Giuliani's Mistress Used N.Y. Police as Taxi Service

November 29, 2007 3:18 PM

Richard Esposito Reports:

Giulianismistr_mn_2 Well before it was publicly known he was seeing her, then-married New York Mayor Rudy Giuliani provided a police driver and city car for his mistress Judith Nathan, former senior city officials tell the Blotter on ABCNews.com.

"She used the PD as her personal taxi service," said one former city official who worked for Giuliani.

Video: Giuliani Defends His Mayoral Expenses

New York papers reported in 2000 that the city had provided a security detail for Nathan, who became Giuliani's third wife after his divorce from Donna Hanover, who also had her own police security detail at the same time.

The former city officials said Giuliani expanded the budget for his security detail at the time. Politico.com reported yesterday that many of the security expenses were initially billed to obscure city agencies, effectively hiding them from oversight.

The former officials told ABCNews.com the extra costs involved overtime and per diem costs for officers traveling with Giuliani to secret weekend rendezvous with Nathan in the fashionable Hamptons resort area on Long Island.

When the New York City comptroller began to question the accounting, Mayor Giuliani's office declined to provide details to city security, officials told ABCNews.com today.

"The Comptroller's Office made repeated requests for the information in 2001 and 2002 but was informed that due to security concerns the information could not be provided," a spokesperson for the comptroller's office said.

Appearing in public for the first time today, Giuliani told ABC News the accusations he assigned a police security detail to his mistress and helped to hide the expenses in the mammoth New York City budget "a pre-debate hit job."

"I'm sorry, but I still don't understand why they filed these expenses the way they did," he said.

Former officials close to Giuliani say he had "zero" to do with how the police security expenses for Judith Nathan, who he since married, were accounted in the city budget.

The Giuliani campaign said it would also provide a former deputy mayor, Randy Mastro, to respond to the allegations later today.

Anyone who can't see the true CORRUPT GULIANI is a complete MORON. IF YOU VOTE FOR GUILIANI, YOU DESERVE WHAT YOU GET...

Gary Hart, all over again.

It appears as if Mayor Rudy Giuliani finally found the perfect match for him, for now. He changes women like he changes his mind, constantly.

Posted by: sue from texas | Nov 29, 2007 3:51:25 PM

Anyone really surprised? He's a natural for the presidency w/ the current state of affairs. I'm sickened that he calls himself a republican, much less an American. As higher forms of life go, I'd rate him at just under STD's, and just above the amoeba.

Posted by: VeteranD | Nov 29, 2007 3:52:15 PM

Hmmmmm...looks like some powerful Republican opponents are about to "swiftboat" the beloved mayor. Mitt, Mitt? Are you listening? By the way, I wonder what Mitt will name his planet in the afterlife?

I love in particular the "security concerns" dodge. That sounds exactly like what the current administration says whenever they want to keep their shady politicking and cronyism hidden.

I remember when it was considered to be really bad when politicians used their position of power to carry on affairs behind their wive's back.

Posted by: OxyCon | Nov 29, 2007 4:09:40 PM

Unfortunately, after Slick Willie's time in the White House, there is no behavior that would be bad enough to scandalize a President (or Presidential Candidate) short of murder. Everything that would have been a scandal in the past is simply dismissed as normal behavior from a politician...

Posted by: Nathan | Nov 29, 2007 4:14:09 PM

The hilarious thing about this is that the ONLY excuse Rudy has is that he had no idea where his mistress escapades were being billed. But, c'mon, you're running for President! Is ignorance really a good strategy right now??

Posted by: Dave J. | Nov 29, 2007 4:17:35 PM

It doesn't matter to me, even if it is completely true. What matters most to me are RESULTS and Rudy did an exemplary job leading NYC out of the financial and crime black hole left by previous administrations.

Just another feather in Rooty's cap. The Repubs just love lying, adulterous, thieves. It must be some sort of psychosis due to being closeted for so long.

Posted by: David | Nov 29, 2007 4:21:13 PM

Doesn't matter to me, even if this story is total true, which I doubt. RESULTS matter most to me and Rudy did an exemplary job bring NYC back to life and back to the civilized world.

Simple Question for Giuliani: "Did Judi Nathan receive city-paid security or transportation in 2000, when you were still married to Donna Hanover?"

A clear case of theft of City money - pure and simple.

Wonder if he will be held accountable???

Posted by: Jim | Nov 29, 2007 4:25:35 PM

He sounds like he'll make a great Republican candidate. He can carry on the tradition that has marked his party's legislative and executive track record of corruption, perversion, and deceit over the last 7 years.

Posted by: chef3209 | Nov 29, 2007 4:25:53 PM

Getting a perfectly consensual hummer from an intern is one thing, having the secret service act as her personal limousine service afterward would have been something else entirely.

Clinton's scandals seems positively silly compared to the flagrant abuse of power and contempt for the taxpayer on display here.

