Canada Adds -- Then Drops -- U.S. From 'Torture List'

Canadaaddst_mn The Canadian government has apologized to the United States and Israel just days after news accounts revealed both countries were on a Canadian list of governments which may torture their prisoners.

Canadian Foreign Minister Maxime Bernier apologized to both the United States and Israel for being "wrongly" included on a list of countries where detainees may risk severe treatment widely considered to be torture, according to news accounts.

The United States, which Canada believes was responsible for the torture of one of its citizens after improperly detaining him on terrorism suspicions, said it was "offensive" to be listed alongside countries "like Iran and China."

"Quite frankly, it's absurd," said David Wilkins, the U.S. ambassador to China, according to the BBC.

The Israeli government said it expected to be removed from such a list, the BBC reported.

The list was part of a manual to train Canadian diplomats about how to detect if Canadian citizens held overseas were being mistreated. Canada's Bernier said he had asked for the manual to be rewritten.

According to the BBC, the current manual lists isolation, sleep deprivation and other treatments used by the United States against detainees as forms of torture. The Canadian government accidentally turned over the manual to Amnesty International in a court case, the British news service said.

The inadvertent release of the manual created the second torture-related flap between the United States and Canada in a month. Last December, a Canadian judge blasted U.S. detention policies in a ruling which impacted a U.S.-Canadian refugee agreement.

The judge cited the case of Canadian Maher Arar, whom the United States detained and "renditioned" to Syria, where he was tortured. Canada has said publicly that Arar had no terrorist ties, though to date the U.S. government has not followed suit.

It's too bad Canada allowed itself to be bullied by the Bush administration. The Israeli's are bruatally supressing a whole nation of people, but don't criticize them or litlle Bush will get mad.

The only "mistake" here was Canada being bullied by the US to retract what is independently verified as fact-- the United States has redefined the defintition of torture to suit their own agenda.

I bet there are a lot of countries that would disagree.

We are in good company of the countries in the world that still have the death penalty.

Do bad people (you know the 9-11 kind) deserve to be treated with Kid-gloves? I think not. Do the Israeli's suppress Palestinians? Yes. Have the Palestinians honored their previous peace agreements, or wish to negotiate peace with Israel? Doesn't look like it. Should the US, Israel, and other countries targeted for extremist terror just lay down and take it? Give a bully an inch and they take a mile. Good for the US and Israel for pushing back hard against evil.

Too bad on the change, They had it right the first time. America does torture, We have photo evidence. on it. and not to include the tape that was secretly destroyed for no reason, other than to hide; the fact that we do implament torture. I'ts amasing how on on side of the wall people a deprived on the other side of the wall people live in luxury. If I was a Palestinian I would never put up with what, Isreal forces down the Palestinian people. In fact I know if Americans had to suffer like that, we would of taken over their country. Torture is WRONG AND EVIL, no good intellegance can come from someone being tortured.

Lord - here we go again. We are slowly but surely going to lose every ally we've ever had because of these jerks we have in office. G. W. makes up his own rules as he goes along so why doesn't everyone see that he makes up his own definations? He does what he darn well pleases and doesn't care who's toes he steps on. God help us!

I'm an American and am disappointed in Canada for backing off. The Bush Administration is a pack of bullies and liars, and I am ashamed of this administration. Get back on track Canada and stick to your guns.

Bernier should stand up for the Canadian bureaucrat---at least we have the ##### to print the truth so that our people overseas are prepared--It our own governement internal document and he hasd nothing to aplogise about to the bullys --

WOW, too bad Canada backed down. We do torture prisoners but not in the USA...we take them to israel and beat the hell out of them there! Unfortunatly Canada has fallen to King George too. We are all lost sheeple.

I don't know why they took us off as we are torturing prisoners, and we were violating the Geneva Conventions, and still are.

Canada may have taken us off for political reasons, but the didn't call our "Secret Torture Camps" run by the CIA outside the US "torture Camps" for nothing.

We starved 1/2 million children under 5 to death in Iraq with our embargoes and killed another 200,000 plus since out illegal invasion of Iraq, who Bush knew had nothing to do with 9/11 or terrorist! And people in this country complain when they do it...Please!!!

Where are those tapes and all the "missing e-mail from Bush? He is worse that Richard Nixon!

It is far sadder that Canada capitulated to American threats than was the sanitizing of their list. Everyone already knows that US policy includes torture. In this case, the listing of governments that torturer was superfluous.

It's a shame that as a Canadian we have to cow-tow to the whims of an opressive regime such as the American republican agenda.

As for Roy's comment - I think it should be reminded that in the only war fought between our two countries - the American's got the A#($*'s kicked and sent packing. I'mproud to be a Canadian and would be ashamed to be an american.

Wow, it seems that I have stumbled on a nest of cry-babies. If you want to feel torture then find yourselves on the receiving end of an islamic terrorist sawing your head off slowly as you are restrained and unable to fight. Those last moments of your life will be more terrifying than any of our tactics for gaining American life saving information from those who kill without feeling and take pride in mutilating the innocence of women and children. When I meet people like you on the street I excercise my freedom expression and I never miss an opportunity to defeat you. I look forward to meeting those like you, I seek them out and I always win. Totally agree with mark's comment. Th Canadians were right to be embarrased by this report as it harms relations with two key allies. They should concentrate the effort to defeat terrorism and stop the friendly fire.

Canada was right, of course the U.S. tortures people! Let's not forget abu ghraib or the technique of "waterboarding" used by the military to elicit confessions/information from detainees.

Every day in this country there are documented incidents of our citizens being tased into compliance (or death) by power hungry, egotistical trained killers (a.k.a. police)for things like refusing signing traffic tickets, not removing their hats and protesting. One woman was tased up to 19 times while in custody. If being hit with 50,000 volts of electricity isn't torture then I don't know what is.

It really makes you wonder what the U.S. government said to the Canadian government in order for them to rescind their all too spot on observation.

Being a citizen of a great country, so called USA, when I have seen my American Indians, African-American Brothers , being tortured and now brothers from Middle East orgins are being treated same the way from the USA & Isreal Govt. Peace to my Christian and Jewish brothers who are supporting fairness in our world and want to see muslim, jews, christian and other religions to live in peace....
