Another U.S. Security Contractor Under Investigation

Anotheruscont_mn Another American private security contractor is under federal scrutiny, according to law enforcement officials in Afghanistan.

The officials tell the Blotter on ABCNews.com that the investigation involves allegations of fraudulent overbilling against U.S. Protections and Investigations (USPI) of Houston, Texas.

The company has a multi-million-dollar contract with the U.S. Agency for International Development (USAID) to provide security for U.S.-funded road building projects in Afghanistan.

The company has also received millions of dollars to train Iraqi SWAT teams and parliamentary security in Baghdad, according to government contracting data.

U.S. and Afghan officials have seized computers, files and a safe from the Kabul offices of USPI, according to police officials and people who were at the scene.

Sources, including an Afghan police official, said that the chief financial officer of USPI's Kabul office and three other employees were detained and questioned about allegations the company skimmed millions of dollars through fraudulent mark-ups of expenses billed to USAID.

Mike Carroll, the deputy inspector general at USAID, told ABCNews.com that "our policy is that we don't comment on ongoing investigations."

The sources said one of the employees taken in for questioning was a personal assistant to USPI's chief executive, Del Spiers.

Spiers directed questions to his company's lawyer, Eric Dubelier.

Dubelier said USPI would cooperate with any investigation but that "we have no reason to believe that anybody at USPI has done anything wrong."

USPI's Web site says the security firm employs a force of 45 foreign workers, 115 Afghans and approximately 3,500 Ministry of Interior supplementary troops to "help bring about change and improvement for the people of Afghanistan."

In August, a roadside attack on a USPI convoy in Kandahar killed 15 people. Last December, a suicide bomber walked into a meeting of USPI employees and detonated a blast that killed two American and five Afghan employees.

Is there such a thing as legitimate overbilling?

This company is run by my parents. I would like everyone to know that they are good Americans that took on these projects abroad in Afganistan because they felt it was a good cause for both America's future and the Afgan people they met and came to love once there. It is sad that so much of the American tax dollar is spent on investigting all of the companies that went abroad after 9/11eling as if they were serving their country doing something positive.I guess I am confused about who the real enemy out there is? My parents have always been proud American's that loved their country.They are honest, down to earth Christian Texans. I wish that the media would print all the positive things they have done in Afganistan rather than jump to print they are under scrutiny. I watched my parents build this company from scratch. Sleepless nights and long travels into a dangerous place leaving behind their 5 children and 5 grandchildren one of which has severe Autism was not always easy for them. My father is 72 "Spiers" and when most men are sitting back collecting retirement, he is protecting American companie's employees in Afganistan. Knowing truth will show they have done nothing wrong,I wonder who will step up the way my parents have and so many other's when this is how we treat them?

I'm sick of the "little-minded" people who race to attack any, and everyone associated with World War Four, yes! this is it baby, and anyone who doesn't believe this IS IT, is living a lie. The photo run as the header is a laugh because it depicts an American company logo with some unknown person carrying an RPG. I know this for a fact, NO AMERICAN or Foriegn run company is allowed to (nor do they) carry such ordinance. Which leads me to wonder, just what is ABC News trying to convey? It's not like your parents were giving away food to needy children. They were profiting off war, and they got even greedier.

Putting 9/11, christianity, and love of country in the same paragraph only works if you're the president, once a mayor of new york (and running for president), or fox news.

During WWII, the US Congress setup an oversight board charged with monitoring all War Dept contracts. This was done because there was so much fraud committed by good Christian industrialists who also had children, such as Holli (see above). Fraud endangers our troops and our war effort and needs to be stamped out. But our current administration is having none of that. Instead of putting American soldiers in charge of protection, we pay enormous sums of money to hire fatcat contractors (and political donors) who hire mercenaries to carry the rifles. And why is that? Not enough troops? Maybe we should have stayed to finish the job in Afghanistan instead of going after "bad guys" that had nothing to do with 9/11. Shame on our government.

One thing has become quite obvious. Even if a company is run by good Christians, there better still be a team of careful accountants watching the books very closely.

Facts are wrong! USPI is not nor has ever worked or trained anyone in Iraq. USPI does not have a multi-million contract with USAID, USPI is a sub-contractor for The Louis Berger Group, Inc, who is the prime contractor for these projects. Why isn't USAID looking at all the other sub-contractors?

I find it appalling that the US Government would leak information about an ongoing investigation. I think they don't have any thing concrete so lets take it to the press and see what comes up. You have your facts wrong so I have to assume they do too as you got your information from "the leak"

Two factual problems with this story:
USPI does not have contracts with USAID to provide security for road building projects in Afghanistan. They do not train Iraqi SWAT teams and are not in Iraqi.

Two parts of this story is wrong which are easy to have been checked. How much of the rest of this story is false?
Why did ABC use that picture and copy the USPI logo off of their web site?

so, ask your parents about separation and maintenance fees in which they charged the US AMERICANS tax payers for, and charged for somewhat partime soldiers - that werent even americans - and had no children, but got paid for their wives and children anyway - ask your parents about that and how they bilked the American people. Holli Don't listen to these ppl they are trying to upset you and until all the facts are produced and as one said. The news just tells just a little and all the truth alot. You have a friend here W.V.
Well look at what Dan Rather did he relied on some info from a source about Bush and then he found out was not true after all and got himself to appoloize to the President publicly over TV then resigned from News anchor. The News poeple don't get all the facts before they go half cocked and report it. They tell too many of secrets over the air for the terriots to hear and cells they take all this info in. they need to learn to keep thier mouths shut about whats going on with our military operations. And keep there noses out of our business.
AS for BlackWater they are a bunch of mis trained or not trained enough, trigger happy people working there too I have heard too many tales about that company In NC when I use to live there, and alot of it was not good at all.

I know just about everyone involved in this "investigation" and despite Holli's heartfelt words, no one in their right mind goes over to Afghanistan simply in hopes of doing some good. At least not anyone in business. There is a greed level like you've never seen before and it exists from the companies providing food to the troops to the numerous companies helping keep people safe. I'm very intimate with this investigation and if the charges prove true - shame, shame, shame. Especially since it is you, the American Tax Payer that has been snowed and robbed.

It is amazing how people will jump to conclusions especially if it fits their political leanings. I too work in Kabul and am familiar with the investigation. If it proves to be true then USPI should be shut down and charges filed. Just for the record USPI has never trained paramilitaries in Iraq or SWAT teams. Just shows the lack of genuine investigative reporting when basic information can be so misreported. But hey, whoever wrote the report is probably sitting in an Apartment in Washington and has never left the country. If he was here he would have reported it a little differently...actually a lot different. It might have actually been factual.
