U.S.: Saudis Still Filling Al Qaeda's Coffers

Ussaudisstill_mn Despite six years of promises, U.S. officials say Saudi Arabia continues to look the other way at wealthy individuals identified as sending millions of dollars to al Qaeda.

"If I could somehow snap my fingers and cut off the funding from one country, it would be Saudi Arabia," Stuart Levey, the under secretary of the Treasury in charge of tracking terror financing, told ABC News.

Despite some efforts as a U.S. ally in the war on terror, Levey says Saudi Arabia has dropped the ball. Not one person identified by the United States and the United Nations as a terror financier has been prosecuted by the Saudis, Levey says. 

"When the evidence is clear that these individuals have funded terrorist organizations, and knowingly done so, then that should be prosecuted and treated as real terrorism because it is," Levey says.

Among those on the donor list, according to U.S. officials, is Yasin al Qadi, a wealthy businessman named on both the U.S. and U.N. lists of al Qaeda financiers one month after the 9/11 attacks.

Al Qadi, who has repeatedly denied the allegations, remains free, still a prominent figure in Saudi Arabia.

Al Qadi's London-based attorney, Guy Martin of Carter-Ruck law firm, said the United States has never produced any evidence in support of the allegations against his client.

"He hasn't been tried, let alone convicted, anywhere in any jurisdiction in the world," said Martin. "While allegations have been made, there have been no formal criminal proceedings."

"This is a financial Guantanamo to my client who is the victim of a gross and on-going miscarriage of justice," said Martin. "This is a Kafka situation where people are put on this list with no due process."

While the Saudi embassy had no comment regarding Levey's specific allegations, a spokesman did note that after the Sept. 11 attacks, the country took prompt action and "required Saudi banks to identify and freeze all assets relating to terrorist suspects and entities per the list issued by the United States government." The statement went on to say that "Saudi banks have complied with the freeze requirements and have initiated investigations of transactions that suspects linked to Al Qaeda may have undertaken in the past."

U.S. officials say they are equally frustrated with what they call the empty promises of Pakistan to go after al Qaeda's sanctuaries in their country.

Pakistan says it is willing to take action if the U.S. provides details. 

"If they had specific information, they should share it with us, and we would go after them," Pakistani Ambassador to the U.N. Munir Akram told ABC News.

When asked whether the U.S. can trust his country, Ambassador Akram said, "Well, if the U.S. doesn’t trust Pakistan, how can Pakistan be an ally of the U.S.?"

A question echoed by many in the U.S.

With fresh funds and a safe haven, al Qaeda has been able to recruit and train a new class of terrorists as well as send out a stream of new propaganda tapes.

Just today, al Qaeda's leader Osama bin Laden was seen on a second video this week, introducing the video will of one of the 9/11 hijackers.

"And it remains for us to do our part," bin Laden said as he held up 9/11 hijacker Waleed al Shehri's life as an example. "So I tell every young man among the youth of Islam: it is your duty to join the caravan until the sufficiency is complete and the march to aid the High and Omnipotent continues."

U.S. officials fear there are more like al Shehri heeding bin Laden's call and coming now from Pakistan.

"The consequence is that there is in effect a sanctuary in the northwest part of Pakistan, just like the sanctuary that used to exist before we invaded Afghanistan," Richard Clarke, the former White House counterterrorism official and now ABC News consultant, said.

The attackers on 9/11 were Saudia Arabians - but did that make Bush mad. NOOOOOOOOOOOOOOOOO! He just rushed the Bin Laden family out of the country and started the mantra against the country that had nothing to do with the attack -Iraq. The only consideration for the closeness of Bush and the Saudis is oil, and the Iraq oil is what Cheney and Bush want now.

We don't do anything against countries that support and harbor Al-Queda like Saudi Arabia and Pakistan but we're babysitting in Iraq?

This is the reason I did not join the military after 911, because the Bush family and many of our politicians are recieving blood money from the same Saudis that are contributing money to our deaths!!! Our "leaders" can not be trusted! This voting season boycott any politician that continues to recieve money from the Saudis!

I love reading the comments and news articles like this. It's all a joke..and a joke on the world. Bush, terrorist, congress, Saudies, Iraq, Iran, Paki...it's just a riot reading all this. Perhaps in about 10-20 years, it'll all come to light and accepted by society of how horrible all these people are. No sense in complaining about it or bickering - it's just going to happen (corruption, hand in the jar, $$ passed around, etc) - it's just going to happen and there is not one thing we can do about it.

While I partly agree with the comments, post 9/11 report, Saudi Government has made banking and transfer of foreign funds much more difficult to millions of expatriates working here. I have been working in the Kingdom since 1989 and transfer of my hard earned money have never been easy since Bush Adminsitration slapped Saudi Government to tightned the monetary rules. At least once in a year Banks freez accounts and require to update the validity of the account holders identity documents. In a cubersome banking customer service, some of us practically had to beg banks where our accounts are, to get our own money! In that sense, we feel what we have to do with the 9/11, where as we work here to make a living.

If United States has a right to take OIL in cheaper prices from Saudis and in return, fund, support and protect their those enemies, who were brought into Palestine after WWII to occupy the land of those PALESTINIANS by force, who had nothing to do with the actions of HITLER, why Saudis shouldn't have right to do the same with United States?

We buy oil from Saudis.

They use this money to fund insurgents to kill Americans.

The Saudi's have been our ally for years. This isn't as easy as "the Bush family has oil ties and it's all about their personal wealth." It's about the lesser of two evils. If we were to just start sticking it to the Saudi's, I would assume you guys could start walking to work because it's going to get ugly in a whole bunch of areas. Including oil. The fact remains we need some sort of ally over there and maybe this is the best we can get currently. Tho I can't believe I'm sitting here taking up for anything Bush does.

To say that the Bush family has financial interests in Saudi Arabia and that is why we aren't tougher on them is to not understand the problem.

The US ECONOMY is dependent on Saudi Oil.

Before you start whacking the Bush piniata, ask yourself how your life would be impacted if the cost of gasoline doubled? How would your company be impacted if air travel and shipping rates increased as a result?

Virtually everything in our economy depends on cheap foreign oil. Until that changes then the Saudis will always get leeway.

saudi arabia will soon be attacked again by the world islamic front. That goverment is under threat since the early 90's. That country will result in a civil war like all other arab countries like iraq. people still cry over oil for a hundred years now when will it stop. These terrorist don't want oil they want world power or an islamic world. I did my study on terrorism in the arab world. so i won't sound stupid and act dumb a say stupid things like a democrate.

Who would trust anything this government says? Might as well claim the Saudis have WMDs and the evidence was extracted at Gitmo. USE THE JUSTICE SYSTEM! Hold a trial, PRESENT THE EVIDENCE for all the world to see, thats what real democracies do. Given past experience, the evidence probably only exists in Cheney's imagination, along with the mushroom cloud.

Nothing will be done about the Saudis excessive connection as principal financiers of global terrorism as long as the Bush administration remains. The Bush family and Vice President Cheney, a major American crime cartel, will prevent justice on this issue.
