Recipient of U.S. Aid Wages Campaign Against Homosexuality

An African leader involved in organizations that have received millions of dollars from the president's Emergency Plan for AIDS Relief is leading a campaign to criminalize homosexuality in Uganda.
Pastor Martin Ssempa, who runs the Makere University church in Kampala, Uganda, led a demonstration last week of at least 200 protesters, calling homosexuality "a criminal act against the laws of nature."
"We were organizing the rally to protest an organized effort to force Africa, especially Uganda, to change our laws and to legalize homosexuality," says Ssempa. "We consider homosexuality to be abnormal, anti-cultural and criminal behavior. The government must uphold the law."
Ssempa has been considered the public face for the president's Emergency Plan for AIDS Relief (PEPFAR) in Uganda. Organizations he's active in such as the Inter-Religious Council of Uganda (IRCU) have received millions of dollars of USAID funding.
According to the State Department Web site, "In June 2006, USAID/Uganda signed a three-year direct contract of $15 million with IRCU to further roll out prevention, care and treatment services."

In 2005, Congressional Republicans invited him to testify before Congress on the success of abstinence-based programs. He's toured the United States speaking on the issue and endorsements on his own Web site include a former deputy assistant secretary from the U.S. Department of Health and Human Services.
Ssempa is also the spokesperson for the "Interfaith Rainbow Coalition Against Homosexuality," a group of Ugandan pastors, priests and imams who say they are fighting against the "homosexual victimization of Ugandans."
"Homosexuality is repugnant because it simultaneously breaks three major laws: 1) The law of nature where male goes with female, 2) The law of the man spelled in our penal code as above, 3) The Law of God as seen in the Bible and the Koran," the group's Web site states. "We need government to enforce the laws of this country...It needs to take action against the promoters of this criminal lifestyle by investigating them, cutting off their funding and stopping their propaganda."
The group also wants the Ugandan government to deport an American journalism intern from Stanford University, Katherine Roubous, who's written articles this summer about court challenges to anti-homosexual laws for the country's newspaper, The Monitor.
Ssempa says he googled Roubous and discovered she is president of a gay rights organization at Stanford. He accuses her reporting of being biased.
"We find a conflict of interest when a lesbian leader from Stanford comes to Uganda and begins writing sensational stories from only one view of homosexuality," he says.
Roubous, who says she is not gay, is involved in promoting gay rights at Stanford. She says, "I'm a human rights activist, so I've done a lot in environmental activism, domestic violence, immigration rights."
Roubous and her editor at The Monitor stand by her reporting. She says that despite her own activism background, she saw this internship as an opportunity to practice and learn about journalism in another country and is surprised and hurt by Ssempa and others' accusations against her.
"For every article I included a variety of voices," says Roubous, who also says she interviewed Ssempa for the majority of her stories. "It's not any of my business to voice my opinion on any of these issues. The fact that I'm giving a voice to people that the press hasn't allowed to speak is just good journalism."
But Ssempa says Ugandans are angry at Roubous actions.
"We resent an American journalist coming to change our laws," says Ssempa.
Calling her reporting "criminal propaganda," his group's Web site states, "It is important that government takes appropriate action to ensure that the issue of homosexuality is not covered by homosexuals who are bent on giving Ugandans one side of the story."
Roubous is now considering returning to the U.S. early because of threats against her.
A State Department spokesperson declined to comment on whether it's appropriate for someone receiving U.S. funding to make anti-homosexual remarks.
"He's a private citizen," said the spokesperson.

If it was not for the ACLU we could do this here. Just think of how much better off the USA would be if we could do this here. The ACLU is just as bad as the gays...we need to rid this country of them both!!!

Another bright decision made by the Bush Administration. Do they ever get anything right? Although they do support the persecution and oppression of homosexuals in the United States, so I'm sure it's purposeful that they do it in other countries around the world also. What a bunch of intolerant, hateful, clueless, arrogant, dimwitted bigots. I'm describing both the homophobic dirtbags in Uganda and in Washington. King Bush is always foaming at the mouth about terrorism, but says and does nothing about the life of a reporter from Stanford, a U.S. citizen, being threatened? I guess it's only terrorism if people George Bush agrees with are being threatened huh? "A State Department spokesperson declined to comment on whether it's appropriate for someone receiving U.S. funding to make anti-homosexual remarks." Gay Americans pay the same taxes as straight Americans, yet their tax dollars are going to support people who are spreading hate and discrimination against them!? If this wasn't so tragic, it would almost be funny. The Government of the United States should condemn these homophobic bigots in the strongest terms possible. But with a putrid organization like the hate-mongering Republican Party running the government, you can bet that's not going to happen.

