Two Calif. Fires Now Thought to Be Arson

October 24, 2007 4:08 PM

ABC News' Jack Date, Jason Ryan and Pierre Thomas Report:

Two California fires -- the Rosa fire in Riverside County and the Santiago fire -- are being actively investigated as arson. According to the Riverside County Fire Department Spokesperson Judy Hagemann, the Rosa fire is being considered an arson based on their investigation and evidence.

The Rosa is 85% contained and has consumed 411 acres. The fire is expected to be fully contained by 1800 hrs, Thursday, Hagemann told ABC News. The department is seeing the public's help for any information that could help the investigation.

The Santiago blaze in Orange County, fire officials say, is a suspected arson and FBI and ATF agents have joined local investigators in the search for clues.

Orange County officials confirm to ABC News that they believe the Santiago fire raging in Southern California was intentionally set.

"There were three points of origin; it is definitely an arson," Orange County Sheriff's Department Public Affairs Director Jim Amormino tells ABC News.

Amormino says no search warrants have been executed, no arrests have been made and the department does not have suspect information at this time.

Federal law enforcement officials have been assisting local authorities as they investigate the matter, and are expected to announce a reward as early as this evening in the hopes of encouraging the public to help in their probe.

Investigators are checking reports of suspicious activity at a number of locations where fires originated, including reports of people fleeing the scenes.

A federal law enforcement official tells ABC News that the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) has activated its national response team to support the Orange County Sheriff's Department and other law enforcement agencies in the investigation of a possible arson.

The team is comprised of 24 investigators, and includes certified fire investigators, scientists and engineers and agents.

Additionally, "FBI Evidence Response Teams have been working with other federal, state and local authorities to identify the source of the Santiago fire," Laura Eimiller of the FBI's Los Angeles office tells ABC News.  The FBI units are trained in the collection of crime scene evidence.

Local authorities deny reports that a search warrant had been executed on an Orange County residence.  "It's an ongoing investigation, but the rumors of a raid are false," said Orange County Fire Authority spokesman David Romano.

The Orange County Fire Authority has established an arson tipline:  1-800-540-8282.

ABC News' Russell Goldman contributed to this report.

I am very disappointed of the racial and discriminatory remarks and as usual blaming on the minorities without evidence. Did you ever think that these was set up by arsonists who have stake at the real estate development industry so they could build homes again. As you are all aware the housing industry in the area has been in the bust side and new developments have been decreasing by the numbers. In southern Europe, for example, Greece and Spain, it became a law to not allow real estate developers to develop in an area that was set on fire by arsonists. The main reason for this was that it was becoming a trend that during very hot season, arsonists were setting areas e.g. natural reserves, expensive housing areas so they could develop the areas affected by the fires. Fortunately, the governments in those countries caught up on what was going on. Perhaps the FBI should look into this more deeply.
Don't be so quick on pointing fingers of minorities and terrorists as culprits!

If it is arson I hope they catch that person but could be someone out to get the immigrants and used this as a good way to do so. People of evil doings

I beleive who ever did this knew what they were doing and my found away to chase out the illegals or just a way to get news media and so many with power can get away with lind of stuff and the hopeless are here and there finding ways to get back maybe at there governor for keeping them. My thoughts
a person who had authority a preson of greed a person of hate for immigrants I would look at them as the suspects. Reality check time, someone who lost it's power maybe and wanted it back to make it happen the sweep of the immigration was there control

OH MY GOD!!! It would appear that most of the above posting have a overwhelming desire to be scriptwriters for TV and Movies. By reading your draft I do believe you may have highly successful careers ahead for each & every one of you in this chosen field. At least in pure fiction. Back up and read TexBorg & AttitudeOfGratitude in order to get a grip on reality. As I sit here, one block outside a mandatory evacuation zone, having had every member of my family inside said zones at one time, I can tell you I don't appreciate all the speculation or gross accusation of Hill, posted recently. bobby in oc, in your posting re: arson; you insinuate it would a black man/men. Somehow I don't see Sharpton and/or Jackson ever coming to the aid of one of us whites, no matter how right we are. Not their style to support whites, or innocence. No photo op there. Not to mention the fact of the highest majority of arson is by good old white boys, maybe this time from OC. Moreover, do not blame the illegals. If that happened it was accidental as they were living in the brush, but with 3 set points, rule it out. As much as I want a fence, am against amnesty (won this round Weds. with the loss of the Dream bill), and want to stop seeing all signs and products multi-lingual because it caters to the illegals for the almighty dollar - earned illegally as well. You desire to live here; obtain a legitimate green card, speak English. It isn't the Mexican who burn their hard earned possessions. It could be some fine young white teen boy(s) who did that, as they have in San Diego county (plus beat the elderly men as well), & then have their parents say they were too young to be tried as adults. Lets see, 17 years old, HS senior, planned well in advance. Legally adult in all but a matter of a few months. Arsonist are sicko mental cases who need to be incarcerated at Atascadero for a very long time. They will jump in where there is a natural disaster, like a power-line blown down
in winds with gusts up to 50, occasionally 100 MPH, sparked on dry topography which was then ecerbated by wind velocity to flourish with a fierceness; with domination from onset in order to feed their emotional/psychological needs.....Unless you walk among us, do not judge.

I think there are a lot of sick people in this country. They can be immigrants or born in U.S. The people who caused the fire are a product of the chaotic society we live in .I don't feel worried about the houses that are burned down because it's gonna take a few years to rebuild everything but I feel sorry for all the forests and animals because it's gonna take hundred of years to recover and we are gonna breath a disgusting air because soon there won't be a tree left if some people don't get their brains back in their heads ...if they have any ...

