Three Foiled Hijack Plots Revealed in U.S. Document

June 21, 2006 2:10 PM

Brian Ross and Christopher Isham Report:

Airplane_report_nrAl Qaeda terrorists were planning to use cameras to disguise bombs and flash attachments as stun guns in a disrupted hijack plot that targeted the U.S. east coast, Britain, Italy and Australia, U.S. officials say.

The plot was one of three previously unknown al Qaeda hijack plots disrupted before they could be carried out, according to a Department of Homeland Security report obtained by ABC News.

The report, a strategic assessment on U.S. aviation, says despite security improvements, "DHS continues to receive information on terrorist threats to the U.S. aviation industry and to the Western aviation industry worldwide."

The previously secret plots include one in which "Al-Qa'ida planned to hijack flights departing London's Heathrow Airport and crash them into the airport and a skyscraper in the Canary Wharf financial district of London."

The plot using cameras and flash attachments was foiled in the summer of 2003, according to the report.

Homeland Security officials say it is an example of al Qaeda adapting "to increased aviation security by shifting planned suicide hijackings from domestic carriers to international flights…to take advantage of perceived less effective security screening at some foreign airports."

The officials says al Qaeda's "ingenuity was evident" in its attempts to convert camera equipment and other non-threatening items into weapons that could be smuggled onto a plane. It warns such items could be used to bring down an aircraft or "to gain access to an airliner flight deck."

The third previously secret al Qaeda plot revealed in the document involved a May 2003 al Qaeda plan to fly "an explosive-laden general aviation aircraft into the U.S. Consulate in Karachi, Pakistan."

The report concludes that there have been nine similar plots since September 2001 "demonstrating a continued commitment to attack aviation-related targets."

The report says, "There is no recent information to suggest near-term operational planning" for an aviation attack within the United States.

We shoudl all be so proud of our excellent administration foiling these plots against freedom and liberty. I for one am glad our President and savior George W Bush is keeping us safe with his ever vigilant watch on the land of the holy. God is truly on our side and we shall achieve victory over the non-believing heathen who wishes to destroy us. Keep praying and George bless.

Isn't it convenient that this news surfaces in an election year when the presidents poll numbers are so low?

Why hasn't this been made public before? These events are years old.

And why isn't anyone questioning the economic numbers coming out of this administration? Poll numbers have consumer confidence very low with everyone worrying about the economy, but the numbers put out by the govt. paint a rosy picture of it. And whenever bad economic numbers send the stock market south, the very next report has those same numbers at fantastic gains. Is this just wartime propaganda or Bush pulling an Enron with the country's books?

Oh my god, when were we gonna here about this??? 3 years after it happened isn't the best time to find out about it. Why can't these stupid sob's leave us alone and go back to their tents and do something more constructive than plan their own deaths along with countless others they don't even know so they can get 72 virginians in heaven and allah's everlasting praise for successfully killing a lot of innocent people. C'mon you idiots grow up were not living in the medieval age fighting a crusade so put your damn swords back in their sheaths and make friends with your neighbor. Why do you feel it's necessary to kill mass people and cause chaos? Just because we have different beliefs? You have to grow up and realize that everyone on this earth thinks differently and thats not a reason to hate those who don't think like you. Everyone on this planet is a human being and we only have a short time on this earth so why not work together so that we all as a whole can have better lives? (instead of forcing us to get in our fighter jets to drop bombs on your soon to be vaporized selves) I mean cmon seriously WAKE UP people

How can I believe this? This could be just another clever leak
put out there by Carl Rove to ramp up the terror scare before the November elections. Do you know how many times he has done this? Media still goes for it!!

Who'da thunk Dubya was taking such good care of us? Maybe his appearance of total incompetence is just a ruse to lull the terrorists into getting sloppy with their plans to destroy, uh, Freedom. Or to take out minds off the slaughter of our troops in Iraq. Did I mention gay marriage?