Posted by: mk | Nov 29, 2007 4:26:56 PM

America was stupid enought to elect Slick Willie - TWICE so what's the fuss about? At least Rudy wasn't caught in the White House or Mayors Office. It's beginning to be a pre-requisite to qualifying for president of the U.S. - if you haven't committed adultery you can't run. Somehow the Bush men got in, amazing isn't it?

Posted by: Linda | Nov 29, 2007 4:27:23 PM

He was corrupt then and now also - just ask his family (wife, daughter and son) how evil this man that you (the media) want to be president is, but you wanted George Bush also - see what he has done to us poor people.

The GOP doesn't even HAVE a candidate. The conservative base will not come out in droves to support either of the top contenders (due to their support of RoevWade, their corruption, etc). Reagan called this the Republican "shame" that keeps conservatives home on election day. The Dems come out in full force and they take the White House in '08.

Posted by: Louis The Moron

There was no corruption or diversion of taxpayer funds. You meant Clinton all over again, and the american public didn't care about that, either.

A Gallup Poll found that nearly two-thirds (64%) of the U.S. respondents it surveyed thought the media treatment of Hart was "unfair." A little over half (53%) responded that marital infidelity had little to do with a president's ability to govern.

Posted by: sick of morons | Nov 29, 2007 4:35:46 PM

Wow, Romney comes under heat for his religion, yet Giuliani is leading a polygamist life with two "wives" under security, simultaneously.

Posted by: Emily Carson | Nov 29, 2007 4:37:38 PM

How about following up on the connected and even more egregious allegation? That pre-9/11 Rudy moved the NYC Emergency Command center next in the WTC7 - which had already been the subject of one terrorist attack - so that it would be within walking distance of the Mayor's office, and so that Rudy & Judith could used the office like a cheap motel?

The result of letting little Rudi doing all the thinking was that the Emergency Control Center was useless on 9/11.

Posted by: Pat Kelly | Nov 29, 2007 4:38:06 PM

What happened to "America's Mayor"? Isn't he a man who prides himself on being on top of everything and in the know? If he can't explain the accounting of his personal expenses on the city's tab, how does he think that he's equipped to be president?

Posted by: Brooklynite | Nov 29, 2007 4:38:48 PM

Guiliani did a great job as Mayor of New York. What he did after work doesn't concern me. Nevertheless, he was required to have a 24/7 security detail. He had no choice in the matter. How the NYPD accounted for the costs was not under Guiliani's direct control and he should not bear the blame for sloppy accounting on the part of some clerk in NY City government.

Do any of you really think Guiliani micro-managed every aspect of NY City government? I think that he had bigger issues to worry about than to what account his security detail's expenses should be billed. This is just more ineffective pre-election dirt dished up by his political opponents.

Posted by: Patrick C. | Nov 29, 2007 4:38:52 PM

This is what happens when you give power to scum like Giuliani.

Posted by: James | Nov 29, 2007 4:39:12 PM

Sally Gal - No I didn't live in NYC during that time, nor did you since you moved out after he was elected. I do have many colleagues and friends who live in NYC and all of the praise Rudy (abeit some reluctantly).

Posted by: John D Infidel | Nov 29, 2007 4:39:36 PM

The GOP clearly doesn't even HAVE a candidate. The conservative base cannot, in good conscience, vote in someone who is pro-choice (as both GOP front-runners are, despite their recent U-turn). The conservative base will not come out in droves, and the Dems take the White House in '08.

Posted by: ListenUpPeople | Nov 29, 2007 4:40:55 PM

God forbid we put a tough guy in the White House! Already convicting the guy and you don't have any facts. Go ahead and vote for one of the surrender monkeys. I will vote for Rudy and I WILL get what I ask for. And for all you right wingers who don't vote for Rudy, way to throw away your vote!

Posted by: Drilling | Nov 29, 2007 4:41:08 PM

"America was stupid enought to elect Slick Willie - TWICE so what's the fuss about? At least Rudy wasn't caught in the White House or Mayors Office."

No, he was not caught in the mayor's office.

That's the whole point. He was taking his adultery on the road, at taxpayer expense.

Posted by: Alvin | Nov 29, 2007 4:41:16 PM

This is one CONSERVATIVE who's totally disgusted by Rudy. I have been very disappointed in my party for supporting this man. He's dishonest, obviously, and isn't a conservative.

Unethical behavior is bad no matter which side of the aisle you're on!

Posted by: Oink | Nov 29, 2007 4:41:22 PM

No, Louis, it's not Gary Hart all over again. Gary Hart had a fling, but he didn't send the bills to the taxpayers.

A lot of politicians fool around, and as far as I'm concerned that's between the politician and his/her spouse. But having the taxpayers foot the bill for a mistress is another matter.

Also, it gets worse. Rudy put his command center in the World Trade Center against the advice of just about everyone (the WTC was already bombed once, in 1993), but he wanted it within walking distance of his office, so he could sneak over there for trysts. With no command center, communication on 9/11 was all messed up, so more firefighters died ... all for the convenience of the mayor and his mistress.

