Report: KBR Dominates Iraq, Afghan Contracting

November 20, 2007 10:44 AM

Justin Rood Reports:

Reportkbrdomi_mn Former Halliburton subsidiary KBR, Inc. has won more contract work in recent years with the U.S. government than any other firm operating in Iraq and Afghanistan, according to a new report.

The Bush administration has awarded the company, once known as Kellogg, Brown and Root, more than $16 billion for work in Iraq and Afghanistan between 2004 and 2006, the Center for Public Integrity found.

That figure dwarfs the total contracting dollars won by other corporations working on behalf of the United States in the two occupied countries. DynCorp International, the security firm which ranked second in CPI's report, brought in less than $2 billion in federal dollars, mostly for the State Department, the group found.

The report, "Windfalls of War II," follows up on the nonpartisan watchdog's October 2003 study, "Windfalls of War." That study and its updates found that KBR dominated contracting in Iraq and Afghanistan from 2002 to 2004 as well. Overall, the firm has obtained more than $27 billion for contract work in the region.

Houston, Tex.-based KBR was a subsidiary of Halliburton, Inc. until the parent spun it off in April through the sale of public stock. Halliburton, once run by now-Vice President Dick Cheney, moved its corporate headquarters to Dubai in March, although it remains incorporated in the United States.

CPI said it based its study on contractor data available through the General Services Administration. It cautioned that there are holes in the information. For instance, the government has contracted nearly $20 billion in work to unnamed businesses located outside the United States -- "a nebulous collection of companies identified by the U.S. government only as 'foreign contractors,'" CPI reported.

As well, one U.S. contracting agency in Baghdad does not report complete information to GSA, the group said. It said it has filed Freedom of Information Act requests to fill in these holes.

Wow. Another firm connected to Haliburton and Dick Cheney rakes it in due to Bush/Cheney policies. Who would have thought?

This would be news if KBR wasn't fulfilling its contractural obligations. As it stands, it's just more MSM anti-Bush rhetoric.

Cheney's company...What a SURPRISE..

Can you imagine how shameless the competitive bids must have been? Thank God for conservative oversight.

I am curious as to how much of these BILLIONS in funds were granted in closed bid circumstances where Halliburton was the only company ever allowed to "bid" on the business.

Well I reckon Bush and Cheney own Iraq by now with all those contracts they have with Cheney's vested interests in Halliburton and Bush is the oil man (isn't Iraq all about oil?). They have their own army to do their dirty work and when people like me get upset because I don't agree with our army people dying unnecessarily, I'm called unsupportive and unpatriotic. So who is really the betrayer here? And the rich get richer...

Just thought I would address the posting from Samantha Stickers who states this would be news only if KBR was not fulfilling it's contractual obligations. You should read the report in Vanity Fair last month about the fraudulent billing practices of KBR and how they have not been held accountable despite multiple lawsuits from former employees. Then reconsider whether this is "MSM anti Bush rhetoric" or the possibility that there is indeed a problem.

Bush & Cheney makes 'Nixon's Watergate look like a G-rated Disney movie. These two men are Thieves.

Halliburton + Cheney = Deep pockets

Bush + Cheney = War

It is almost comical how people talk about things that have no clue about. If It was not KBR it could have been somebody else period. There are a lot of people doing jobs that our soldiers cannot perform due to the lack of manpower. No one wants to risk his / her skin in a war unless it pays real good. So the choice is clear put more troops or pay big bucks for manpower.
Contracts come and go and yes they are there for the mighty ( falling ) dollar and if anyone of you gets an offer of over $130,000.00 to and do manual labor that in the states would not pay more than $16,000.00 you will take it too.

Bush and cheney are criminals, & should be in prison!