Posted by: Marya | Jun 21, 2006 11:57:48 AM

Contrary to what you right-wing zealots want us to think, George the Lawbreaker is NOT God. Get off your cloud and open your eyes to the atrocities carried out by the US federal government and its failure to act on things that are really important and that are having a real effect on daily life -- like the rampant ripping off of the public by Big Oil.

If you want to make biblical allusions, I'd say the guy is more comparable to certain red-skinned fallen angels who live in places that are always burning.

great to see we're on the ball now. What a tragedy we were asleep at the wheel back on 9-11 despite the warnings of previous attacks

I hate "virginians." They're the worst drivers! :)

Posted by: Mike | Jun 21, 2006 12:06:16 PM

Preacher Shepard, that was some funny stuff. its been quite some time since I've seen that much sarcasm crammed into a paragraph that size.

9-11 has been used as a Get-Rich-Quick scheme by those in the bush administration, the $320 billion has gone from We The People straight into the pockets of the war machine and oil companies. this is and always has been about money. the longer they can keep us too scared to think, the longer they can keep bleeding us dry. Look at the background of those in office, the industries they came from, and those are the same industries making incredible profits. Follow the money.

Posted by: KenF | Jun 21, 2006 12:20:56 PM

It's funny we never had these problems until Bush 43. And ironic someone should praise him for preventing these same events he seems in fact to have brought upon us. "Bring it on" baby!

Posted by: david zero | Jun 21, 2006 12:31:39 PM

Yes, and Canada has foiled our plans to invade/attack them, as have Russia and China. When I was 11 I drew up plans to fly to Mars and shoot down missiles in mid air....

Posted by: MarkMc | Jun 21, 2006 12:39:03 PM

Never had these problems before Bush 43? Were you just born or is this more convenient, liberal revisionist history? If Bill had gotten more aggressive after the first time the twin towers were attacked (BEFORE Bush 43) 9-11 might not have ever happened.

Posted by: Tim G. | Jun 21, 2006 12:46:10 PM

Next we will hear about George Bush, son of God. Well...when we do, i'll agree with the son of part but the last word aint God

Why must we put up with soo much crap from a president and government. We need to impeach "W" and then continue on down through the house and senate. I hope all you people out there are paying attention to what is going on and take it to the polls. WE MUST HAVE CHANGE!

Posted by: Ron | Jun 21, 2006 12:52:33 PM

Posted by: leo the one | Jun 21, 2006 12:56:18 PM

Sounds like more BS to me.
You know, just because someone says "Hey, it would be great to fly a plane into a building!" does NOT make that a plot. I'm betting the vast vast majority of the "plots" they foil are of the same order.

Posted by: mighty davefish | Jun 21, 2006 1:03:12 PM

George will never win. Once the next attack occurs, the libs will be poised to pounce on him for being asleep at the wheel.

Posted by: marc l | Jun 21, 2006 1:04:26 PM

We did have these problems before. Do you remember the first WTC bombing, the US Cole, the African embassies, Somalia, etc. People need to quit being babies and blaming George Bush for all their problems. Grow up.

Posted by: Johnny D | Jun 21, 2006 1:09:08 PM

We arent hearing about it until now to prevent panic and to ensure that none of the information can be deemed classified. Use your brains people. The only people that complain about "get rich quick" schemes are those who lack the education, intelligence, and discipline to create their own. As far as the Ten Commandments, when its kill or be killed, they go out the window. How about this for an 11th Commandment: Survival of the Fittest. Have some pride for your country. If you arent helping youre just holding everyone back with the negative attitudes.

It's funny how Bill Clinton has
slipped through your criticism
like an oily mackerel, Mr. Zero.
Do you think Al-Queda started plotting 9-11 the day W took office? Everyone is so happy about Slick Willy's budget-balancing skills, without ever acknowledging that although he left W a balanced budget, he also left him a very expensive problem by ignoring the momentum that Al-Queda was gaining. Or do you think an appropriate answer to Bin-Laden's U.S. Cole and embassy bombings is firing American missiles at an abandoned jungle jim in Afghanistan?

