Bush Authorizes New Covert Action Against Iran

Bush_authorizes_mnThe CIA has received secret presidential approval to mount a covert "black" operation to destabilize the Iranian government, current and former officials in the intelligence community tell the Blotter on ABCNews.com.

The sources, who spoke on the condition of anonymity because of the sensitive nature of the subject, say President Bush has signed a "nonlethal presidential finding" that puts into motion a CIA plan that reportedly includes a coordinated campaign of propaganda, disinformation and manipulation of Iran's currency and international financial transactions.

"I can't confirm or deny whether such a program exists or whether the president signed it, but it would be consistent with an overall American approach trying to find ways to put pressure on the regime," said Bruce Riedel, a recently retired CIA senior official who dealt with Iran and other countries in the region.

A National Security Council spokesperson, Gordon Johndroe, said, "The White House does not comment on intelligence matters." A CIA spokesperson said, "As a matter of course, we do not comment on allegations of covert activity."

The sources say the CIA developed the covert plan over the last year and received approval from White House officials and other officials in the intelligence community.

Officials say the covert plan is designed to pressure Iran to stop its nuclear enrichment program and end aid to insurgents in Iraq.

"There are some channels where the United States government may want to do things without its hand showing, and legally, therefore, the administration would, if it's doing that, need an intelligence finding and would need to tell the Congress," said ABC News consultant Richard Clarke, a former White House counterterrorism official.

Current and former intelligence officials say the approval of the covert action means the Bush administration, for the time being, has decided not to pursue a military option against Iran.

"Vice President Cheney helped to lead the side favoring a military strike," said former CIA official Riedel, "but I think they have come to the conclusion that a military strike has more downsides than upsides."

The covert action plan comes as U.S. officials have confirmed Iran had dramatically increased its ability to produce nuclear weapons material, at a pace that experts said would give them the ability to build a nuclear bomb in two years. 

Riedel says economic pressure on Iran may be the most effective tool available to the CIA, particularly in going after secret accounts used to fund the nuclear program.

"The kind of dealings that the Iranian Revolution Guards are going to do, in terms of purchasing nuclear and missile components, are likely to be extremely secret, and you're going to have to work very, very hard to find them, and that's exactly the kind of thing the CIA's nonproliferation center and others would be expert at trying to look into," Riedel said.   

Under the law, the CIA needs an official presidential finding to carry out such covert actions. The CIA is permitted to mount covert "collection" operations without a presidential finding.

"Presidential findings" are kept secret but reported to the Senate Select Committee on Intelligence, the House Permanent Select Committee on Intelligence and other key congressional leaders.

The "nonlethal" aspect of the presidential finding means CIA officers may not use deadly force in carrying out the secret operations against Iran.

Still, some fear that even a nonlethal covert CIA program carries great risks.

"I think everybody in the region knows that there is a proxy war already afoot with the United States supporting anti-Iranian elements in the region as well as opposition groups within Iran," said Vali Nasr, adjunct senior fellow for Mideast studies at the Council on Foreign Relations.

"And this covert action is now being escalated by the new U.S. directive, and that can very quickly lead to Iranian retaliation and a cycle of escalation can follow," Nasr said.

Other "lethal" findings have authorized CIA covert actions against al Qaeda, terrorism and nuclear proliferation.

Also briefed on the CIA proposal, according to intelligence sources, were National Security Advisor Steve Hadley and Deputy National Security Advisor Elliott Abrams. 

"The entire plan has been blessed by Abrams, in particular," said one intelligence source familiar with the plan. "And Hadley had to put his chop on it."

Abrams' last involvement with attempting to destabilize a foreign government led to criminal charges.

He pleaded guilty in October 1991 to two misdemeanor counts of withholding information from Congress about the Reagan administration's ill-fated efforts to destabilize the Nicaraguan Sandinista government in Central America, known as the Iran-Contra affair. Abrams was later pardoned by President George H. W. Bush in December 1992.

In June 2001, Abrams was named by then National Security Advisor Condoleezza Rice to head the National Security Council's office for democracy, human rights and international operations. On Feb. 2, 2005, National Security Advisor Hadley appointed Abrams deputy assistant to the president and deputy national security advisor for global democracy strategy, one of the nation's most senior national security positions.

As earlier reported on the Blotter on ABCNews.com, the United States has supported and encouraged an Iranian militant group, Jundullah, that has conducted deadly raids inside Iran from bases on the rugged Iran-Pakistan-Afghanistan "tri-border region."

U.S. officials deny any "direct funding" of Jundullah groups but say the leader of Jundullah was in regular contact with U.S. officials.

American intelligence sources say Jundullah has received money and weapons through the Afghanistan and Pakistan military and Pakistan's intelligence service. Pakistan has officially denied any connection.

A report broadcast on Iranian TV last Sunday said Iranian authorities had captured 10 men crossing the border with $500,000 in cash along with "maps of sensitive areas" and "modern spy equipment."

A senior Pakistani official told ABCNews.com the 10 men were members of Jundullah.

The leader of the Jundullah group, according to the Pakistani official, has been recruiting and training "hundreds of men" for "unspecified missions" across the border in Iran.

My husband and I are disappointed again that ABC News would put their own commercial interest ("scooping" a story)above America's national security. Wouldn't we rather be fighting a covert war to destabilze Iran than a war in the streets? If we were fighting a war in the streets in cities of Iran ABC would be bringing us the "dreadful" news every night.

First Amendment rights, once again, trump any other rights. Such as: the right to LIFE, for many people, the right and responsibility of a government to do all in its power to protect it's citizens.

