A federal grand jury indictment alleges the former executive director of the CIA, Kyle "Dusty" Foggo, was corrupted by lavish vacations in Hawaii and Scotland, expensive meals, a $2,300 cigar humidor and a promise of future employment.

The indictment, returned today in San Diego, says Foggo "used his seniority and influence within the CIA" to steer a lucrative CIA contract to a shell company secretly owned by Brent Wilkes, a defense contractor and longtime friend of Foggo.

In an e-mail, the former CIA official allegedly told Wilkes, "I am now, have been in the past, and will continue to as long as I breath[e] - be your partner." 

The indictment alleges Foggo helped Wilkes obtain a CIA contract to provide bottled water to an unnamed CIA station that officials tell ABC News was in Baghdad.

According to the indictment, Wilkes marked up the cost 60 percent in the secret deal he made with Foggo.

The charges describe a lavish vacation in Scotland Wilkes provided for Foggo and his family that included $12,000 in private jet flights and $44,000 for a stay at the Pitcastle Estate, which included "trout fishing on hill lochs, salmon fishing on the River Tay, clay pigeon shooting, archery and a seven-person staff."

For a New Year's week vacation, Foggo joined Wilkes in Hawaii at the Sullivan Estate in Haleiwa, Hawaii, that the indictment says cost Wilkes $32,000.

Also cited in the indictment is a long list of expensive meals at Washington-area restaurants and a Ellie Bleu cigar humidor, at a cost of $2,307.38, delivered to Foggo on Nov. 20, 2004.

Foggo resigned from his position last year after the departure of CIA director Porter Goss, who had elevated Foggo from a field logistics officer to the powerful executive director position.

At his home in suburban Washington, D.C., this morning, Foggo declined to comment to ABC News.

A lawyer for Brent Wilkes, Mark Geragos, also declined to comment.

The two men are scheduled to be arraigned in San Diego tomorrow morning at 9:30 a.m. local time.
