Recipient of U.S. Aid Wages Campaign Against Homosexuality

Recipientofus_mn An African leader involved in organizations that have received millions of dollars from the president's Emergency Plan for AIDS Relief is leading a campaign to criminalize homosexuality in Uganda.

Pastor Martin Ssempa, who runs the Makere University church in Kampala, Uganda, led a demonstration last week of at least 200 protesters, calling homosexuality "a criminal act against the laws of nature."

"We were organizing the rally to protest an organized effort to force Africa, especially Uganda, to change our laws and to legalize homosexuality," says Ssempa. "We consider homosexuality to be abnormal, anti-cultural and criminal behavior. The government must uphold the law."

Ssempa has been considered the public face for the president's Emergency Plan for AIDS Relief (PEPFAR) in Uganda. Organizations he's active in such as the Inter-Religious Council of Uganda (IRCU) have received millions of dollars of USAID funding.

According to the State Department Web site, "In June 2006, USAID/Uganda signed a three-year direct contract of $15 million with IRCU to further roll out prevention, care and treatment services."

In 2005, Congressional Republicans invited him to testify before Congress on the success of abstinence-based programs. He's toured the United States speaking on the issue and endorsements on his own Web site include a former deputy assistant secretary from the U.S. Department of Health and Human Services.

Ssempa is also the spokesperson for the "Interfaith Rainbow Coalition Against Homosexuality," a group of Ugandan pastors, priests and imams who say they are fighting against the "homosexual victimization of Ugandans."

"Homosexuality is repugnant because it simultaneously breaks three major laws: 1) The law of nature where male goes with female, 2) The law of the man spelled in our penal code as above, 3) The Law of God as seen in the Bible and the Koran," the group's Web site states. "We need government to enforce the laws of this country...It needs to take action against the promoters of this criminal lifestyle by investigating them, cutting off their funding and stopping their propaganda."

The group also wants the Ugandan government to deport an American journalism intern from Stanford University, Katherine Roubous, who's written articles this summer about court challenges to anti-homosexual laws for the country's newspaper, The Monitor.

Ssempa says he googled Roubous and discovered she is president of a gay rights organization at Stanford. He accuses her reporting of being biased.

"We find a conflict of interest when a lesbian leader from Stanford comes to Uganda and begins writing sensational stories from only one view of homosexuality," he says.

Roubous, who says she is not gay, is involved in promoting gay rights at Stanford. She says, "I'm a human rights activist, so I've done a lot in environmental activism, domestic violence, immigration rights."

Roubous and her editor at The Monitor stand by her reporting. She says that despite her own activism background, she saw this internship as an opportunity to practice and learn about journalism in another country and is surprised and hurt by Ssempa and others' accusations against her.

"For every article I included a variety of voices," says Roubous, who also says she interviewed Ssempa for the majority of her stories. "It's not any of my business to voice my opinion on any of these issues. The fact that I'm giving a voice to people that the press hasn't allowed to speak is just good journalism."

But Ssempa says Ugandans are angry at Roubous actions.

"We resent an American journalist coming to change our laws," says Ssempa.   

Calling her reporting "criminal propaganda," his group's Web site states, "It is important that government takes appropriate action to ensure that the issue of homosexuality is not covered by homosexuals who are bent on giving Ugandans one side of the story."

Roubous is now considering returning to the U.S. early because of threats against her.

A State Department spokesperson declined to comment on whether it's appropriate for someone receiving U.S. funding to make anti-homosexual remarks.

"He's a private citizen," said the spokesperson.

Another bright decision made by the Bush Administration. Do they ever get anything right? Although they do support the persecution and oppression of homosexuals in the United States, so I'm sure it's purposeful that they do it in other countries around the world also. What a bunch of intolerant, hateful, clueless, arrogant, dimwitted bigots. I'm describing both the homophobic dirtbags in Uganda and in Washington. King Bush is always foaming at the mouth about terrorism, but says and does nothing about the life of a reporter from Stanford, a U.S. citizen, being threatened? I guess it's only terrorism if people George Bush agrees with are being threatened huh? Gay Americans pay the same taxes as straight Americans, yet their tax dollars are going to support people who are spreading hate and discrimination against them!? I can't believe that in today's day and time that Dana Hughes is still tying AIDS to homesexuality, especially when covering a story about an African nation where the HIV infection rate is so high amongst the population...gay, straight and "other" (like Senator Craig).

We should speak out against the "leader" of Uganda for his anti homesexual stance, period. It should not be tied to AIDS funding. I think Dana is missing the point here.

