Raul Castro: Cocaine Connection?
August 14, 2006 9:55 AM
Federal prosecutors in Miami were prepared to indict Raul Castro as the head of a major cocaine smuggling conspiracy in 1993, but the Clinton Administration Justice Department overruled them, current and former Justice Department officials tell ABC News.
The officials say Castro, as Cuban Defense Minister, permitted Colombian drug lords to pay for the use of Cuban waters and airstrips as staging grounds for smuggling runs into the United States in the 1980s and early 1990s.
"It was a major investigation involving numerous witnesses that was killed at the highest levels in Washington," said a former Justice Department official with direct knowledge of the case.
"There were numerous national security and intelligence issues that would have made the case difficult," said Tom Cash, the former head of the Drug Enforcement Administration office in Miami.
Convicted Colombian drug boss Carlos Lehder of the Medellin cartel testified in a 1991 federal trial that he met twice in Havana with Raul Castro to arrange safe passage for cocaine flights over Cuban airspace.
The draft indictment, as described by a former Justice Department official who saw it, listed Raul Castro as the leader of a conspiracy involved in smuggling seven and a half tons of cocaine into the United States over a 10-year period. At least a dozen other Cubans were also to be indicted.
In 1989, a top Cuban General, Arnoldo Ochoa, was convicted by a Cuban court and ordered executed with three other military officers for their roles in drug smuggling.
Cuban waters continue to be used by drug smugglers, according to federal law enforcement officials.
"The smugglers know that the U.S. Coast Guard can't go after them in Cuban waters," one official said.
There was no immediate comment from the Cuban Interest Section in Washington, D.C. In the past, Fidel Castro has denied that his country or his brother had any role in protecting drug smugglers.

My Parents owned a hotel on south caicos another staging area for smugglers in that line of work and i had heard that story many times of pilots getting fighter escorts by the cubans and holding up a kilo to the window so the the cubans could see that were indeed smugglers carring cocane to America. But i never heard of the pilots actualy landing in cuba when there werw much more freindly landing areas in the bahamas which costed in bribes much less to use than cuba.

Wow-I see the Swift Boaters are out. What is that old saying 'if you tell a lie enough times....'

I'm going to have a bit of fun with this report although I beleive there are many Americans close to the Clintons & Carters who can't wait to get back in the White House to p-a-r-t-y! I love to hear Willie Nelson talk about having sex & smoking dope outside on top of the White House when Jimmy Carter was president. It doesn't take a rocket scientist to figure out how bored the celebrities & press are with the Bush administraion...I know! I know! Bush "was" a party boy too. I'm not judging anyone.
But when I read this article I knew Willie (who I adore) is somewhere laughing!

is anyone surprised? really? drugs will never go away, rather than deny the use of cocaine and marijuana, legalize and then educate people about the dangers, then you find and stomp out all crystal meth.....you take junkies out of jail and into rehab and you take away all the profits of our enemies, legitimize and tax sales of products that are going to sell and get into our country and other countries forever, regardless of penalties, dangers and government programs calling for their destruction. people will always want to feed their head, ease their pain, distract their stress......why not?

All the facts in this article are true. But what is not mention, is, that the Cuban involvement was
not about the money; at that time they had the backing of the Russians. Anything that could help
to demoralize or corrup the fiber of the American people had the blessing of the Castro brothers.
That was the reason why they help to get the drugs to our shores.
These two guys hate America!

This crap piece of journalism says nothing about why Clinton killed the investigation and the readers jump on it anyway with all kinds of unsubstantiated Clinton accusations. This really shows the low level of ABC journalism and critical thinking of its readers. Apparently the public school system has had problems for much longer than Clinton was around.

Like,...Duhhh...as if we didn't know the clinton administration was not supporting drug smuggling through cuban waters. What about Iran/Contra plane crash in Nicaruagua when Reagan was in? There has always been a drug problem in this country, crack pipes sold in smoke shops, ah, duh, Revenue, Revenue...get it?
Case in point, money is power, cocaine provides a good time with office interns and money is power, gee I guess that makes me a genius, come on read through the lines, this government thinks we are stupid. WE ARE NOT STUPID

Hey Bob, ABC is so much of a lap dog they hired Clinton's senior political adviser as a journalist, so just drop the BS about how lousy ABC's reporting is. If they could have made it look like any of the Bush's fault, they would have done a Dan Rather document-deal to achieve it. But then, there are people out there now watching the propagandist just like yourself!

Call me cynical, but it sounds like the Bush administration are trying to discredit and sow seeds of doubt over the potential sucessor of Cuba.
They should not try to undermine the Cuban government as democracy in cuba will be like at the end of the soviet union with people trying to get their hands in the tills as soon as possible

Hey Genius...Read "through" the lines or between the lines?

In 1989 you could buy the best and cheapest cocaine available outside Colombia in Havana.
Raul Castro staged the Ochoa trial (1989) to get rid of those who knew too much about his dealings.
In 2006 you can still buy the best and cheapest cocaine available outside Colombia in Havana.

Wow. What a shock. The Clinton DOJ refuses to pursue someone. Wouldn't want to hurt their feelings or upset someone now, would we?
Add it to the list.

Raul Castro and many military men are known to have smuggle millions of pounds of drugs from Colombia.
That is not a State Secret?

Is it really news? Clinton did not want to have to make any major decisions during his administration, he was busy buying books and cigars for Monica. He did not take Bin Landen when he was offered to him on a silver platter; he did not want to face the Islamic Terrorists and instead pulled out when the "Blackhawk Down" episode took place; He bombed an aspirin Factory and then an embassy by mistake; he shot missles into an empty terror camp to divert attention from his sexual exploits. He did allow Janet Reno to make tough decisions, however, and she was involved in the killing innocent children in Waco and not mention Ruby Ridge; Anyone see the pattern here? Why would it be any different when Clinton ignored indisputable evidence of drug smuggling by Castro? He simply ran away from the evidence so that he would not have to make the tough decision. Perhaps he consulted with the French and decided to ignore the evidence. One thing is crystal clear, Democrats will run and hide when confronted with tough decisions, and the same thing will happen if another Democrat is put in charge today. God help us all if it happens during this terror war that we find ourselves in.

How in the hell did this turn into a Clinton problem? You people crack me up. Everything ill in the US had something to do with Bill Clinton? Well, I hate to inform you but your buddy George W Bush has just as many bad issues and alot more oil rich friends than Bill ever will.

Hmmm. Sounds like a previous exercise in regime change. Has anyone heard from former president Manuel Noreaga of Panama lately

Some comments seem to come from those on drugs.
GHW Bush was not at the CIA when Clinton was Gov. Bush was at CIA 30 Jan. 1976-20 Jan. 1977. Clinton (worst Prez in U.S history) was elected Gov 1979.