Yes, there needs to be a free press in order to have a democracy. But a free press SHOULD have the integrity and moral courage to know what should not be broadcast, rather than being driven by the insatiable lust for ratings.

I was once a devout ABC news fan. Recent storeis, including this despicable bit of reportage, have drastically lessened my opinion of the organization.

ABC News is irresponsible in reporting secret documents and must be paying a lot to get information leaks. There is a difference in being a news reporter rather than a commentator, however both require patriotic integrity, which both Brian Ross and Charles Gibson appear to be lacking. If you are citizens of the United States then act like it.

This is no surprise. The CIA has been covert operations like this to other nations since its inception in 1946. Take Iran for example in 1953 they overthrew the democratically elected government and put the Shaw back in power. The CIA was uses to sabotage the Costa Rican government in the late 1950's all for the benefit of the United Fruit Company. In 1973 the CIA helped organize a coup and put Augusto Pinochet in power in Chille, who by the way was a brutal dictator much like Stalin. There isn't enough space to list all the morally and ethically wrongdoings of the CIA here. ABC deserves praise for exposing this latest action. The people have a right to know what their government is doing. This whole standoff with Iran has nothing to do with nukes or radical Muslim clerics. It is about money and corporate power.

Unfortunately once again "secret" information gets leaked - ABC decides to publish it under their "1st Admendment Right" great. I agree you wonder who the networks serve - I don't see where this is in the public good realm. More importantly look at who had access to this information - CIA officials they know better than to leak such information since it tends to get people killed trying to do their job - The Senate Intelligence Committee political hacks who couldn't keep their mouths shut if they tried to. By the way who is charge of this committee, and why at this point hasn't an investigation been started - information like this gets leaked for only one purpose - political gain - the time has come to start enforcing the laws regarding the release of sensitive information start throwing some of these fools in prison, or better yet let them spend some time on the front lines and see how they like everyone know exactly where they are - who they are - another words paint a target on their back just like they are doing to those men and women risking their lives everyday.

"secret operations", OBVIASLY telling john-Q public that 'hey, we're conducting secret propaganda missions in iran' IS part of the secret propaganda mission; by letting Iran know that "hey, you want to fight a proxy/propaganda war with us, we'll be fighting one back" Iran has admitted "secret propaganda missions" against the US and its allies, so why wouldnt we (the west) do the same. I think if you do your research and profile US forign policy properly, you'd already know that we've been 'propagating' iran for decades. Especially since the 90's with Irans population boom and the replacement/removal of thier previous gov'ts. Its laughable to suggest that americas propaganda war in Iran is any "secret".

First of all, the report consistently used the word "secret" in describing the alleged CIA operation. It was NOT classified; if it had been, Ross would have used that word.

Secondly, whether the plan was classified or merely secret, why would officals with the CIA talk to reporters about it? As is rightly pointed out, revealing such things to the press is counterproductive. The CIA has absolutely NO obligation to tell reporters about ANYTHING they're planning to do, and ABC could NOT have reported this if the officials hadn't talked. So the question which needs to be asked is, WHY did the CIA tell the press about this? How does it benefit them to have the public know about this? If there are traitors, might they not be the CIA officials who initiated this?

While it seems farfetched, I can appreciate the argument this very well may have been a deliberate leak with an ulterior motive, but publishing it sure generated a lot of controversy and exposed the obvious political fault lines dividing this great nation. There really are two Americas. I cannot think of any other time in American history - maybe not since the Civil War -when there has been such a divergence of opinion on virtually every topic. ABC - like all news organizations thrives off controversy - pitting one group against another sells lots of airtime. This may be the real tragedy in this whole mess.

How on earth can you justify airing national secrets like this?? It is nice to be kept abreast of what is going on within the government, but not when it jeopardizes national security and the lives of so many of our military personnel. Shame on ABC!!

I'm done watching ABC News, period.
If it was "secret" it's not anymore. What you are reporting goes beyond the public's right to know. I agree with the concensous that this is treason. What are you willing to do for a story? I can't believe this is deliberate mis-information. I'm not a fan of this administration, but this story undermines US security.

Gee, this is great news, but does ABC think this was something we couldn't live without knowing? And will ABC NEWS expose Iran's covert activity with the same zeal? I doubt it. I have concluded that our media is against us and working to help protect reactionary totalitarian regimes and al Qaeda. You're not just reporting. You're aiding the enemy.

Keep up the good work! It's apparent that a lot of people don't know what this government is doing in all our names. I would like to think that shining a light on the subject might lead to something healthy, like debating our policies toward Iran and Iraq and figuring out what the hell we are or should be doing in the Middle East in general. Democracy is our birthright and has been paid for over and over again by the sacrifices of many generations of Americans. Let's show the courage to preserve it and not sell it for a mess of pottage.

Obviously publicizing the story nullifies any secrecy and alters Iranians to plan countermeasures. Iran has proven itself time and time again to be a dangerous and wily adversary as well as oppressor of it's own population and for ABCnews to sabotage a CIA operation like this is the height of irresponsibility and lunacy. It's as if they want US interests to be damaged and I am thoroughly disgusted.

If they were reporting on an action that took place last year and their actions wouldn't put any operatives in the field in danger thats one thing, but this is apparently a fairly new operation. Even if the producers of the news show disagree with the policy, reporting it in this way puts the operatives involved in mortal peril. Peter Jennings was my favorite anchor growing up so I still watch ABC in honor of him, but I may never watching them again, what a lack of strategic sense....
