Clinton Says New Afghanistan-Pakistan Plan Depends on Diplomacy

ABC News' Kirit Radia reports: ABC News has obtained an internal message from Secretary of State Hillary Clinton to State Department and U.S. Agency for International Development (USAID) personnel worldwide, in which she said diplomacy will be the key to success of the Obama administration's new Afghanistan-Pakistan plan.
In the cable to diplomats and employees late Friday after the administration rolled out its new plan for the troubled region, Clinton wrote:
"As the president made clear, meeting our core goal requires that we use all elements of our national power -- diplomatic, development, military, economic and informational. That's why I am writing you today. Because whether this strategy succeeds or not depends in large part on all of us at the Department of State and USAID."
More than the additional military trainers President Obama announced Friday, Clinton said diplomatic efforts will determine whether or not the plan succeeds.
"The major shift in this strategy is to emphasize our diplomatic and civilian efforts to achieve our objectives in Afghanistan and Pakistan. Over three-quarters of the specific recommendations outlined in the strategic review are the responsibility of the State Department or USAID. That means more civilian expertise working on the ground; it means pursuing greater regional diplomacy; and it means sustained high-level attention and focus in Washington," she wrote.
Clinton also said she'll make an appeal for allies and neighbors to assist in the effort when she attends the international Afghanistan conference on Tuesday at The Hague.
"We will be asking all countries who have a stake in the future of this critical region to do their part," she wrote.
"Given the nature of the challenge we face, it is appropriate that our responsibilities are greater than before. The expectations are high; but we can meet them. In the weeks and months ahead, I ask for all of your ideas, talent, creativity, hard work and sacrifice to help make this new strategy succeed. The ability of the Afghan and Pakistani people to build peaceful and prosperous lives -- and the future national security of the United States -- requires nothing less," she concluded.
Clinton said the redoubled effort will require stricter oversight of the increased foreign aid it calls for.
"This new strategy makes clear that we must implement significant changes in the management, resources, and focus of our foreign assistance," she wrote.
"Implementing our strategy will be among the highest priorities for me and my leadership team," Clinton wrote.
She said the special representative for Afghanistan and Pakistan, Richard Holbrooke, will be the point-man for "all our civilian activities in this effort."

Smaller first -- USAID and all humanitarian NGOs have no access or survivability to "develop" where they need to - in the NW frontier of Pakistan - Waziristan and the ever increasingly Talibanist neighboring provinces. They would have little access or survivability in Afghanistan without US and other NATO military.
The State Dept - oh the brave ones who protested serving hard duty in Iraq - in the Green Zone!!
If success in AfPak really DEPENDS on the good graces of Iran and other regional partners and we have few carrots and sticks to offer, what hope does that really represent?
What exactly are we THEN willing to GIVE up to the "regional partners" that is against our national interest?!!

Tougher on Al Qaeda. Hah!
Regional diplomacy - Iran, Russia, China - for "people to build peaceful and prosperous lives" Hah!
I wish Obama and Clinton every possible success in solving this dilemma - but McCain and Bush wrong, Obama / Hillary right, hah - ask a soldier.

Obama's foreign policies often do not change from Bush's because the hands they are dealt are essentially the same. The major differences will be in Obama's newbie poker face compared to Bush, who often wore his intentions on his sleeve. I've been critical of Obama but at least he knows how to feign confidence in the diplomacy game and hold the cards closer to his chest even though it's basically the same hand that Bush had to play.

Then why is Obama sending 21,000 troops if Diplomacy is all that's needed? More troops will just complicate the "Diplomatic Surge" with the "moderate" Taliban.

What I fail to understand is how they they've convinced themselves that they can somehow 'democratize' foreign soil; how can they expect any government to last if it's imposed, under pain of death, by those who are still perceived, largely, in that region as 'infidels'.
This 'war' isn't about denying 'safe havens' to terrorists, as the real 'safe havens' these days are nations we're either 'allied' with or we dare not invade. It seems to me this war has come down to convincing muslims that they shouldn't mix their religon with their politics, and that we (Americans) have a better solution. Here have some freakin' prozac, some cable TV news, oh, and don't forget your corporate puppeteer.
Has it never occured to them that these people might not want what we're selling? That, maybe, we have no right to force them to buy it, that, though Obama intends to deploy 70,000 American Families to that area, to subordinate their needs, their wishes, their constitutional rights, and their very lives to a wasteland 7000 miles away filled with angry, simple, folk, who resent the hell out of us for what we're doing, without so much as obtaining the formal declaration of war that would give them the constitutional authority to do so, makes us look like hypocrites and makes Obama look a liar. Way to go, champ- you're winning hearts and minds now.
I really hoped for a lot more from him and I am so disappointed, so much for diplomacy, so much for 'Yes We Can', so much for putting us first. I can't believe I bought into all that BS.

How about humanitarian aid to the US. We are broke and going further into debt. People are losing jobs and their homes. NO MORE giving humanitarian aid to every country, it is OUR money and we need it now.