Posted by: Joe | Nov 29, 2007 4:43:10 PM

It doesn't seem to matter to the Rudy backers that he is of little moral character, takes credit for things in which he should not (9/11 response and the general economic growth of the Clinton '90's), flip flops on most every subject and surrounds himself with cronies and criminals. Now with the revelations of his consulting company and terrorists in the Quatar ruling elite happily doing business with each other it shows that Rudy's god is money.

"It doesn't matter to me, even if it is completely true. What matters most to me are RESULTS and Rudy did an exemplary job leading NYC out of the financial and crime black hole left by previous administrations."

Funny you should say that as it was under Dinkins that the police budget was expanded by $1,000,000,000 and crime was already dropping and it is also true that when Guiliani took office the nation's economy & NYC's started to rebound for which Guiliani can take no credit.

Rudy would have you believe that everything good that happened in NYC was because he was the 'man in charge' including a lower rate of abortions. Rudy takes credit for everything.

In this new instance Rudy not only screwed his former wife, his paramour, Judy, and now we find he did the same to the taxpayers.

Posted by: Mike from NYC | Nov 29, 2007 4:48:38 PM

Fake 9-11 hero Rudy Giuliani's presidential campaign is imploding right before our eyes.
The republican controlled media will soon want nothing to do with this adulterer.
Huckabee will probably end up as the republican media darling -and therefore the candidate.
One thing you can always count on is that republicans will vote for whoever they are told to vote for by the likes of FOX News and CNN.
The only candidate that stands a chance against the media fueled republican machine is Hillary Clinton.
Therefore, look for the republican controlled media to do everything it possibly can to diminish Hillary's standing in the primaries.
They do Not want a fight with Hillary on their hands.
They instead want a 3rd or 4th string airhead candidate like Obama or Edwards that they can easily demolish.

Posted by: chasemonster | Nov 29, 2007 4:49:08 PM

this isn't just about marital infidelity - something endemic to Republican politicians - but also about misappropriation of public funds for private use, AND a sloppy attempt to hide it.

this is the death-knell for Mr. (11's candidacy, although he'll flop around for a while.

I find it funny when people complain about what Clinton did and then use that as the excuse for their approval of other's behavior.

It's not wrong because someone else did it? If Clinton + adultry = bad, then Guiliani + adultry = bad. Adultry is bad, period.

If you really think that the moral standards of Presidents started or ended with Clinton, you're an idiot. Clinton wasn't the first boob to take office and he's not the last.

Rudy is screaming bloody murder about this, that it's a "Hit Job". And now this new revelation about the NYPD Taxi Service! Many responders are saying that it's "Not Important" and are dismissing the story because Rudy wasn't in charge of the accounting.
Well it is a big deal. These expenses were intentionally miscoded to other city agencies. It was Bloomberg's Controller that raised these questions to begin with. Based on the amount reported in Politico, this comes out to $0.14 Rudy owes each and every New Yorker for these questionable expenses.
Who cooked the books for Rudy? What accountant under whose authority posted these expenses where they were eventually found? Did Deputy Mayor Joe Lhota direct this? If so why? Robert M. Harding and Adam L. Barsky both served as Director of the NYC Office Of Management and Budget under Giuliani, do either of these men know how or why these expenses were intentionally miscoded? Are they responsible? This whole thing stinks to high heck. I think questions need to be asked to determine who was involved in this. After talking to Joe Lhota maybe Harding or Barsky would be a good people to address these questions. Someone has to know something and New Yorkers, if not the entire nation, deserve answers.

Posted by: bburgis | Nov 29, 2007 5:02:36 PM

People trying to equate what Rudy is accused of doing with what Clinton did, are being ingenuous and trying to divert attention from the main issue here:

-In Rudy's case, the appearance is that he misused NYC taxpayers' $ to chuaffeur his mistress, and pay expenses associated with her and their affair. And then may have attempted to hide the facts, and stonewall official investigation. The extra stink here is the odour of financial corruption, and the apparent coverup.

-In Clinton's case, Bill wasn't charging
the American taxpayer big bucks for his oval office "sessions" with Monica. Monica wasn't given a free chauffeur service, or resort weekends at taxpayers' expense. There was no financial corruption associated with the Lewinsky case.

-Rudy's toast now. Adios amigo!

Posted by: Bobb999 | Nov 29, 2007 5:03:58 PM

Rudy is a piece of dirt and he always was. Sure NYC was better but remember a vibrant economy and a crime bill that put 100,000 new cops on the street was as much a factor as his tough gestapo like tactics. Mayor Bloomberg has improved the city without treating minorities like dirt as Giuliani did. His own family doesn't like them. That should tell you all you need to know.

It is shameful; among other destinations his creative bookkeepers found for these expenses were an agency that provides legal services to the indigent. He is very unpopular in NYC and I've no doubt that sources within the government will unearth other venal revelations.