Posted by: Michael | Jun 21, 2006 1:14:48 PM

Mission Accomplished !! for George and the people controlling him. That is because oil went from 20 per barrel when George "took over" to now $70 a barrel.

George made all his oil buddies and corporations richer, by cutting Iraqi oil production by 40% OVERALL.

In other words, that phony lying sack & Bush has done more harm to this country than Saddam ever did.

Thanks George, and moron voters from South & Mid West !!

Preacher Shepard is hilarious, whether it's intentional or not.

KenF may have a point, regardless of anyones conspiracy theories or justified paranoia. I always find these reports of prevented terrorist acts as bogus and very questionable.

Posted by: Andrew | Jun 21, 2006 1:24:43 PM

This story is well timed propaganda. Only a fool would make it anything else. Why not get Pat Robertson and the other one Jerry Falwell to start a church of George? They hate the “heathen” too!

Posted by: gregB | Jun 21, 2006 1:25:04 PM

I feel an attadk of deja-vu coming on. Did we all forget the sudden elevation of the terror alert levels just weeks before the '04 elections? Are the American lemmings still that selfishly ignorant to think that what happens globally doesn't affect they're own personal universe? When will we get our heads out of the sand and do something about the madness that's coming from D.C. Sad to say but I'm almost glad that I'm most likely too old to experience the results of the shortsightedness that's driving all our lives, from energy issues, global warming, economic disparity between those at the bottom and the elite at the top, and doing our best to create as many religious zealots who want to kill us as possible. Great job, Dubya, the Great Uniter with all the political capital.

Posted by: Brian | Jun 21, 2006 1:32:30 PM

Never had these problems until Bush...hmmm let's see
Iran hostage crisis - Jimmy Carter
Beirut Lebanon embassy bombing - Ronald Reagan
U.S.S. Cole and Kenyan Embassy bombings - Bill Clinton
You people just don't get it. These people are at war with us and have been for a long long time. They want to kill Democrats, Republicans, Independents, etc. They HATE our Western democracies, freedoms, and societies. You have to be fairly dense not to see that and apparently there are a lot of dense people in this country judging by Bush's poll numbers.

Posted by: hawker1939hurricane | Jun 21, 2006 1:34:52 PM

I want to thank George Bush for what he is doing. I may not agree with everything he's done but he sure is a lot better than what we had in there before(bill and hillery}. I hope all you idiots who think this war is stupid just think for a minute, would you be able to voice your opinion aloud if we did not go and fight the Japanese and Germans in WW2? Instead we just sit back after
the bombing of Pearl Harbor and let them come onto the main land
and take over the country after all, we have to tolerate everybody no matter if they want to kill us or not.(WAKE UP PEOPLE) If you want to continue to enjoy the freedoms in this country then you need to think how we got this freedom. Not by sitting on our butts when our nation is at stake but by eliminating the enemy at all cost. If you are a soldier or a veteran reading this, I want to
tell you thank you for your service and sacrifice. I would like to apoligize to you for those in this country who takes your service to this country for granite. If not for you who?
As to the info about the plans to hijack other planes in 2003 those plans were probably found when the head al-Quida leader was killed last week. a duh!

Posted by: mike | Jun 21, 2006 1:49:28 PM

Why isn't the administration as ourspoken and open about the pay raise Congress has just voted for itself. Where are the press conferences? Why doesn't the President hold a news conference to advise us of how members of Congress have rewarded themselves with a salary increase on top of the $170,000 they currently earn. Won't good news like this help in an election season (tongue in cheek)?

Posted by: Jackintx | Jun 21, 2006 1:52:07 PM

Why is it that liberal conspiracy theorists always claim that "good news" stories are always staged to counteract bad poll numbers or election year worries. Folks, congressional elections are every two years. Do conservative presidents need a permission slip from Nancy Pelosi to announce positive news in an even-numbered year? And GW's poll numbers have been bad since when, 2002? So he should've kept news like this quiet in 2003 and 2005 as well? Please.

