'We're Going to Work on Smacking the Sh-t Out of This Issue'

It was September of 2005 and the Bush administration, already reeling from the fallout of its response to Hurricane Katrina, was worried about something else, environmentalists who blamed the powerful destruction of Katrina and Rita on GLOBAL WARMING.

So as popular Max Mayfield, the director of the National Hurricane Center prepared to testify before Congress, some Republican staffers on the hill and administration officials worked on a plan to soften the blame Global warming would get for the powerful storms. According to a 32 page report by Rep. Henry Waxman's committee on oversight and government reform, Tom Jones working for Republican Senator Ted Stevens' Commerce Committee sent Noel Turner in NOAA's office of legislative affairs the following E-MAIL.

"We're going to work on smacking the sh-t out of this issue. At the hearing on the 14th we're going to ask Max Mayfield about it. I'd love to have an answer from him that doesn't contain any long words or flavor of equivocation. Something like, 'MR. CHAIRMAN THE INDIVIDUALS WHO ARE IMPLYING THAT KATRINA HAS SOMETHING TO DO WITH GLOBAL WARMING ARE JUST PLAIN WRONG. They don't understand the science and they're shamelessly trying to make hay out of a national tragedy.'"

Noel Turner then e-mails John Sokich of NOAA:

"Talked to Tom Jones a bit today, and have additional insight into what he is looking for ... while I don't think the verbage is quite right, he is looking for something along the lines of 'Mr. Chairman, the individuals who are implying that katrina has something to do with global warming are just plain wrong' ... I would not say that, verbatim, would be appropriate for VADM Lautenbacher, Undersecretary of Commerce for Oceans and Atmosphere or Max, as it just doesn't sound like something they'd say, BUT if we can get them something close and quotable that would be good ... I THINK THE NUMBER ONE PRIORITY WITH THIS HEARING IS MAKING FEMA LOOK BAD. NUMBER TWO could be KILLING THE CLIMATE CHANGE AND HURRICANES ISSUE."

According to the WAXMAN REPORT, MAX MAYFIELD's written testimony included the statement: "The increased activity since 1995 is DUE TO NATURAL FLUCTUATIONS/CYCLES of hurricane activity driven by the Atlantic Ocean itself along with the atmosphere above it and NOT ENHANCED SUBSTANTIALLY BY GLOBAL WARMING." A few days later at a house hearing the report says Mayfield's talking points included the following: "THOSE WHO WOULD LINK HURRICANE KATRINA to GLOBAL WARMING JUST DON'T UNDERSTAND THE SCIENCE ..."

The Report, 16 months in the making, is called "POLITICAL INTERFERENCE WITH CLIMATE CHANGE SCIENCE UNDER THE BUSH ADMINISTRATION" and was a joint effort by the full committee. HOWEVER, REPUBLICANS, NOT HAPPY WITH THE FINAL VERSION, ARE EXPECTED TO RELEASE A MINORITY REPORT LATER IN THE DAY.

I truly hope this does not suprise anyone. This administration censored (an ugly word, don't you thin?) any scientific statement which was contrary to their goals or the business community. It once again proves that Bush and cronies could not care less about the American people or the future of this nation.

What "minority report" is possible. Based on the content of the emails it seems virtually certain the report as issued is correct. The only thing the "minority" can do at this point is damage control.

Partisan politics meets science and guess what science looses. What is surprising is that the left will waste time beating a dead horse just to try to discredit an American President. Does the rest of the world need another reason to look down on our leaders? Is it wise to look weak and divided when we have an enemy who is eager to destroy us? Whose side is the media on? Why do they think that publishing this kind of nonsense (emails and innuendo,) good journalism?

Since when does any science support the claim that global warming causes intense hurricanes? For the last two years, hurricanes were fewer than the number and intensity predicted. The media should be pressing these environmental groups who make these fantastic claims. Just because they say it doesn't make it true.

Jerryemt2001 - It is a very basic scientific fact that hurricanes are stronger when the water is warmer. That's where they get their energy. There are many factors that cause year-to-year differences in hurricanes, but warm up the climate (and therefore the oceans) and you WILL get more intense hurricanes, on average. Also, last year was a very active hurricane season, just not so much in the Atlantic Basin. The Indian Ocean was hit hard.

whether you beleive that global warning is the cause of more intense hurricans or not, the caps are melting, the oceans are rising, the climate is changing and rapidly. Whatever casues you might want point at, there is one thing that can be controlled, CO2 emmisions. They are bad. they should be reduced and eliminated wherever possible. Despite all of the billions allegedly put into alternative fuels the oil companies and car companies have come up with next to nada, while individuals have come up with high performance cars that run on vegetable oil, electricity, solar power and compressed air. Our government is not interested in improving environmental quality and big business likes it that way.

George Bush is a criminal and should be impeached. What he's doing is going to go down in the annals of history as one of the worst crimes committed on this planet. He should be held directly responsible for the deaths his position will cause. Richard Nixon was a saint compared to this president.

Folks, the scarry thing here is that this president, based upon observation of past performance, will have no qualms about declaring marshall law and suspending all constitutional liberties and rights. I can't believe that I am the only one concerned about this. Can you say Pakistan, anyone?

This is far from the Pelican Brief as a conspiracy theory but one would think that it closely parallels the script with this Administration's use of "executive privilege" and the need to enlist "candid private conversations" with US energy companies (officials from Exxon Mobil Corp., Conoco, Shell Oil Co. and BP America Inc.)dictating policy.
When you put it all together: Bush Sr.'s cronies from the first go-round, Cheney's previous job as the chief executive of Halliburton (the world’s largest oil-and-gas-services company.), and now the censor of scientific data my non-scientists. It makes you really wonder not IF there is another another party involved but WHO they are. A bigger expose would be bringing those individuals to light who are manipulating the democratic process by pulling the strings of the current administration. It may not make for as good a movie as the murder of officials from the DOJ but perhaps with some leg work John Grisham can team up with Woodward and Bernstein for a good piece of non-fiction.