I was walking out of a grocery store on my way to my car and noted a bumper sticker that said "Your vote counts more in 2004" with a lamp and a cross depicted beside it. My first thought was "Man...I'd be ashamed to have that on my car now." I guess not everyone who voted 'For God' had to suffer through sitting with the rest of their church members who were told to vote "God's way" during their son's funeral.

I don't understand people like you. The kind of people who put down 20 or more dollars to buy custom plates like XYLUVXX (Love between a man and a woman), and litter their cars and entire persona displayed everywhere with hateful propaganda that has been repeatedly shown over the last couple decades to be nothing but political ploys.

You don't like that your two male neighbors are doing some horizontal mambo behind closed doors in the privacy of their own home? Tough. Spend less time worrying about what other people are doing, and more about your own life.

It really burns me when some middle aged white person, without a college diploma and nothing worth LIVING in their souls despite a seeming hatred for everything that doesn't match their own views, gets in my face with their slander and tries to tell me how to live. Sorry, I don't see having a loving relationship with the same sex as being something prohibited by the ten commandments..but you know what is? Adultery. Lying. Stealing.

I think a major fact that is missing here is that AIDS is not being spread by homosexual sex in Africa, it is being spread by unprotected adulterous straight men! They are giving it to their wives, girlfriends, mistresses, all of the above and then those women are passing it to their children. But it is not some crazy rampant homosexual diease, it is being passed and passed and passed by hetrosexuals. So, I say throw the straights out! They're the "sick" ones.

There is one thing i have noticed with donors,they give aid with so many ties not respecting the values and cultures of people.Please if the Ugandans have said they wont embrace homosexuality, keep your funds to yourselves and leave them alone,instead of manuplating them

i grew up admiring America,it was my dream to finish school, perform well get to university and get a scholarship to the United States of America. i read their motto on their dollars "IN GOD WE TRUST"

This is still the dream for many young africans here in africa.my heart now bleeds reading the above comments on homosexuality.

It just cant fit in my mind that the most influential country in the world has morally degenerated to forcing down the throat of ugandans a bagful of newyork-boardroom engineered policies coated "LGBT" all in the name of "Human rights"

When will everybody realize that what makes all people the same is so much more important than what makes us different. I just don't understand the bigots who discriminate against gays. As if homosexuals aren't human beings too. As if they're not someone's son, or daughter, or sister, or brother, or father, or mother, or friend. All people want to live in peace, we all feel love, we all want the best for our loved ones, we all have hopes and dreams, we can all feel pain, we all want to follow our bliss, we all struggle, we're all just trying to get through life the best way we know how. How does any of that change with the color of someone's skin, or their physical abilities, or what God they pray to, or what language they speak, or what their sexual orientation is? Only a truly vicious, hateful, spiteful, selfish, vile misanthrope would begrudge someone their love of someone else. People who hate homosexuals should be ashamed of themselves. Those bigots deserve to live in the shadows. They're not fit to show their faces in decent society.

Iryn; Your leader is a wiseman! I did not know when I went into the army at 17. That people engaged in such things!(Homosexuality.) I was waiting in a train depot to go home on leave! I started to fall asleep on the bench waiting! This guy woke me up when he was rubbing my upper thigh! It startled me,and when I realized what he was doing. I got angry! But he quickly left, by the time I gathered my senses he was gone! However! I and another troop waiting there went out to find him! We never did but had we, we would have been gay bashers!(Which is called a hate crime in America.) Why was it so repulsive to me? Was I born a "homophobe"? It must be because I would react the same today! But people HATE me because I am homophobic! Am I unworthy of love? I never even knew about such things! It came "natural" to me to hate such activity! If it had been a women,well it would not be right! But my reaction would be quite different! However if I beat up a women it WOULD NOT be a hate crime! That is unless it was a black women or hispanic or some other minority! Make sense? Right! Thats how thinking is when we live in a day that girls will be boys and boys will be girls! There also is a double standard concerning freedom of speech involved! In sacremento Ca(as example) pro lifers were praying in front of the capitol (completely legal action.)And regardless of what you believe on the subject! The police came and sprayed mace in the peoples eyes! Grabed their arms behind their back as those abortion supporters hollered KILL them, bust their arms off, and laughed as many patrolmen did put the hurt on as much as possible!Fast forward about a year later! I do not remember the reason! But the gays, were angry about something! They blocked the Golden Gate bridge for several hrs in time of the morning rush. They ran thru town busting windows and generally destroyed thousands of dollars worth of property! The police stood by and watched them! And made no arrests! They were on what they call as a "high tolerance" level! Your leader is on the RIGHT track! We are on the LEFT track, which end is destruction!