I love how quickly the democrat liberals forget! This news was just printed by ABC, but the Voice of America released this info way back on 23 November 2004, after it made headlines in the British press. I sgree with Theodo, just when will the US wake up and realize that there are tens of thousands of Islamic terrorists who do not want to negotiate, make peace, or care who they kill! They seem satisifed, right now, killing thousands of their own fellow Islamic women, children and men simply over power to control!

They care less about religious differences, or beliefs, they kill to control--period! This is not what Mohamed nor God want! As far as the 72 Virgin Virginians and martyrdom, this would not be heaven (wrong direction brother!)--they will be visiting Satan not Alah. Globalization is inevitable, it's time for Alqueda to realize that the time of tribalization is long gone and to get on with life. Globalization (e.g.: change), and making Women life partners and not private property in inevitable. Get over it and get on with life.

Their old ancient life style is gone, the Crusades are history! Get on with life and stop the useless slaughter for control. I can understand why the Iraqi Terrorists are so afraid of the vote, no one would choose their way of life. They will end up next to Sadam on the hangman's gallows.

Posted by: tmblweed | Jun 21, 2006 2:38:09 PM

pure fabrication? until last year, my father was chief of security for a major domestic us airline. his crew personally stopped several terrorists from boarding planes after 9/11. whether or not these stories were strategically timed is one thing - debate that all you want. but there have been plenty of attempted terrorist attacks that have been foiled since 9/11. we havent even heard of a fraction of them, and thats how it should remain. so on the rare occasion we do hear about a foiled attack, the one thing you should not be questioning is the authenticity of the story. why would the government fabricate a story when there are so many actual incidents to report? use your brains people

Posted by: tom | Jun 21, 2006 3:03:48 PM

Say what you will about Bush, the administration and it's policies. The fact is this. THERE HAS NOT BEEN A TERRORIST ATTACK ON OUR SOIL SINCE 9-11. APARENTLY THEY ARE DOING THEIR JOB. And if I have to pay a little more for oil because we are taking the fight to a group of people that want to wipe us off the map than so be it. It is not Big Oil's fault that the price of gas is so high. It does not take much common sense to realize that when the price of an input goes up, the price of the output will rise as well. Unfortunately on a world-wide basis the demand for fuel has increased and as such when you sell more you make more! It is simple economics that democrats have seemed to forget about. The market has a way of regulating itself and it has been proven throughout the course of history.

Posted by: Joey | Jun 21, 2006 3:26:40 PM

More source free patriotic paranoid propaganda. If all these so called plots were really being foiled, It should be pretty easy to catch them in the act, with some actual evidence. I have yet to see video of a muslim killing or threatening to kill a non muslim. Yet to see any actual middle easterner with a bomb in his possesion. Although i have seen plenty American soldiers killing muslims. Think about that for a few days. Remember, when you point the finger at someone three fingers point back at you.

Posted by: grafdog | Jun 21, 2006 3:37:00 PM

Instead of whining about it, why not do what you can to stop terrorism - anyway you can?? The terrorism has been going on for many many years, long before the current president. It will go on long after.

BTW, information of this type is usually well-guarded until the security-risk analysts feel it can be made public at minimal (not zero) risk.

Quit whining and do something!

Posted by: Ann | Jun 21, 2006 3:41:41 PM

When will you learn. We need to take the terrorists by teh hands and sing Kumbya and they will foget all about wanting to kill everyone who is not an extremist-Muslim.

And if they want to kill us all that should be OK too because we are a scourcg on the Earth and are causing global warming that will only turn the Earth into Venus and rain down acid. That smart guy in the wheel chair said so. Just because he doesn't like Bush shouldn't amtter.