I can see why you might lose sleep over this, but it is not a likely scenario. GeeDub would have to have (ie, invent) a plausible excuse to declare a "state of national emergency" in order to pull this off, and it is unlikely that even he would be willing to do what that would take. Without that even he would end up being censured.

However, if you really WANT to lose sleep, spend some time researching the 470 separate federal laws (that's right, 470!) that become active in declared state of national emergency. To quote from the Introduction to 1973's War Powers Act:

"These proclamations give force to 470 provisions of Federal law. These hundreds of statutes delegate to the President extraordinary powers, ordinarily exercised by the Congress, which affect the lives of American citizens in a host of all-encompassing manners. This vast range of powers, taken together, confer enough authority to rule the country without reference to normal Constitutional processes."[2]

"Under the powers delegated by these statutes, the President may: seize property; organize and control the means of production; seize commodities; assign military forces abroad; institute martial law; seize and control all transportation and communication; regulate the operation of private enterprise; restrict travel; and, in a plethora of particular ways, control the lives of all American citizens."

Continuing, another section of the Introduction states:

"A majority of the people of the United States have lived all of their lives under emergency rule. For 40 years, freedoms and governmental procedures guaranteed by the Constitution have, in varying degrees, been abridged by laws brought into force by states of national emergency."

THIS is what sometimes keeps me awake at night. Coincidentally, it is also what shows that Tricky Dickie was not nearly as wicked as is generally thought; the last declared state of emergency did not end until AFTER he left office. If he had been as bad as some folks think, he could have used some of these extraordinary powers to: suspend elections, disband Congress, and take a few other steps that would have resulted in him being, in fact if not in name, King Richard the First, Emperor of America.

jeremyemt2001 - So how do you explain that the last two years have had extremely light hurricane seasons? This is amazing - The Dems are now investigating whether or not Bush is trying to influence scientific reports on something that ISN"T EVEN SCIENCE!!!
I know you hate to hear this libs... But Global Warming is a Farce, a joke, it has no standing in real science... These are the same fruitcakes that tried to convince me in the 1970's that another ICE AGE was on the way. Humans account for less than 10% of the total world CO2 levels. IF we ALL lived completely carbon neutral lifestyles - no jets, no cars, no petroleum generated energy at all --- we would decrease the CO2 by about 2%. Gore is an idiot and like lemmings to the cliff you are following a man is preasching flat earth theory in a round earth world.

Actually, while I am not familiar with the particulars, I am aware that the office of the President does have vast powers exercisable under "circumstance". While global warming may be debatable to many (I for one am convinced it is occurring, for many reasons) I do not think it is debatable we have a rogue President. The probability may be low that he will declare marshal law to hold power, but the possibility certainly exists given the right "conditions". Time and again he has demonstrated his willingness to lie and distort. I do not believe he is above fabricating "conditions".

Are you kidding me?! This report, is as politcal as story written about it! Of course BOTH sides spin every issue to meet their requirements. This type of political activism also suits the scientists that make their living and grant money from congress to fund their escapades. Let's leave the holier than thou attitude for religious figures. No wait, can't do that either can we...

Let's face it folks, you all niave if you don't beleive that the same facts can be twisted any way you want to represent your view, no matter who you are. If it comes from a politicans mouth or pen, it can't be trusted as fact. You all think scientists are any better? I suppose the Ice Age was our fault too?

Maybe, after 5000 years or so of actual technical data, not chick scratch on cave walls, we'll really understand the planet and climates. Until then, every word uttered on the subjust is speculation.

While it is common sense that we shouldn't pollute our planet, and should work to stop it now and avoid it in the future, science has no real idea what will happen, and is only guessing at the ramilifcations, such as in the really busy hurricane seasons that never developed.

New Orleans is in a bad location, below sea level, with a history of hurricanes. How shocking was Katrina? Really, when the next one hits the gulf coast, after all the wasted money to rebuild a city in a stupid place, the media will have to blame someone. How about the morons that built and rebuilt a city where it should never have been in the first place.

The predictions for 2006 hurricane season was 60% for storms and 50% hurricanes. It is not an exact science but a guess based on models. The predictions for 2007 are 100% for storms and 66% for hurricanes.

There are NO extremes as was mentioned above.

Which part of the "good America" is it the dems want to preserve: abortion on demand? Glorification of unwed mothers and "victimology"? Or just the plain whining, excuse making, lazy, downright trifling growing numbers of the democratic base? Oh, and don't forget the glorification of homosexuality. The Bible talks about the end is near when "right is wrong and wrong is right". I think we must be there already, especially in "enlightened" liberal America. I can't wait to see how they deal with radical Islam when it shows its unbending interpretation of their law. Agree with them or not, the Islamists won't compromise their beliefs like Christianity has. It will be so interesting to see the liberals squirm when truly faced with someone that will scream back louder, and quite more forcefully than them. Look, libs, this is America, believe or don't believe what you want. But get off my case about being a Christian. Quit being "offended" every time one of us prays, or says "God" out loud. You don't mind the vulgarity and profanity spewed daily in almost every venue of every day life, so why are you so threatened by Christians? Christians know the answer, but it's your right to figure it out or not. It's also our right to believe, and even say it out loud if we want to.