What's the problem? Uganda is trying to slow down the transfer of HIV. That is why we gave them the money. The more homosexuals are allowed to freely and openly do the things they do, the more other homosexuals will get HIV. Being a homophobe is not a bad thing if you are trying to save all people.

While I also do not support the homosexual lifestyle, I must clear up one misconception that I am repeatedly seeing posted. Most of the HIV infections in Uganda and elsewhere in Africa are spread by HETEROSEXUAL sex. Apparently, the one thing gays know how to do is to be monogamous. Maybe straight men could take a lesson in that department and keep it in their pants.

America Has been blessed with so many things and its people are living good lives...but this will save the people who are still insisting on doing whatever they want, too much freedom may be dangerious.
Homosexuality is a symptom of a dying civilization.....so Americans should think about the generations to come, and by legalising homosexuality, where will the children come from??? and who will carry America to where its supposed to go??

so i thank God for Uganda, its not too late for us, when i think of the destruction homosexuality will cause....i had better fought now for my beautiful country

We're not a dying civilization, just a species that's reached critical mass and is destroying our Mother Earth (who's round by the way) more everyday.

I really don't care who's gay and who's not. I don't think homosexuals have anymore right to engage in public affection or intercourse than straight couples do, and honestly would not want to see or have children see either version though I'm sure that'd probably be the least of what children are subject to now. What people do in their own homes is not my business.

More power to Uganda, I hope they develop greatly as a nation and prosper. I have more issues with the hateful culture in the US and frankly don't care about other countries. No one in this commentary has bashed Uganda, it's more people are disappointed in seeing our President and his inability to distinguish church from state in a nation that has a vast myriad of religions and lifestyles practiced by it's legal citizens who's motto is "Liberty and Justice For All".

He was one of their top leaders, an advisor to King George & he's as gay as the day is long.

i think the name homosexuality needs to be changed to homosickness. ive read the mail of dem guys calling people homophobes and all that. you say it is hate? hah. gooing by the comments, i think the opposite is right. u brand guys who point out the hogwash yo doing as intolerant. to wat. if u c a vile activity, sit by and say let it be tolerted in the name of human rights? we might as well tolerate carnibliasm, because once in a while some people are born wtih a desire for flesh?????

I wish Americans would come face to face in the mirror and see who they really are.They have alot but they are actually dying out.
am so tired of people who think that what people do in their bed rooms in none of our business.....please!!

remember what's done in the privacy of one's bedroom may affect an entire community. what you people have failed to understand is that in Uganda we are a community, we are one. in countries like America there in the individualistic kind of thing, where people do as they please no matter how dangerous it may be.this is disastrous.

I know we have many problems as a nation that we should be dealing with at the moment BUT Homosexuality is also a BIG issue at the moment and we need to deal with NOW!

It is so disappointing from what i have read from the American People. Even animals dont have gender confusions. But Americans have. What a shame!!!!!!!!We as Africans have grown up looking up to you in very many things including infrastructure and development. We have been learning from you. However, its time for you to learn from Us. You need to be sat down and educated by Africans from the BASICS coz you have lost it. Please some of these things we should not even be talking about coz they are so ashaming. Please wake up.
But fellow Africans its time that we took the lead and America and Europe Followed coz it seems they have lost the mark. No Moral standard at all.

Actually, there are many documented cases of homosexuality in animals. Your government and media probably only tells you what it wants you to hear, because people are easier to control when they're all riled up about something.

According to Bono no man living has done more to stop the spread of AIDs in Africa than Pres. Bush. Clinton's $1.5 billion which went to war lords is simply nothing to the $15 billion by Bush that is not going to war lords. The Bush administration is out front on this but you won't see it in the biased media. Talk to folks going over there to do this work and they will whisper blessings to Bush in your ear. Sadly even he cannot stop risky behavior.

I CONSIDER MYSELF A SECULARIST. I see only damage done by religion. I believe we would all be better abandoning religion. Regarding the Ugandan policy of repression of civil rights for gay persons ,i believe any funding should be given ONLY when they change their policies , Why contribute to hate ? They can get funding from other countries who dont respect civil rights.

If I remember correctly, Uganda is the home of tyrants and cannibals. US tax dollars should not be wasted in what could be considered nothing more than a bastion of complete and total ignorance. So, I agree, leave the Ugandans to their own devices, and they will soon cease to exist without the help of modern medicine (i.e. funded with US tax dollars). Good Luck!