Just because we liberals tried to appease Hitler when Churchill said we should take him out and we lost over 52,000,000 in World War II doesn't matter. We might have lost several thousand people killing Hitler and that would be just awful. He was just some two bit dictator of some little country and was never a threat to us. After all it was Japan that hit Pearl Harbor, not Hitler so we should have just left him alone.

Isn't it funny how the majority of the Jewish-Americans still vote Democrat.

Posted by: Edward Jamieson | Jun 21, 2006 3:44:23 PM

So just HOW were these plots foiled? By listening the the conversations of a million US citizens? Or by the good old fashioned work of the British Secret Service (to break the plot of flying into buildings in London) and CIA with the help of Pakistani Secret Service (ditto Consulate in Karachi) and the FBI and CIA (plane plot, east coast of USA). Don't try to say "State Secret." They can give us a general idea of how they found out without revealing methods and sources. But no, if the admin acts all secretive about it, they can make us all think that their unlawful methods are what foiled these plots.

Posted by: chimera | Jun 21, 2006 3:48:30 PM

I can't beleive there will be 2 more years of this BS. I love how the bush administration takes credit for something our regular taxpayers have done( killing AL Zacari)They jumped all over trying to improve their crappy numbers in the polls. It all about how much fear we can unleash on the public to convince us that our government needs to do something about it.....then the govt says "you want us to do something about it?" "let us take away some more of your freedoms and then we can do something about it" That's what it is about people! Wake up before these scare tactics make you give up all your rights. And I love the God people who say" god saved me from this terrible bombing or disaster" .......hmmm , he didn't want to save the other people in the trade center. GIVE ME A BREAK! Posted by: wick | Jun 21, 2006 4:05:10 PM

Yes the reason we have our freedoms is because of our troops. But I don't believe anyone was referring to troops, just the one who ordered them into Iraq. You better believe it is about money. As for the raises congress gave themselves, I wish I could get a raise every 2 - 3 years. Our tax $s are paying for this people!!! And for a salary for every congressman, senator, etc, etc, who was until they die whether they are in office or not. Is this taxation without representation when they are no longer working but drawing a salary???? This is the worst administration we have had in a long time. Hey W., do you know there's a difference between Iraq and Afghanistan? This is what happens when the Worst President in United State's history is in office.

Posted by: Mr. History | Jun 21, 2006 4:55:04 PM

Why haven't we heard about this before now? Why did it take so long to announce it?

Simple...Because the source of the information that uncovered it needed to be protected so it could get us even more information!
So that those involved but not caught could be put under surveilance so that even more plots could be uncovered!

I find it funny how some people believe that every bit of good news is fabricated and every bit of bad news that gets out was delayed in getting out due to a coverup!

The democratic party should change it's name to the consipritorial party!

everything is a plot to them except when it's the terrorists who are the ones doing the plotting!
If you don't like it here go live in Pakistan where everyone agrees with you that America is evil!

Get real! Nobody buys your crap anymore, Homeland Security. But nice try though. Bush's ratings are down, and they will remain down, no matter how many Orwellian propaganda stories you plant in the corporate-controlled media. It looks like the neocon utopian dream of world domination is falling apart at the seams. HAHAHAHAHA!

As an aside, it breaks my heart how many folks here hate, with all their being, hate the United States and what it stands for.

I'm not referring to the the current foreign policy of the United States, I don't even agree with all of that.

I really just don't understand the motivation and mindset of some of these people...

Great!
Funding is cut to New York ($125 miilion) for homeland security projects, but the current U.S. regime is more than happy to take the credit and political kudos for previously undisclosed and disntantly past incidents in Karachi, Pakistan...Heath Row, Italy and Australia.
Too bad those other countries don't have their own homeland security. Then we might have the funds to actually protect New York and "Unistat".
How much did those particular governments have to do with thwarting these attempts?
To see it in American print, not much at all. And it appears they owe their thanks to our Homeland Security....even though it has nothing to do with our "homeland"!

