You Can't Buy Just One

Some states like NEW YORK and NEW HAMPSHIRE are raising taxes on them.  But BALTIMORE, MARYLAND wants to ban selling them individually.  We're talking about those small, cheap, flavored cigars that are becoming more and more popular among young people and that is making health officials worried.

Erik Eckholm in Saturday's NEW YORK TIMES says BALTIMORE could become the first city to require that they be sold in packages which would make them more expensive to buy and would expose those who did buy them to health warnings they don't see when they purchase them individually.

The article says Baltimore's health commissioner has the power to regulate health hazards "WITHOUT LEGISLATION" and Dr. Sharfstein, the city's top doc, told the paper he has put out his proposal already and hopes to implement the ban on JULY 1.

Regardless of what issue is being addressed, I get real nervous when I see the words 'WITHOUT LEGISLATION'. We are supposed to be a nation of laws, not of men.

First: Hear, hear. Thomas is right!

Second: The only result will be a lesson in economics--Buying a 5-pack will result in cheaper cigars than buying them individually. It seems to me that the tobacco company has to love this.