We can only wonder how many of those billions of dollars are finding there way into numbered Swiss bank account, to eventually be collected by Bush administration officials and their cronnies. Don't think that's happening? Then I have a bridge in New York you may want to take a look at; I'll give you a good deal.

what a suprise how could such a thing happen

We as Americans should be ashamed that we allow things like this to go on. We are not aware because most news program lead with the most recent news reguarding britney and her latest ????????. In the meantime our soldiers AKA sons, daughters, husbands, wives, brothers, well you get the idea, are dying daily . while our richest , and most well connected politicians keep getting richer. Wether connected to the oil companies , the Iraq war or both, there is mucho money to be made. We The People of the United States should be protesting this war, that we know was startet with deceit. We have a president that we have lost trust in, and as all know you can't sustain a nation without trust. Let's show our soldiers we care enough about them to Protest until our government once again represents us the people. lET YOUR REPRESENTATIVES KNOW THAT IF THEY DO'NT REPRESENT YOU, YOU WILL VOTE THEM OUT AND VOTE IN ONE THAT WILL. It's the least we can do for our soldiers, considering what they are doing for us. Don't drive that car unless you have to and lets stop this war that's making some people unthinkably rich. Lets do it for our HEROES lets do it for this NATION. Lets show the world how democracy works, instead of forcing it down their throat.

Contracts to Haliburton DOUBLED in two years due to conflict............in the late '90's, under Clinton. How many companies can due what they do, in a war zone? Nothing new, where was the outrage when KBR was getting 'rich' in Bosnia, and Somalia?

Posted by: whatthe? | Nov 22, 2007 9:41:47 AM

KBR Dominates in Bonia, Kosovo, Samalia.......................................................Clinton donors line their pockets on the misery of Muslims in sovereign Nations with no national interest in sight.......Americans outraged.

Cheney = "Daddy Warbucks". And there ain't no sweet little Annie or Sandy this time!

Posted by: Jordan | Nov 25, 2007 7:45:22 PM

In response to Frank Soto's comment. No one is disagreeing that some company would have to do the job. The issue is this administration's policy of sole source awards to cronies. The competitive award of contracts is intended to keep the costs down and help to assure that our tax dollars are buying the best value. How long do you believe it will be, after 2008, before Bush/Chenney begin receiving their residual income for their policies. Income earned with American Tax Dollars and American lives. These guys are true their one true God, MONEY/POWER.

For those so upset with the sins of Haliburton getting so many jobs, just maybe no other one can do what they do. I do have a question, how did Feinstein's husband get so many contracts while she sat on the board? Luck I guess.

Exhibit KBR for campaign reform - Neither their dollars or prowess should outweigh the volume of an individual citizen's voice - It goes for OPEC as well as Oprah. Equal Representation trumps a person's right to drown out other's voices in the name of (purchased) free speech.

This would be news if KBR wasn't fulfilling its contractural obligations.

THEY AREN'T. Even while KBR is being investigated by our own Justice Department for several counts, on several contracts, of fraud, abuse, inferior/or no work, overbilling, no recordkeeping, and waste, the Pentagon continues to hand them juicy contracts. There are many organizations that can do what KBR does, just none with the connections.

I'm sure you Halliburton lovers would feel quite differently if Al Gore had been CEO of the company, and was still a major stockholder making big war profiteering bucks while our troops were dying.

I find it of interest that, in my opinion, the liberal posts are perspective and accurate while the conservatives rely on the same old rhetoric and ignore the facts.

This is what all republicans want, Privatization to the trusted insiders their buddies. Then, the market will correct itself after the cronies become very rich and some of them will be positioned in the high court too. American freedom rings loudly and that small group of buddies will laud and laud in and out of the White House. This is the most crazy of democracy.

What a simple world it must be in the minds of so many "Kool-aid drinkers" where only one party or the other are deemed to be the saints or sinners. Dick Cheney & his past or present Haliburton cronies or Feinstein's husband, Dick Blum & his KBR(subsidiary of Haliburton) cronies all would appear to benefit in some massive ways from our government's contract deals. Our fearless leaders only pretend greatness. Snap out of it! The potential for astronomical profit is too great for anyone not to indulge in, whether they be left, right or center.
Please take the time to fully assess, digest & dismantle where necessary the people we elect to represent us!!!!!