Funny isn't it. If John Kerry won the election and President now. The Dem's here posting would praise and say how great of jod he has done. They would say see how great the John Kerry is. As the the Rep's here would downplay and say it's all a plot. John Kerry and his billions is making more on oil.

Bottom line is let's praise the people who really deserves it. The ones who are out there and being vigilant and protecting us. Because to them it doesn't matter who's President!

What are the odds that Kerry would have taken the same path as Bush in the first place and staged a pseudo-war of preference in a country that had nothing to do with 9/11 and posed no threat to the U.S.?
Kerry's family connections and money doesn't come from oil, Saudis or the bin Ladens clan.
Georgie's do!
Yeah, maybe Kerry would have made mistakes too. But they would have been of a far different nature than Bush's. So what's to compare? A very real and current exercize in incompetency and a possible alternative reality that never happened?
Bush's idiocy can hardly be called "mistakes" when they all "coincidently" brought to fruition a 12 year agenda first presented to George Sr by the likes of Rove, Wolfie, Perl and Rumsfeld.
With all due respect, get off the partisan wagon and take in a little history. You might learn something.

Who s America? I love this country and everything it stands for. However, I our current administration and am ashamed to have a bunch of psychopaths at the helm. That's fine, and I can still love America. You probably d the Clinton ADministration (as did I).

Bush used the goodwill bestowed on him by Americans against each and every one of us (unless you happen to be wealthy, in which case these are good times indeed). Bush piddled away his "political capital," and that shows in the polls. Again, I love America with all my heart, and look forward to a time when our foreign policy is not driven by war-mongering and greed.

In fact, I think some of you who so ardently defend the corrupt administration running our country are in fact the one's who are in opposition to America (unless you are truly uninformed, in which case you need do a little homework). In supporting the Bushevicks, you support a leader who literally desecrates and trampels the Constitution and the precious Amendments which have been long defended and protected in our courts. The Executive Branch, Congress, and the Judicial Branch all march in lockstep as they take away our rights, and the Bush supporters are living in such a state of fear of the boogeyman ists, that the can't see the forest for the trees. Just last week we lost our Fourth Amendment rights to Scalia and company.

Just remember, wrapping yourself in the American Flag does not make you an American. To be an American, you must support the values on which America was founded. The Bush Administration is in direct opposition to those values, and any true American will look past the "infotainment" handed to us by the MSM on a daily basis, in order to better understand the true state of our Union.

reading these comments as an outsider from finland is amusing. All these news are just your goverment's plot to keep fighting in the middle east and make huge profits from war industry(also in the future).. Sorry, that's the way it is!

PS:I heart U.S

I can't believe that everyone is so suspicious of the governement. Maybe the reason that the info on this was not released is because it could further endanger the citizens. Funny, isn't it that you have all lost faith that they govt is here to protect you, but there has yet to be a major attack since. I'm sick of the the rhetoric

It amazes me how many people still regurgitate the administration's line that the terrorists hate freedom and democracy and that's why they attack us.

What a load of crap.

Try travelling the world, NOT in 4 and 5 star hotels, and see the incredible world-wide INTRUSION of the U.S. military into nearly every corner of the globe.

The terrorists might LEARN to hate American freedom, but they START by resenting American intrusions into their lives and economies.

We DO bear some responsibility for the reaction in the world to American behavior, over the decades, just as an individual person must bear some responsibility for the reaction of the community to his or her actions.

If we don't change American arrogance and invasiveness, which has MAJORLY ESCALATED under this administration, we will most certainly be the recipients of more hatred and attacks. Unless, like your typical bully, we will blame every OTHER reason for those attacks than the one that matters most.

We should git the NRA after them! We can give them extra ammunition, and send them to Iraq. It can only make the world a safer place to fly. I think the Bush family should also buy a vacation home in Baghdad; he's made it safe for democracy. It must be a great place to live. Of course, we should export any liberal minded Iraqis before the Bush family vacations there. We would hate to have any independent thinkers in the society. It is bad for a democracy. Looks what's happen to the US.