I can't believe that in today's day and time that Dana Hughes is still tying AIDS to homesexuality, especially when covering a story about an African nation where the HIV infection rate is so high amongst the population...gay, straight and "other" (like Senator Craig).
We should speak out against the "leader" of Uganda for his anti homesexual stance, period. It should not be tied to AIDS funding. I think Dana is missing the point here.

Once again, the Republicans have their priorities backwards. Sure, syphoning off tax dollars meant to combat aids instead being used to promote Republican intolerant religious beliefs.
I pay taxes. Why can't the Republican party spend their own money to promote intolence? Why do they always have to spend mine.
Once again the Republicans expose the moral abyss that is the Republican party.

I was walking out of a grocery store on my way to my car and noted a bumper sticker that said "Your vote counts more in 2004" with a lamp and a cross depicted beside it. My first thought was "Man...I'd be ashamed to have that on my car now." I guess not everyone who voted 'For God' had to suffer through sitting with the rest of their church members who were told to vote "God's way" during their son's funeral.
I don't understand people like you. The kind of people who put down 20 or more dollars to buy custom plates like XYLUVXX (Love between a man and a woman), and litter their cars and entire persona displayed everywhere with hateful propaganda that has been repeatedly shown over the last couple decades to be nothing but political ploys.
You don't like that your two male neighbors are doing some horizontal mambo behind closed doors in the privacy of their own home? Tough. Spend less time worrying about what other people are doing, and more about your own life.
It really burns me when some middle aged white person, without a college diploma and nothing worth LIVING in their souls despite a seeming hatred for everything that doesn't match their own views, gets in my face with their slander and tries to tell me how to live. Sorry, I don't see having a loving relationship with the same sex as being something prohibited by the ten commandments..but you know what is? Adultery. Lying. Stealing.

Uganda has got no place for homosexuals. I will fight tooth and nail to dislodge this vice from our nation.How can the pearl of Africa embrace this filth??? No way. Guys keep your homosexuality in the Americas and NEVER BRING IT TO UGANDA.I can never support you.A young man died in one of our prisons because of homosexual attacks. Remember the rectum is for waste, what your body has rejected. How can a sane person go in for such......my, I can't, I will never. Homos style up and be reconstructed morally. Uganda will never embrace this. thank you.

oh please.. tomorrow your children will marry their dogs, cats, horses, snakes, rabbits etc. They will God and the Law to support them and they will still pay their taxes At that time I hope you say they same argument. Also just because you give him AID money that doesn't mean that he sold you his RIGHTS!! Let him speak out damn it. All the immoral ideas and acts come out of the US mainly. I think a major fact that is missing here is that AIDS is not being spread by homosexual sex in Africa, it is being spread by unprotected adulterous straight men! They are giving it to their wives, girlfriends, mistresses, all of the above and then those women are passing it to their children. But it is not some crazy rampant homosexual diease, it is being passed and passed and passed by hetrosexuals. So, I say throw the straights out! They're the "sick" ones.

It's so shocking how man can lose all manner of ssanity!We have a case where a section of people are in dire need of our help and you are here trying to tie your support to the aid given to Uganda!Come on guys, you know what,you can as welll stop your aid if you think Uganda survives because of the US.Honestly, Uganda is an independent entity with a value system that we all must support just like some American vvalues are. In my opinion homosexuality is unnatural, and it is illegal in Uganda because it is against the law of man and God!This act will therefore NEVER be accepted by our people in Uganda because we respect our values,PERIOD!So please don't forcefully shove your alien culture down our throats and we will remain your good friends anything short of this is UNWELCOME in Uganda, my motherland! There is one thing i have noticed with donors,they give aid with so many ties not respecting the values and cultures of people.Please if the Ugandans have said they wont embrace homosexuality, keep your funds to yourselves and leave them alone,instead of manuplating them
95% of Ugandans are against homosexuality.people like pastor martin ssempa are standing for the values of his Nation.
Americans dont export your immorality to Uganda....instead copy from what they are doing and change your nation.

i grew up admiring America,it was my dream to finish school, perform well get to university and get a scholarship to the United States of America. i read their motto on their dollars "IN GOD WE TRUST"
This is still the dream for many young africans here in africa.my heart now bleeds reading the above comments on homosexuality.
It just cant fit in my mind that the most influential country in the world has morally degenerated to forcing down the throat of ugandans a bagful of newyork-boardroom engineered policies coated "LGBT" all in the name of "Human rights"
So there you are, having Steve Long seated on the 37th Floor of a new york building writing out wordy letters to the Ugandan presdent condeming uganda for upholding its laws against this completely unnatural behavior.

Ahhh, too bad for you Leslie. Isn't it terrible that we have laws protecting people from hate crimes and that people can't go out and make their lives miserable because they're not 'just like you' in every way.
Get a life and quit dwelling on the fact that this is America, it's a free country and all our citizens are given full equality and justice under the law and there is no way you or anyone else is going to take that away from ANYONE!