Wouldn't surprise me if another firefighter set the Orange County fire. That large fire that spread throughout the Southwest a couple years back was set by a firefighter.

This one seems to have been set by someone who knew where and when it would do the most damage.

This has no political agenda, just some heartless jerk who knew what they were doing.

Condy Rice for President. "We will NEVER retreat from our efforts in the Mideast" GOOD FOR HER!!!!! Everyone here is just trying to rationalize. Anybody is capable of setting a fire. The sick individual will get caught, then try to have it proven that he/she is mentally challenged...then the Jessie Jackson's, Reverend Al Sharpton's, and others will get this sick individual off the hook. Who is kidding whom?

I think its funny that people automatically blame the mexicans because california has border problems, or blame the terrorists because they are out to get us, when really we dont know who it was. Anyone is capable of arson, not just the mexicans and the terrorists.

I think until we know who really set that or those fires, we should stop placing the blame and go help someone whos house just burned down and has no where to go.

God's wrath? Ha ya right, so what do you call when hurricanes hit conservative Florida, or tornadoes destroy all the red states. There is not god.

We never believed a thing like 9/11 happened but it did. We have to come together as a country before it is to late! Wake up America there are some Evil People that don't have any respect for human life. United we Stand-Divided we Fall. Those of us who realize how good we have it hear better wake up!

We can rule terrorist out. Remember your mantras, conservatives. Terrorism can't happen here because we are at war in Iraq. The dry climate wasn't the cause and record winds are meaningless. Climatic changes aren't bad.

Prayers and thoughts go out to all of those fighting these fires, the people who have lost their homes, to everyone affected by this tragedy.

No facts in yet but so far if I understand the posts we have the following to blame:
Bush, illegal aliens, Democrats, Terrorist, liberals in California, open borders, cigarettes and down power lines.
It seems to me other then being absolutely devastating the only thing we do know for sure is that the strong Santa Ana winds are not helping and that the men and women out there working deserve a huge THANK YOU! Firefighters and volunteers – YOU ARE THE BEST!!!! How about we give them our love, support and words of encouragement and wait until we have more information and then start the blame game.

How easy it would be for Al Queda to start these fires.

The FBI alerted law enforcement agencies last month that an al-Qaeda terrorist now in detention had talked of masterminding a plot to set a series of devastating forest fires around the western United States.
Rose Davis, a spokeswoman for the National Interagency Fire Center in Boise, told The Associated Press that officials there took note of the warning but didn't see a need to act further on it.

The contents of the June 25 memo from the FBI's Denver office were reported Friday by The Arizona Republic. Davis declined to share a copy of the memo and an FBI spokeswoman in Denver didn't immediately return a telephone call.

The Republic reported that the detainee, who was not identified, said the plan involved three or four people setting wildfires using timed devices in Colorado, Montana, Utah and Wyoming that would detonate in forests and grasslands after the operatives had left the country.

The memo noted that investigators couldn't determine whether the detainee was telling the truth.

The newspaper said many forest law enforcement officers it contacted had no idea the warning had been issued.

Has it occurred to anyone that illegals and smugglers might have set these fires on purpose to relieve pressure on the border? They routes, mapped out, and there are tens of thousands of them scampering across. They were PRE-ASSEMBLED!

Come on It is the wind that moves these conflagrations. Try to get democrats to say that. Besides, Loretta was forced to change her last name by Bill and Al to gain control of Mr. Dornan's district. Then she got free use of the Playboy Club for all her "hard" work.

It's a weakness to be part of the problem by pointing fingers. It's amuzing, but it's a sign of weakness. Really ... consider becoming part of the solution. It's happening in my state... please consider being part of the solution. Do what you can and when you can. And if it's just to say a prayer, then please do that too. Thank you.

I have an idea and a system that will stop houses and more from ever letting the fire destroy any more lives. anyone interested?

Posted by: andrew pope | Oct 24, 2007 7:03:04 PM

By the way, Orange County is one of the most conservative counties in the nation. Many big time Bush supporters and Republican donors live there. The fires in Southern California are not discriminating, they are just burning peoples houses down.

Posted by: jack | Oct 24, 2007 6:45:11 PM

These fires don't surprise me - I see anywhere fron 5 to 10 smokers a day- everyday - throwing their lite butts (no pun intended...but it's close)out the car window. Now combine their brainless carelessness, the tabaco industry's lobby and the loose 'change' in their car's cigarette ashtray...and you wonder where most of the fires adjacent to our roads and freeways begin?

There should be a $1.oo surcharge per pack to cover the cost to tax payers in fire protection and higher insurance rates (structural and health).

Posted by: Get a clue... | Oct 24, 2007 6:30:44 PM

I completely disagree with the people that are blaming the fires on illegals, those illegals that they are talking about are the ones that are out working in the fields doing the jobs that no other person born in the US wants to do. Why can't you just accept that there are bad US born humans that do these kinds of things.

Posted by: Mary | Oct 24, 2007 6:29:20 PM

(Raising my right arm) "I know, I know!!!" George Bush flew out to California in the dead of night and said while lighting the fire, "Burn liberals burn! hehehe!!" Well, you know how libs like to blame everything that happens on Bush. I'm just playing out the scenario for your amusement. I just laugh with disgust at how the democrats have politicized this and environmentalists are claiming this is global warming. Somebody lit a damn match knowing those winds are rough this time of year. Definitely intentional.
