Veteran CIA Operative Returns as Hayden Deputy

Sources close to the White House said that Michael Hayden is expected to name Stephen R. Kappes as his deputy. Kappes, a highly respected long-time CIA officer, was Deputy Director of Operations before he resigned less than two months after Porter Goss became Director. Among other accomplishments, Kappes was instrumental in convincing Libyan strongman Moammar Qaddaffi to give up his weapons of mass destruction. The move is designed to stop the hemorrhaging of talent out of the agency, shore up the clandestine services and restore confidence in the institution and its leadership.

Why not make Kappes the Director of the CIA and bring back more people like Michael Scheuer and Valerie Plame who have some relevant experience?
Do we really think our human intelligence will improve by appointing a general who has spent his career promoting
expensive computer technology for spying that took funds away from CIA human intelligence operations.
Hayden's National Security Agency was monitoring Europe during the very years the 9/11 ringleaders were in Hamburg, Germany directly making phone calls back and forth with Al Qaeda about the plot.
Even German intelligence had some of the 9/11 plotters under surveillance but apparently General Michael Hayden did not.

I support Gen. Hayden's nomination. He's the man who is able to resist DNI's discretion on Intelligence Community, which could end up ruining CIA's traditional, prove ably well working and vital intelligence gathering and analyzing mission. Hayden got ties with Sec-Def Rumsfeld, who has been against the whole founding of the Office of Director of National Intelligence (ODNI).
