No Icons, No Monuments Worth Protecting

New York has no national monuments or icons, according to the Department of Homeland Security form obtained by ABC News. That was a key factor used to determine that New York City should have its anti-terror funds slashed by 40 percent--from $207.5 million in 2005 to $124.4 million in 2006.
"All I can tell you is if you look at their worksheets, and it says that New York City doesn't have any high visibility national icons ... I mean, I don't have to list the Brooklyn Bridge, the United Nations, Rockefeller Center, the Statue of Liberty, Empire State Building and the Stock Exchange," New York Mayor Michael Bloomberg said in response to ABC News' questions.
The formula did not consider as landmarks or icons: The Empire State Building, The United Nations, The Statue of Liberty and others found on several terror target hit lists. It also left off notable landmarks, such as the New York Public Library, Times Square, City Hall and at least three of the nation's most renowned museums: The Guggenheim, The Metropolitan and The Museum of Natural History.
"I think the facts are clear," Bloomberg said. "What they've really done is taken what was supposed to be threat-based and just started to distribute it as normal pork."
The form ignored that New York City is the capital of the world financial markets and merely stated the city had four significant bank assets.
New York City is home to Chase, JP Morgan, Citi Group, The New York Stock Exchange, The Commodities Exchange, American Express, George Soros funds, Michael Gabelli's funds, Lazard Frere and Salomon Brothers, to name just a few of the more prominent banking interests located there.
"Any threat-based analysis would show that New York is the top of the terrorist target list," Police Commissioner Ray Kelly told ABC News. "We're also a location that experienced two successful attacks, almost 3,000 people were killed here, four other attacks that were recorded ... Every place has vulnerabilities, but clearly, New York is still target number one.
"The process they used is also somewhat bizarre. They basically subcontracted it out. They, as an agency that has 180,000 employees, they went outside, and (used) some sort of peer review, and those people were not privy to any intelligence information ... The, the whole process is really kind of unfathomable to those of us who need this funding."
The formula did note a commuter population of more than 16 million around the city twice struck by fundamentalist terrorists and twice more targeted in plots halted in pre-operational stages. It noted the more than eight million residents and the largest rail ridership in the nation - more than five million. It is those commuters and rail riders who are expected to suffer most from the cuts since mass transit is listed on most DHS alerts as the top terror target. The report lists as classified "visitors of interest destination city," immigration cases, suspicious incidents and FBI cases. New York City is home to the largest FBI field office in the country, which actively monitors 24/7 the Iranian Mission. The city has also had the most significant terror trials in the nation and is home to one of the largest air hubs in the nation.

Frankly, I'm surprised that they are giving NY any funding at all, given that NY's two senators are Democrats and there is no chance of a Republican presidential or senatorial candidate winning the state. There is absolutely nothing to be gained by the Republicans in providing any funds to NY so why should they ?

Had to pay for those big tax cuts for the top 1% didn't they. After all, with tax cuts like that the top 1% can afford to protect themselves, to hell with the masses. When is this nonsense going to stop? What does it take to outrage people these days? Bush and company keep having daily FUBARs and nothing seems to change. I hope all the right wing religious wackos that voted (even though it was a stolen election twice)for this brain dead excuse for a leader are happy. Please stay home in November, for me!!!

So this is how it happens: make Chertoff look like an idiot (which he is) by not involving him when a subway attack is suspected in NYC, and he gets even (as would any good Bush crony) by slashing the funds to the wacko liberals in NY. Heckuva job, Mikey.

Sitting here in NYC, with the Brooklyn Bridge in view, I simply don't know what planet this administration is on if they don't think this city has landmarks.
I've long thought the reason the 9/11 attackers didn't hit the Statue of Liberty is that they didn't dare hit the most internationally beloved national monument in the whole country.

There is a key hidden factor in the Bush administration's formula used to distribute these funds: the party affiliation of the city or state's population. You see - a Democrat is worth only 3/5 of a Republican.
Assuming that the population of NYC is almost entirely made of up Democrats, you'd assume that NYC would receive 3/5 of the funding that they received last year. Some simple math (124.4M/207.5M) confirms that the city will receive is almost exactly 3/5 of the previous year's budget.
Where did this number come from? There was much political wrangling at the White House. After heated debate on both sides of the issue, they reached a compromise, which they call – the 3/5 compromise.

OK this is obviously not true, but NYC’s budget really is about 3/5 of what it was last year. The part of me that loved the DaVinci Code wants to believe that this is true. The other part of me that reads the news every day knows that the administration isn’t smart enough to pull off something this coordinated.

New York has no national monuments or icons?! The Statue of Liberty was viewed as THE most iconic symbol of American freedom and liberty in the days following 9/11. Now it is not worth protecting a mere five years later? What are these people thinking?!

The fact that NY has been a target of terrorists twice already (compared to Omaha, Cleveland, Chicago et al.) is not sufficient proof of a higher risk? Short term memory and inability to read history (not to mention to understand its implications).
Now that would not have anyhthing to do with the fact that the two senators from NY are Dems and that there is good chance that the Governorship may become Dem.?

I'm still baffled and astounded by the fact that NY no longer has 'national monuments' to protect from terrorists while places like Omaha, Memphis & Charlotte do. Whoever put this report together needs to seriously revisit 6th grade social studies and revise their 'monument' list. I'm with Se. Schumer on this one, the "president" has NO right to claim 'solidarity' with New York and New Yorkers in general. Yet one more weapon the Republican Party uses to 'punish' those who don't fall in line with their views. Shame on you Homeland Security! Shame on you President Bush!

Does anyone find it odd that the DHS form seems to give all types of assets the same weight? Does that not seem asanine? How is a 'commercial asset' of the same weight as a 'nuclear facility'? Who came up with this formula? A two year old?
