't about to bash President Bush. She told him the same thing Bush believes in. She answered the questions truthfully. She will protect the constitution more so than Barrack. He's on the TOP of the ticket but they are running against her. Too funny. Charlie was like an angry professor who was not about to accept his student into the group. Why do men always treat women so badly when they know the woman is smart. He look so bitter while he was trying to trick her. He just made the country more divided. He was not acting professional. He took part of her wording out when she remarked about we can be successful at war when you stay with God's plan and not to be on God's side. He twisted that. They just do so hate the importance of God because if God is accepted, then comes morality and they cannot have that or there would be no special groups or victims for the liberals to parade out and use for their power. She did great standing up to this rude interviewer. I don't know why people think he's so great. He's so out of touch and bias. Many of us could see him trying to belittle her because she's a conservative woman. The liberal media is causing so much hatred throughout the country. Free press, you want, but not the press to use it's power as a platform to set policies for the country. Palin, did great. Charlie, very disappointed in seeing your rude side and bias.

Even my sister, who's taking AP US History in high school, knows what the Bush doctrine is. It's expected of someone who's running for the Second Highest Office in the Land to know what the Bush doctrine is, and not have a reporter hand-feed the definition.
She basically danced around all the questions, because she doesn't have a political ideology in international relations. She's basically recycling McCain's own lines.
Charlie Gibson should've asked Palin "Do you know what exactly your son will be fighting for in Iraq?" That would've stumped her completely, lest she says some irrelevant line about "protecting America."

Waah Actually there was no Clinton Doctrine. Clinton chose to go with experience vs. doctrine and felt that deeds mattered more then words and despite pressure to have one rebuffed it. The conservatives felt this showed weakness and indecision on his part and George W felt CLinton not developing a foreign policy framework helped squander US influence. Bush towards the end of his Presidency has even been moving more away from his own doctrine in a manner more similar to Clinton's approach in that it's more multilateral and tailoring solutions to specific challenges. This no doubt has to do with the fact that his doctrine worked out oh so well.

I have been a Republican all of my life. My parents would roll over in their graves if they even thought I was thinking about voting for a Democrat. I was in love with the thought a Republican woman was chosen as VP nominee. I started having doubts when she was never allowed to give a TV interview. All the speculations going on would have been answered with an interview and possibly stopped all of it. All I heard from the McCain side was how the media were cutting her down. Now, I see why. She has no clue. She has inkling about any foreign policy whatsoever. It's apparent in her interview. Watch her lips. She was even mad at times. I suppose it was because she didn't know the answer because nobody had told her what to do if the question was asked differently and more indepth. I hate to say it but Obama has just gotten my vote. I am so disheartened by her. They better do a major cram before the VP debates. Otherwise, she is going to get creamed.

-Universal health care.
-Not just acknowledge that global warming exists but take action to reduce it through alternative energy sources, hybrid cars, etc.
-Create green collar jobs.
-Invest in our infrastructure, also creating jobs.
-End the war in Iraq. Focus on Afghanistan.
-Restore our position on the world stage.
-Truly invest in education so we can compete with China. Increase teacher pay, merit pay.
-Will separate out the social security fund so those funds are not used to balance the federal budget, as is currently the case.
-Restore sanity to Wall Street by bringing back oversight.
-Tax cuts for all, except for those making over $603,403 a year.
-End tax benefits to companies who ship jobs overseas.
-End the corporate tax loopholes.
-Shut down Guantanamo Bay.
-Finally pass a bill to create equal pay for equal work.
-Raise the minimum wage, indexing it to the inflation rate.
-Diplomacy vs. saber-rattling.
-Secure loose nuclear materials.
-End the practice of lobbyists writing our laws.
-And on those awful earmarks, disclose the name of legislators who ask for earmarks and require a written justification within 72 hours before they will be approved by the Senate.
-end subsidies to oil and gas companies who have had record profits.
-windfall profits tax on oil companies with a $1000 energy rebate to taxpayers. Which is the same thing Palin has done in Alaska. Alaskans normally get a yearly check for $2000 but this year it will be $3200 because of the windfall profits tax she imposed on oil companies in her state.
I could go on but you can go to Obama's web site. It's all there. McCain's web site doesn't even address the issue of social security.

She is so dumb! She didn't even know the doctrine of the other dummy, GWB. How can she lead? She has been a governor for less than 2 years with a State that has a total of a little over 600,000 people!
She was voted in with 113,000 votes! How in the hell can you be a leader? Barack Obama has dealt with more people in one City (Chicago over 5 million) than this woman has with her entire State!

MikeMike Obama has 300 foreign policy advisors so I think McCain can round up a couple hundred for her. Also, most of Obama's actual experience around foreign policy has come from answering questions continually on foreign policy on the campaign trail. Just recently Obama screwed up and didn't seem to even know the Russian's had veto power in the UN when Obama recommended such in the Georgia/Russia situation. This was her first interview what was his excuse?
